BACKGROUND
The Finance Department releases a quarterly report on the City’s finances. The report is comprised of two sections: budget and investments. The budget section includes revenues and expenditures for the General, Utility, Debt Service, Impact Fee, Special Revenue, Street Maintenance Tax, Health Insurance funds and Municipal Development District, as well as a summary of capital project expenditures. The investment section provides an overview of investment activity details for the Money Market, Investment Pool, and Certificate of Deposit accounts.
It is the City’s strategy to maintain a high percentage of idle funds invested in safe, secure, and liquid investment securities and pooled investment types. This strategy is in accordance with the Public Funds Investment Act (PFIA) and City policy.
Cash on hand available for investing on March 31, 2019, was $59,199,545 in all funds. The average interest/yield on all investments was 2.07%, and investment earnings totaled $304,271.
General Fund revenues are 85% of budget and expenditures are at 51% as of March 31, 2019. Utility Fund revenues are 49% of budget and expenditures are at 51%.

BACKGROUND
On April 8, Oncor Electric Delivery Company ("Oncor") filed an application for approval of a distribution cost recovery factor ("DCRF"). This is Oncor's second filing under a law adopted in 2011 allowing electric utilities to file limited issue, limited review cases. In the filing, Oncor is seeking an increase in distribution revenues of $29,433,804. Cities intend to engage the services of a consultant, Mr. Karl Nalepa, to review Oncor's filing. Mr. Nalepa will review the filing and identify adjustments that should be made to Oncor's request. Cities have jurisdiction over this matter.
The Public Utility Commission's rules allow cities 60 days to act on this application. That deadline is June 7, 2019.

BACKGROUND
The City of Sachse Capital Improvement Plan identifies maintenance projects for the public water and sewer system on an annual basis. This item is to approve a professional services agreement by and between the City of Sachse and Cobb Fendley & Associates, Incorporated, for the land surveying, engineering analysis, and design required for the rehabilitation of the Anthony Lane sewer main from Bailey Road to Williford Road as well as the expansion of the Pleasant Valley water main from Eastview Drive to Ben Road.
OVERVIEW
This agenda item is to authorize a professional services agreement for the land surveying and engineering design required to complete two capital utility projects, including:
Both projects are included in the current Capital Improvement Plan for the City of Sachse.
The Anthony Lane Sewer Rehabilitation project is required in order to replace an existing clay tile sewer main in poor condition. The project is funded through the Utility Fund.
The Pleasant Valley Road Water System Expansion Project is required in order to ensure the long-term water system capacity and pressure needs on the southeast portion of the City, and to replace an undersized 6" water main along Pleasant Valley Road which is in poor condition. The first phase of expanding this main was completed from Merritt Road to Eastview Drive in 2014. Another phase was completed by the developer of the Estates of Pleasant Valley from Ben Road to the northeast in 2018. The proposed phase included in this agenda item is to construct the segment between these two prior projects, completing a continuous 12" water main from Merritt Road to the northeast corner of the Estates of Pleasant Valley Development. A final future phase will construct a 12" line from the Estates of Pleasant Valley to the existing water pump station on the Public Works property.

BACKGROUND
The Fired Up For Literature program is a partnership between Sachse Fire-Rescue and participating elementary school 4th grade classes. The program began in 2017 and is coordinated through the school libraries.
OVERVIEW
Throughout a two-week period, 4th graders log their reading hours and submit them to their school librarians. The student with the most hours is the winner for their school. They get a t-shirt and get to ride to school in a fire truck. The school with the highest overall participation receives the Fired Up For Literature fire helmet to display.

At its March 11 Planning and Zoning Commission meeting, the Commission voted 4-1 to recommend approval of the rezoning request. Staff recommends approval of the proposed rezoning request as it is in compliance with the Future Land Use Plan and the goals and objectives of the Comprehensive Plan, including the neighborhood scenarios anticipated for the Industrial / Ranch Road area.
BACKGROUND
In 2017, the City adopted a new P-25 compliant radio system. The radios and ancillary equipment from the old system are not compatible with the new system. The Sachse Citizen Corps (SCC), a non-profit 501 C-3 organization, operating as a sub-group of the Citizen Emergency Response Team (CERT), can utilize the old system radios and equipment in their role of supporting City events or responses to emergency situations.
OVERVIEW
The SCC has obtained an appropriate FCC License to operate a radio system in the 800 mhz range utilizing approved channels. The City intends to enter into a MOU with the SCC whereby the City loans numerous hand held radios, a mobile unit and various ancillary equipment to the SCC. Additionally, the City will provide existing unused antenna, cabling and equipment rack space to house this system. The SCC is responsible for all equipment support, maintenance and repairs. The City will retain ownership of its equipment and shall reserve the right to recall the equipment at any time for any reason. The MOU contains an indemnification clause and termination provisions upon written notice.

BACKGROUND
At the April 1 City Council Workshop, staff gave a presentation on the status of our existing Animal Control, Public Works, and Parks Maintenance facilities. Following that meeting, staff gathered additional information and is ready to provide an update.

Staff received direction from the City Council in the April 1 Workshop to gather more information on the scope and cost of potential new facilities to address needs for Animal Control, Public Works, and Parks Maintenance. Staff has compiled some cost information and a rough building program for a new Animal Shelter and a new combination Public Works/Parks Maintenance facility.
In addition, staff compiled information regarding the recent flooding at Fire Station 2. Information will be provided regarding the next steps to address the drainage problem and water damage that occurred at the station.
This agenda item will provide the City Council with an update on staff's findings and potential next steps to be taken.

BACKGROUND
The City of Sachse updates the Capital Improvement Plan on an annual basis as a part of the budget process. This agenda item is specifically to discuss capital drainage projects, including maintenance projects and expansion projects.
OVERVIEW
The City of Sachse created a Stormwater Utility Fund in late 2017 in order to fund drainage maintenance projects. This fund collects approximately $200,000/year, which is specifically set aside for drainage maintenance needs throughout the community.
Drainage expansion projects are funded through the General Fund. Both drainage maintenance and expansion projects are reviewed on an annual basis as a part of the annual budget process. Staff will present the proposed projects for the FY 2019-2020 budget for the City Council to review and discuss.

This item is a resolution to re-allocate Roadway Impact Fees from the Ingram Road and Dewitt Road traffic signal project toward the design of multiple other traffic signal needs in the city.

At the May 6 City Council meeting, staff presented an option to re-allocate funding from the Ingram Road and Dewitt Road Traffic Signal project toward the design of multiple other traffic signal projects, including the following intersections:
This would allow the City to submit all five traffic signal projects (including Ingram/Dewitt) to Collin County for consideration of project funding through the 2018 Collin County Bond Funds. Collin County is seeking shovel ready projects in their next round of CIP projects, and thus it is imperative for the City to begin engineering design on these projects to have them ready to bid and construct when funding is released.
POLICY CONSIDERATIONS
All the traffic signals are designated as Minor Arterial Roads in the City of Sachse, located at intersections with Minor Arterial and Collector Roads, as shown in the City of Sachse's Master Thoroughfare Plan. All projects are eligible for funding with Roadway Impact Fees.

Staff recommends approval of a resolution of the City Council of the City of Sachse, Texas, reallocating Roadway Impact Fee funds from the Ingram Road and Dewitt Road traffic signal project to the traffic signal design project for Woodbridge Parkway at Cody Lane, Woodbridge Parkway at Creek Crossing, Ranch Road at Dewitt Road, and Keith Lane/Canyon Crest Lane at Maxwell Creek Road in the amount not to exceed two hundred thousand dollars and zero cents ($200,000.00); and providing an effective date.
