BACKGROUND
The Texas Legislature meets on a bi-annual basis. Currently, the 86th Texas Legislature is in session. The City prepared a formal legislative program and provided that program during a recent trip to Austin for the Chamber's Legislative Day with Leadership Sachse.
POLICY CONSIDERATIONS
The City of Sachse has not traditionally participated in the legislative process. The formation of a City of Sachse Legislative Committee could help identify legislative priorities, develop partnerships with the City's representatives and senators, and allow the City to formally participate in the legislative process.

BACKGROUND
The City Council adopted a five-year plan for water and sewer rates in 2014 and the City is in the final year of that rate plan. The City has contracted with NewGen Strategies to prepare an update to the 2014 plan for the next five years of service. Rebecca Schafer with NewGen Strategies provided an overview of the update to the City Council during its March 4, 2019, regular meeting. During that meeting, the City Council gave direction on the study. The purpose of this item is to return to the City Council with the requested information and to discuss next steps.

BACKGROUND
From time to time, Robert Beasley, Municipal Judge fo the City of Sachse, is unavailable for arraignments. To serve as a back-up in these instances, the City has utilized Judge Stephen Crane. On rare occasions, it can be the case that both Judge Beasley and Judge Crane are unavailable for arraignments. As a result, staff recommends that the City Council appoint a second back-up to avoid any issues during times of unavailability.

Appoint Richard Lee Schimmel as Alternate Municipal Court Judge for the City of Sachse Municipal Court.

March 29 is recognized as National Vietnam War Veterans Day around the world. The Vietnam War Veterans Recognition Act of 2017 established the day as an official national observance date, which is now observed and recognized all around the United States.

At its March 11 Planning and Zoning Commission meeting, the Commission voted 4-1 to recommend approval of the rezoning request. Staff also recommends approval of the proposed rezoning request as it is in compliance with the Future Land Use Plan and the goals and objectives of the Comprehensive Plan, including the neighborhood scenarios anticipated for the Industrial / Ranch Road area.
