BACKGROUND
Blackburn Road and Ingram Road are connecting roads which are shown on the City of Sachse Master Thoroughfare Plan as a minor arterial corridor to be expanded in the future. This item is to discuss the capital improvement needs of the corridor and the next steps for the City to take.
OVERVIEW
The Blackburn-Ingram corridor consists of three distinct segments:
During the past several years, traffic volumes in the corridor have continued to increase. Due to the conditions of the larger surrounding road network, the Blackburn-Ingram corridor is utilized by residents of Sachse, Wylie, and Murphy to travel to and from work. As all three cities have grown in population, the corridor continues to see peak hour traffic volumes in the morning and evening grow beyond the capacity of a 2-lane asphalt road.
In particular, these traffic volumes have had a significant impact on residents in the adjacent Sachse neighborhoods including:
Residents living in these neighborhoods have expressed concerns regarding an inability to exit their neighborhoods during peak traffic times due to the volume of pass-through traffic in the Blackburn-Ingram corridor. Staff has confirmed these concerns to be valid during multiple visits to the intersecting streets during peak traffic times.
In addition, there is now significant congestion at the intersection of Ingram Road and Dewitt Road during peak traffic times. The four-way stop at this intersection causes eastbound traffic on Ingram to back-up to the 3rd Street intersection. The City hired a consultant to complete a traffic signal warrant study for the intersection in May 2017. The study showed that the intersection met the criteria for a traffic signal by two warrants. Only one warrant is required to be met.
The City Council approved partial funding for the design and construction of traffic signal improvements in the 2017-2018 Capital Improvement Plan. The remaining necessary funds were allocated in the 2018-2019 Capital Improvement Plan ($250,000 per year — totaling $500,000).
Traffic congestion negatively impacts the residents of Sachse, and as such, improving transportation is a major component of the City Council's goal to strategically invest in the City's existing and future infrastructure. Therefore, staff is proposing to move forward with the design and construction of traffic signal improvements at the Ingram-Dewitt intersection, while concurrently working with Dallas County and Collin County to identify partnership opportunities to fund a larger capital road improvement project.

BACKGROUND
The Finance Department releases a quarterly report on the City’s finances. The report consists of two sections: budget and investments. The budget section includes revenues and expenditures for the General, Utility, Debt Service, Impact Fee, Special Revenue, Street Maintenance Tax, Health Insurance, Sachse Economic Development Corporation, and Municipal Development District, as well as a summary of capital project expenditures. The investment section provides an overview of investment activity details for the Money Market, Investment Pool, and Certificate of Deposit accounts.
It is the City’s strategy to maintain a high percentage of idle funds invested in safe, secure, and liquid investment securities and pooled investment types. This strategy is in accordance with the Public Funds Investment Act (PFIA) and City policy.
Cash on hand available for investing on December 31, 2018, was $62,572,226 in all funds. The average interest/yield on all investments was 1.85% and investment earnings totaled $258,617.
General Fund revenues are 53% of budget and expenditures are at 25%, as of December 31, 2018. Utility Fund revenues are 25% of budget and expenditures are at 23%.

This item is to award the design for the traffic signal improvements included in CIP Project 13-11a. If approved, staff will kick-off the design project this month, with the goal of bidding the project for construction in late Spring/early Summer.

BACKGROUND
The City Council previously approved purchase orders for the Community Center Paving project to McMahon Contracting, LP, in an amount not to exceed $200,000.00.
OVERVIEW
This item is to revise the purchase orders to include additional storm drainage scope and landscaping work, including the relocation of existing irrigation systems on the City property.
These items were removed from the utility contractor's scope so there is no net increase to the overall project budget. Staff will process a deduct change order for the utility contract with a reduction in budget of $34,077, which is equal to this contract increase.

The project is funded through the General Fund — General Obligation Bonds for the Sachse Community Center.

BACKGROUND
The City of Sachse has a major Capital Improvement Project for the widening and re-alignment of Merritt Road. This item is to award a professional services agreement to the design team for the project.
OVERVIEW
The Merritt Road project is the result of several years of hard work by the City Council, staff, and other community partners. The City was able to work with the North Central Texas Council of Governments, TxDOT, and Dallas County to create a partnership whereby the City will be able to design and construct the $20 million roadway improvement project, with 20% of the total funding coming from the City. This will save taxpayers' dollars and also improves quality of life for Sachse residents. The City, as a recipient of external funding, was required to adhere to all TxDOT and federal guidelines. In some cases, adherence to these guidelines extended the overall timeline for this project.
Due to the roadway, drainage, and utility issues involved in the scope, the project is very complex and will require a wide range of approvals from the State and Federal governments throughout the process. The City anticipates beginning the environmental assessment and engineering schematics next month, with the goal of moving the project to construction in late 2020.

The City completed a request for proposal process (RFP) in accordance with State requirements. Eight consulting teams submitted for the project and four were selected for interviews. At the end of the RFP process, it was determined that the team led by Halff & Associates, Incorporated was the most qualified to complete this very important project.
The scope for the consultant team professional agreement totals $2,112,000 in cost, which includes a very lengthy scope detailed in the attached ”Project Detailed Scope” document. In addition, a Fee Summary is also provided.

The project is funded through Certificates of Obligation through the City of Sachse General Fund, along with State and Federal funding.
RECOMMENDATION
Staff recommends approval of a resolution approving a professional services agreement with Halff & Associates, Incorporated, in the amount of two million, one hundred twelve thousand ($2,112,000.00) for the design of the Merritt Road expansion project.
