BACKGROUND
The City Council approved revised rates for water and sewer at the regular City Council meeting on April 15, 2019. The rates took effect April 1, 2019, and were proposed to remain unchanged through fiscal year 2020 (September 30, 2020). This a six-month review of financial performance of the Utility Fund as a result of the rate changes.
The revised rates included increases to sewer base and volume charges, decreases to water volume charges, merging two volume tiers into one for water charges and maintaining the previous water base charges. The timing of the revised water and sewer rates was linked to the new contract charges for solid waste services and it was intentionally implemented during this time period to provide the most benefit to the average residential customers during the highest consumption months in the summer.
RECOMMENDATION
Receive and discuss a presentation on the performance of the Utility Fund for the six-month period ending September 30, 2019.
BACKGROUND
The Neighborhood Services Division (previously Code Compliance) was moved into the City Manager's Office in April 2019. Prior to that time, the Division operated under both the Development Services Department and Sachse Fire-Rescue. This item is to brief the City Council and Sachse residents on the activity occurring in the Neighborhood Services Division including the top code violations, neighborhood lifecycles, and potential projects for the City to take on in 2020.
POLICY CONSIDERATIONS
As the City of Sachse approaches build-out, there are several key policy stances regarding the Neighborhood Services Division and its activities that will need to be discussed. Potential shifts in policies will be presented to the Council at a later date, pending feedback and direction provided on November 18.

BACKGROUND
On August 26, 2019, the Collin County Commissioners Court approved the purchase of election voting tabulation systems and services manufactured and provided by ES&S (Court Order 2019-697-08-26) to Collin County. This system has been certified by the Texas Secretary of State and by the United States Election Assistance Commission. This equipment and accompanying services will be utilized in all elections in Collin County, including joint contracted elections beginning on November 5, 2019.
OVERVIEW
The Texas Election Code §123.001 requires that, before joint participating political subdivisions can use Collin County’s voting system in their elections, each political subdivision must take action to officially adopt the system for use in and for its elections. The Collin County Elections Department (“CCED”) is therefore asking that each Collin County political subdivision that will or may need to contract with CCED to provide elections services to provide an order, resolution, or other official action to adopt the above described voting equipment system for use in all of its joint and/or special elections.

In the FY 2019-2020 budget, the City Council approved funds for the purchase of a Freightliner Pipehunter Hydroexcavator for the Public Works Department through the Vehicle and Equipment Replace Fund (VERF).

This purchase was approved as a part of the FY 2019-2020 budget. All purchases over forty-nine thousand, nine hundred and ninety-nine cents ($49,999.99) must be approved by the Sachse City Council. The budgeted amounts also include any additional costs associated with equipment and outfitting the vehicles.

BACKGROUND
The Michael J. Felix Community Center will need to have furnishings in order to provide programming opportunities, as well as places for guests to sit during their time at the Community Center. At the October 7, 2019, meeting, City Council requested staff to bring back different options for the outdoor furnishings as well as indoor benches for the Community Center. Workplace Solutions has presented an alternative option that staff will be presenting tonight.

BACKGROUND
Staff researched policies and procedures for community centers in the area including policies on reservations, guests, and members. Staff presented a draft of the proposed policies and procedures at the September 12, 2019, Parks and Recreation Board meeting. After discussion, staff made the recommended revisions and presented the revised draft at the October 7, 2019, City Council workshop meeting. Staff presented the item a second time to the Parks and Recreation Board at the October 10, 2019, meeting with changes from the City Council workshop meeting. This item is to receive a final recommendation on the policies and procedures for the Michael J. Felix Community Center and the rental policies for the Community Center, Library, and Senior Center with all the revisions to the draft made to date.
POLICY CONSIDERATIONS
Staff proposes to use the facility rental policies as a guideline for not only the Community Center, but also for Senior Center and Library reservations. This will provide for consistent reservation policies city-wide.

BACKGROUND
Properties within Sachse suffered severe property damage and devastation as a result of the tornado outbreak that occurred across Dallas County on Sunday, October 20, 2019. The governing body of a taxing unit that is located partly or entirely inside an area declared to be a disaster area by the governor may authorize reappraisal of all property damaged in the disaster at its market value immediately after the disaster. Governor Greg Abbott declared Dallas County a disaster area on October 21, 2019 as a result of the damage caused by the tornado outbreak.
POLICY CONSIDERATIONS
Section 23.02 of the Tax Code provides that a taxing entity may authorize the local appraisal district to reappraise all property located within the jurisdiction affected by the disaster. Current year tax calculations will be prorated to the date of the disaster, and damaged properties will maintain the damaged value for all of 2020 unless major repairs are completed by January 1, 2020. Section 23.02 of the Tax Code states that a taxing unit that authorizes a reappraisal under this section must pay the appraisal district all the costs of making the reappraisal; however, DCAD is choosing not to charge the taxing unit(s) the cost of making the reappraisal for damage related to the October 20, 2019 tornado. Dallas County has authorized such reappraisal, and Garland ISD has indicated they will also be authorizing reappraisal of affected properties.
RECOMMENDATION
Approve a resolution authorizing Dallas County Appraisal District ("DCAD") to reappraise property located within the City that was affected by the tornado outbreak that occurred across Dallas County on October 20, 2019.
