BACKGROUND
In 2019, Dallas County began the process of pursuing Vote Centers or Countywide polling locations due to new requirements by the Secretary of State (SOS) Department. By moving to Vote Centers, Dallas County will be able to eliminate precinct-by-precinct voting on Election Day, provide a more accurate and efficient voting process, and allow instantaneous verification that a voter has not already voted at another polling place.

The City Secretary will provide an outline of the steps Dallas County has taken thus far, where they are in the process of fulfilling these requirements, an overview of the equipment that has been purchased, and how this affects the residents and the City.

BACKGROUND
The Texas Legislature, which meets every other year, recently concluded its 86th regular session. During this session, more than 7,500 bills and resolutions were introduced, 2,000 of which would have impacted cities. At the conclusion of the session, more than 1,400 bills became law, 338 of which directly affect cities. Tonight's presentation will provide a review of the session and will focus on several bills that have major impacts to the City of Sachse.

The Texas Ramp Project is a network of regional organizations throughout Texas that build wheelchair ramps for people with disabilities who are economically disadvantaged. Their vision is to ensure that no Texan shall lack safe access because of financial limitations. The organization serves a multitude of cities and counties throughout Texas, constructing ramps that not only enhance the safety of residents, but also significantly improve their quality of life.
OVERVIEW
Ms. Downey, a Sachse resident, was in need of a ramp and the Texas Ramp Project came to the rescue. With the support of representatives from Sachse Fire-Rescue, the team was able to build Ms. Downey a brand-new ramp so she can get in and out of her home with ease.

BACKGROUND
The Finance Department prepares a report each month to update the City Council regarding revenues and expenditures for the City. Included in the report are unaudited summaries for the General Fund, Utility Fund, Debt Service Fund, Sachse Economic Development Corporation, and Sachse Municipal Development District, as well as an analysis of sales tax revenues received year-to-date.

The City Charter requires that the City Manager submit a monthly report covering revenues and expenditures.

BACKGROUND
The City has received the certified 2019 appraisal rolls from Dallas and Collin County Chief Appraisers. Combined ARB approved taxable values are $2,497,215,084. Properties that remain under protest and are not included in the certified values total an additional $65,613,993.
The 2019 appraisal roll taxable value for Collin County was certified at $1,007,655,720 ARB approved, with an additional $33,099,015 under protest; the taxable value certified by the Dallas County Central Appraisal District is $1,489,559,364, with an additional $32,514,978 under protest. The total appraisal roll increased by $131,068,543 or 5.5% compared to the 2018 taxable value of $2,366,146,541.
POLICY CONSIDERATIONS
The City is required to accept the certified appraisal rolls annually. The Dallas County Appraisal District and Collin County Appraisal District are responsible for determining the appraised values of all properties located in the City of Sachse. These values are certified annually by the Chief Appraisers of Dallas and Collin Central Appraisal Districts.
RECOMMENDATION
Accept the 2019 certified tax rolls as approved by the Dallas and Collin Appraisal Districts.
BACKGROUND
For many years, 911 service and its associated hardware/software infrastructure has been provided to the City through the North Central Texas Council of Governments (NCTCOG) 9-1-1 Program. On December 3, 2018, the North Central Texas Council of Governments 9-1-1 Program (NCTCOG 9-1-1) became the North Central Texas Emergency Communications District (NCT 9-1-1). On February 28, 2019, the City executed an interlocal agreement (ILA) with NCT 9-1-1 for 911 service through September 30, 2019, with the understanding that a new ILA would be proposed for commencement with the new fiscal year (FY 2019-2020).
OVERVIEW
The language and provisions contained within the proposed ILA are similar to the ILA executed by the City for the period extending to September 30, 2019. The new ILA will cover a two-year period commencing October 1, 2019 through September 30, 2021.

BACKGROUND
City Charter requires that the City Manager present a Proposed Budget for operations of the City for the upcoming year to the City Council not later than August 15th each year.
The Proposed Budget is the product of previously held budget discussions with the City Council and a multi-year financial forecast that was presented earlier in the year. The Proposed Budget will be submitted to the City Council, posted on the City's website, placed on file with the City Secretary, and placed at the Sachse Public Library for public inspection. A public hearing on the budget is scheduled for September 3, 2019 at 7:30 p.m. at Sachse City Hall, 3815-B Sachse Road, Sachse, Texas.

RECOMMENDATION
Accept and discuss the City Manager's Proposed Budget for Programs and Services for the 2019-2020 Fiscal Year.
BACKGROUND
The City Council should adopt a tax rate that will, at a minimum, support the operations and cover the debt obligations of the City for the 2019-2020 fiscal year. The proposed tax rate of $0.720000 per $100 of assessed property values accomplishes this. The tax rate exceeds the Effective Rate of $0.682051 as determined by the Dallas County Tax Assessor/Collector; therefore, public hearings must be scheduled and the public notified.
When a proposed tax rate exceeds the rollback or the effective tax rate, whichever is lower, a vote to place a proposal to adopt the rate on the agenda of a future meeting as an action item is required. This vote must be recorded, the proposal must specify the desired rate, two public hearings must be scheduled, and the public notified regarding the dates, times, and place for the hearings. Final adoption of the tax rate will take place at the City Council meeting on September 16, 2019; this action tonight establishes the maximum tax rate that will be considered.
POLICY CONSIDERATIONS
The City's Comprehensive Financial Policy states that the debt to operational component of the tax rate should not exceed 30%. The proposed rate of $0.720000 is comprised of a Maintenance and Operations (M&O) rate of $0.525793, which is 73% of the total rate, and an Interest and Sinking (I&S) rate of $0.194207, which is 27%. Therefore, the proposed tax rate meets this requirement.
RECOMMENDATION
Approve a motion placing a proposal to adopt a tax rate of $0.720000 per $100 of assessed property values for the 2019-2020 fiscal year as an action item on the September 16, 2019 regular City Council meeting agenda and schedule two public hearings to be held August 19, 2019, and September 3, 2019, at 7:30 p.m. at Sachse City Hall.

The City of Sachse's Capital Improvement Plan (CIP) is a road map by which the City plans and completes key short-term and long-term infrastructure and facility projects. The CIP includes maintenance and expansion projects throughout the city, including streets, public utilities, drainage, parks, facilities, and special projects.
