BACKGROUND
As of the filing deadlines, incumbents Mayor Mike Felix, Councilman King (Place 5), and Councilman Bickerstaff (Place 6) were unopposed. The Texas Election Code Section 2.053 (a) provides for the canceling of the Election and declaring candidates elected. The Election Code states that they cannot take oath of office until after the regular election canvass period, which is currently between May 7 and May 15.
OVERVIEW
Oaths of office will be administered at the first City Council meeting in June and candidates will receive their Certificates of Election at that time.

BACKGROUND
The Finance Department prepares a report each month to update the City Council regarding revenues and expenditures for the City. Included in the report are unaudited summaries for the General Fund, Utility Fund, Debt Service Fund, Sachse Economic Development Corporation, and Sachse Municipal Development District, as well as an analysis of sales tax revenues received year-to-date.

The City Charter requires that the City Manager submit a monthly report covering revenues and expenditures.

BACKGROUND
At the December 3, 2018 meeting, City Council awarded the construction of the Community Center to Ratcliff Constructors in the amount of $5,701,000.00. Ratcliff Constructors began site grading in January 2019 and the groundbreaking ceremony was held on January 26, 2019.

BACKGROUND
The City Council adopted a five-year plan for water and sewer rates in 2014 and the City is in the final year of that rate plan. The City has contracted with NewGen Strategies to prepare an update to the 2014 plan for the next five years of service. Rebecca Schafer with NewGen Strategies will provide an overview of the update to the City Council.

BACKGROUND
The City Council selected Community Waste Disposal (CWD) to provide solid waste and recycling services at its meeting on December 3, 2018. Since that time, staff has been working closely with CWD throughout the last several months to plan for the transition. The purpose of this item is to provide the City Council and residents with an update on that transition and to provide details on what is to come. Representatives from CWD will be on hand to answer any questions.

BACKGROUND
The City of Sachse has a capital improvement project for the rehabilitation of the Brookview Court Alley. This item is to approve a resolution awarding the construction of the project to Affordable Concrete Cutting.
OVERVIEW
The 2018-2019 Capital Improvement Plan for the City of Sachse includes a project for the rehabilitation of the Brookview Court Alley. The project is eligible for Community Development Block Grant (CDBG) funding through the City's partnership with Dallas County.
The project includes paving and drainage improvements for the alley behind Brookview Court, where the existing pavement is failing and the drainage of the area is inadequate.
Engineering design for the project was completed by City staff. The City of Sachse advertised the project in the Sachse News and online at www.civcast.com. Eight bids were received. The lowest qualified bid was received from Affordable Concrete Cutting, in the amount of $167,980.00.
Through the Community Development Block Grant program, Dallas County has allocated $141,443.10 in funding for the City of Sachse's Community Development Block Grant Program. Staff is recommending for the City to utilize the full amount of available CDBG funds. This leaves $26,536.90 in funding to be provided by the City. Staff recommends that the City funding be provided through the following sources:
The Dallas County partnership allows the City of Sachse to partner with the County through a federal program to improve moderate to low-income neighborhoods in the community. Without the support of Dallas County, the City would not be able to fund some of these important projects.
POLICY CONSIDERATIONS
The project is identified as a Capital Improvement Program project for the FY 18-19 City Budget. Due to an increase in rising construction costs and an increase in the project scope because of additional segments of the alley failing during the past year, the project requires additional funding support beyond the budgeted CDBG amount, which is allocated to the City every other year. The additional need for City funding will impact the total scope of Public Works Department's maintenance projects for alleys and sidewalks. However, staff recommends this additional funding as the Brookview Court Alley has a PASER rating of 2 and is in dire need of rehabilitation, and the stormwater maintenance and improvement scope identified for the project is compatible with the intent of the Stormwater Utility.
RECOMMENDATION
Staff recommends approval of the resolution awarding the bid for the Brookview Court Alley project to Affordable Concrete Cutting in the amount not to exceed one hundred sixty-seven thousand nine hundred eighty dollars and no cents ($167,980.00).

The City Council conducts a performance review of the City Secretary every six months from the date of hire. The mid-year review is currently conducted in March, and the annual review is conducted in September.
