This is the 6th year for the City of Sachse scholarship. Staff received 14 applications this year. Staff met and reviewed the applications and narrowed those down to the top seven candidates for the City Council to review.

The Finance Department prepares a report each month to update the City Council regarding revenues and expenditures for the City. Included in the report are unaudited summaries for the General Fund, Utility Fund, Debt Service Fund, Sachse Economic Development Corporation, and Sachse Municipal Development District, as well as an analysis of sales tax revenues received year-to-date.

BACKGROUND
The City's aging server infrastructure has reached a point where the IT department can no longer guarantee the safety of the data stored on the hardware. Failures are becoming more commonplace and new technologies have made most of the equipment obsolete. Most of the hardware has reached its end of life and is no longer under any support contract. The City needs to replace the hardware and software as well as implement a cohesive backup strategy to ensure uninterrupted service to users. As such, the IT Department has conducted an evaluation of technology solutions to replace the city server infrastructure.
OVERVIEW
The IT Department has selected VxRail, a DellEMC/VMware solution that will replace most of the City's current obsolete physical and virtual servers with a solution that integrates processing, network, and storage into one easy to manage server and backup solution. DellEMC has been a leader in IT equipment and solutions for decades. VMware has been the industry leader in server virtualization since the early 2000's. This integrated solution will reduce administrative strain on the IT Department while drastically increasing the availability and reliability of the servers that provide services to the city departments. The solution includes two VxRail clusters consisting of three nodes and two Data Domain backup appliances. A cluster and backup appliance will be placed at City Hall and Public Safety and will have the ability to replicate between sites. The solution cost also includes five (5) years of prepaid maintenance on the solution as a whole with Next Business Day (NBD) support directly from the manufacturer. The solution will be purchased directly from DellEMC through the Texas Department of Information Resources (DIR) cooperative purchasing contract #DIR-TSO-4299. This cooperative purchasing contract allows for the City to purchase these through pre-negotiated competitive pricing agreements that comply with Local Government Code procurement laws.

The City Council approved an ordinance in January 2019 to amend the Code of Ordinances to add a definition for Retail CBD and Hemp Based products and to amend the permitted use schedule to add a category for Retail CBD and Hemp Based products.
OVERVIEW
Ordinance 3906 was adopted using the previously adopted use categories and Staff located this error upon reviewing the zoning ordinances when the City transitioned from using Municode to Franklin Legal to host the City's Code of Ordinances.
The proposed ordinance will correct the scrivener's error from the ordinance adopted in January 2019. This is a correction to a written error and in no way changes the policy decision that was acted upon by the City Council.

BACKGROUND
Sachse purchases wholesale treated water from the North Texas Municipal Water District and supplies it to customers via our public water system. As a part of being a public water provider, the City of Sachse is responsible for adopting a water conservation plan every 5 years in accordance with TCEQ and TWDB requirements.

Staff recommends approval of an ordinance amending the Code of Ordinances by amending Chapter 10 titled “Utilities” by amending Article 1 titled “in general” by amending Section 10-7 titled “Water Conservation and Drought Contingency and Water Emergency Response Plan” by renaming Section 10-7 “Water Conservation Plan” and by adopting the “2019 Model Water Conservation Plan for North Texas Municipal Water District Member Cities and Customers.”

BACKGROUND
The City of Sachse entered into a Development Agreement with PMB Acquisitions for the development of approximately 120 acres along the President George Bush Turnpike. A component of the Development Agreement was the creation of a public improvement district (PID) and a tax increment financing reinvestment zone (TIRZ). State law requires that an administrator be appointed by the City to manage the public improvement district and to create a Service and Assessment Plan (SAP) annually. Because the PID has as a TIRZ overlay, staff recommends that the same administrator provide support to both the PID and the TIRZ.
The City worked with its financial advisor, Hilltop Securities, to conduct a request for proposals. In total, the City received four submissions for SAP Consulting/PID administrative services. After an extensive interview process, the City and Hilltop Securities selected P3 Works to serve as the SAP Consultant/PID/TIRZ Administrator for the City of Sachse. Mary Petty and Jon Snyder with P3 Works will introduce themselves to the City Council as a part of this agenda item.
POLICY CONSIDERATIONS
The administrator position works directly for the City, not the developer. The administrator will assist the City in meeting all statutory requirements of the PID and the TIRZ, and will serve as a liaison between the City and the developer on these items. Funds to pay for the administrator come from the revenue generated within the public improvement district. The funds do not come out of the City's General Fund.

Authorize the City Manager to negotiate and execute an agreement with P3 Works for Public Improvement District and Tax Increment Financing Reinvestment Zone Administrative services.

OVERVIEW
The City of Sachse is updating the Subdivision Ordinance to better reflect the standards and requirements related to the recently approved zoning districts in the community. The Engineering Design Manual was created in order to provide prospective developers and consulting engineers with a singular location for all relevant design standards and requirements of new development in the city. Public infrastructure designed and built as a component of private development is operated and maintained by the City of Sachse upon final acceptance of the subdivision. The Engineering Design Manual provides the minimum standards and requirements for the design of such public infrastructure.
This design manual will also improve the ability of City staff to work with private developers and consulting engineers to ensure that new development projects are properly designed and constructed in accordance with the City's standards.

The City of Sachse and its neighbors have seen significant growth in population over the past decade. Due to Sachse's location, a majority of the new traffic in the region must pass through Sachse to get from home to work. This phenomenon results in a great deal of "pass-through" traffic, which impacts the quality of life for Sachse residents. While there is no way to force traffic outside of the community, there are steps by which the City can improve transportation, minimize congestion and limit the impact this traffic has on Sachse residents.
