BACKGROUND
Mayor Pro Tem Bill Adams announced and submitted a resignation letter on Monday, October 14, 2019, at the special City Council meeting.
POLICY CONSIDERATION
Chapter 201 of the Texas Election Code Sec. 201.023. states:
RESIGNATION. If an officer submits a resignation, whether to be effective immediately or at a future date, a vacancy occurs on the date the resignation is accepted by the appropriate authority or on the eighth day after the date of its receipt by the authority, whichever is earlier.
RECOMMENDATION
Accept the resignation of Mayor Pro Tem Bill Adams, Place 4.
BACKGROUND
In 2018, the City installed a marked four-way crosswalk staffed with a crossing guard at the intersection of Canyon Crest & Woodcreek Way. Additionally, the school zone was extended along Woodcreek Way to Canyon Crest. Currently, the area surrounding Whitt Elementary becomes extremely congested during drop off and pick up times. Vehicles are parking too close to crosswalks encroaching into designated cross walks, blocking pedestrian access and sidewalks, and restricting pedestrian/vehicle visibility and turning at intersections.
OVERVIEW
In order to provide a safer route for students, staff is recommending parking restrictions on Woodcreek Way near Whitt Elementary to allow better visibility for vehicles and children to safely cross at designated crossing areas.
POLICY CONSIDERATIONS
This amends Chapter 9 of the City of Sachse "Traffic Regulations" Ordinance
RECOMMENDATION
Staff recommends approval of this Ordinance amendment.
BACKGROUND
Sachse Home Rule Charter Section 3.05 reads:
Sec. 3.05 - MAYOR AND MAYOR PRO TEM (1) The Mayor shall be the official head of the city government. He shall be the chairman and shall preside at all meetings of the City Council. The Mayor shall have the same voting rights and responsibilities as the other members of the City Council, but shall have no power to veto. He shall, when authorized by the City Council, sign all official documents, such as ordinances, resolutions, conveyances, grant agreements, official plats, contracts and bonds. He shall perform such other duties consistent with this Charter as may be imposed upon him by the city council. (2) The Mayor Pro Tem shall be a City Council member elected by the City Council at the first regular meeting after each regular election of the City Council Members and/or Mayor. The Mayor Pro Tem shall temporarily act as Mayor during the disability or absence of the Mayor, and in this capacity shall have the rights conferred upon the Mayor.
OVERVIEW
Due to the resignation of Mayor Pro Tem, Bill Adams, the City Council will need to appoint a new Mayor Pro Tem to serve until the May 2019 Election is canvassed. Mayor Pro Tems are historically appointed in June.
