BACKGROUND
The City recently opened the Michael J. Felix Community Center on Saturday, January 25, 2020. The City Council toured the facility while it was under construction. The purpose of this item is to provide the City Council with a follow-up tour of the facility, now that it has been officially opened to the public.

BACKGROUND
The Finance Department prepares a report each month to update the City Council regarding revenue and expenditures for the City. Included in the report are unaudited summaries for the General Fund, Utility Fund, Debt Service Fund, Sachse Economic Development Corporation, and Sachse Municipal Development District, as well as an analysis of sales tax revenue received year-to-date.

The City Charter requires that the City Manager submit a monthly report covering revenues and expenditures.

BACKGROUND
The City of Sachse will jointly contract with Dallas and Collin County to conduct the election. Both entities provide training and equipment to the City to help reduce the cost of holding an election.
On February 5, Dallas County will hold a meeting regarding the upcoming May election, and on February 6, Collin County will hold their meeting. Election information will be provided in draft form until all locations and dates are confirmed. Cost estimates are based on participating political entities and may change until all contracts are received.

BACKGROUND
The City of Sachse and Dallas County entered into a Master Interlocal Agreement on October 3, 2017, whereby Dallas County agreed to provide partial funding for such duly qualified “Type B” road and bridge maintenance projects situated within the territorial limits and jurisdiction of the City of Sachse. Merritt Road is identified on the Dallas County Thoroughfare Map as a Secondary Arterial or "Type B" Street and is eligible for maintenance funding.
OVERVIEW
Merritt Road has developed significant pavement failures and is in extremely poor condition. Staff has identified the need for a major Capital Improvement Project to reconstruct this road segment. The roadway is currently under design for an improved four-lane concrete reconstruction of the roadway section from Sachse Road to Pleasant Valley. The current condition of the roadway will not last until the project design is completed and is ready to begin construction in 2022. As a result, the City reached out to Dallas County to find funding in support of a short-term solution. City staff has been working with Dallas County since Fall 2019 to identify potential funding and partnership options to provide relief for Sachse residents traveling on Merritt Road.

It is the responsibility of the City of Sachse to maintain, upgrade, and improve public roads as necessary in the City of Sachse. Chapter 791 of the Texas Government Code, also known as the Interlocal Cooperation Act, and Chapter 271.102 of the Texas Local Government Code, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, goods, and services.
RECOMMENDATION
Approve a resolution authorizing the City Manager to execute a Project Specific Agreement (PSA) with Dallas County for “Type B" Road and Bridge Maintenance of Merritt Road.
BACKGROUND
Merritt Road has sustained considerable distress and failure due to the amount of traffic that utilizes this road on a daily basis. The full Merritt Road reconstruction and realignment project is currently under design, however, construction is not expected to start until 2022. The existing condition the roadway will not last two more years until the full reconstruction project commences. Staff recommends a funding partnership with Dallas County to do a major rehabilitation project to overlay the entire roadway from Sachse Road to Pleasant Valley Road. This will provide short-term relief to travelers along the roadway until the larger Merritt Road realignment and reconstruction project is complete.
OVERVIEW
The 2019-2020 Capital Improvement Plan included funding from a combination of Street Maintenance Tax (SMT) funds and the General Fund. Dallas County has agreed to share up to 50% of the costs to complete a short-term rehabilitation of the road until the full-blown reconstruction can occur. This item is affiliated with the aforementioned Project Specific Agreement with Dallas County.

Contract pricing from the City of Grand Prairie may be utilized by the City of Sachse for asphalt roadway improvements.
RECOMMENDATION
Authorize the City Manager to negotiate and enter into a contract in the amount not to exceed four-hundred thirty thousand dollars and zero cents ($430,000.00) with Reynolds Asphalt and Construction Co. for the Merritt Road Overlay project.
