BACKGROUND
Chapter 105 of the Texas Local Government Code stipulates that a municipal depository agreement cannot exceed five (5) years. In accordance with the Texas State statute, the City issued a request for application (RFA) on January 9, 2020, detailing requirements to serve as the City's primary depository bank for the initial two-year period of June 1, 2020, through May 31, 2022. The contract may be extended for three (3) additional one-year periods under the same terms and conditions.
Proper notice of the RFA was published in The Sachse News and the Collin County Commercial Record, as well as online on the City's website in compliance with the requirement for solicitation boundary expansion as approved by resolution on December 2, 2019, by the City Council. Eleven (11) financial institutions within the City's expanded municipal boundaries received direct email RFA notifications.
Valley View Consulting, LLC, the City's consultant, assisted the City staff with developing the RFA, performing analysis and evaluating applications for recommendation.
OVERVIEW
An elective pre-application conference was held on January 16, 2020, to answer questions and to clarify depository features and requirements. Two banks were in attendance.

Economic unrest and market fluctuations following the initial applications prompted follow-up correspondence and adaptation of interest rates before the completion of analysis.

Approve a resolution awarding The American National Bank of Texas as the City's primary depository bank for the City of Sachse and authorizing the City Manager to execute agreements necessary for said bank services.

Staff will present a summary of Library activities for 2019 and 2020, including statistics, new and ongoing programs and services, and changes to Library services as a result of the COVID-19 pandemic.

BACKGROUND
The FY2020 Budget included $75,000 in IT transfers to the VERF to begin a long-term funding solution for replacement of technology hardware. First-year expenditures from the VERF were estimated at $35,000, allowing the remaining $40,000 to carry forward for future replacements. The IT Department has completed an inventory and assessment of the PC fleet and is recommending replacement of 106 units that can be accomplished within the budgeted funding for FY2020. All PC’s and laptops being replaced are either over five years old, with some approaching ten years. COVID-19 has further highlighted the declined state of our end-user technology. IT is continually managing increased hardware failures therefore increasing help desk volume. Departments such as Engineering, Public Works, and Code Enforcement cannot work remotely due to aged machines that are not mobile. Users that do have mobile machines are finding that their age is precluding their use remotely due to slow VPN performance.
The purchase cost of these 106 units with all associated peripheral equipment is approximately $140,000 from the selected vendor, GTS Technology Solutions. Staff proposes to utilize lease/purchase financing through Dell Financial Services over a four-year term at an annual cost of $37,956.37. Four-year payments total $151,825.48.
OVERVIEW
IT has selected GTS, a Dell partner, to begin replacing the City's current obsolete PC fleet and implement a lifecycle program where PCs are replaced on a four (4) year schedule. The solution will be purchased directly from GTS and financed using a four (4) year lease agreement with Dell Financial Services. The proposed lease agreement with Dell Financial Services utilizes state contract pricing through the State of Texas Department of Information Resources (Texas DIR). The total cost of one hundred and fifty-one thousand, eight hundred and twenty-five dollars and forty-eight cents ($151,825.48) over the four-year lease term includes the cost of the equipment plus service costs such as four (4) years of Next Business Day (NBD) support directly from the manufacturer as well as services provided by GTS that include imaging, deployment, and recycling of old assets, totaling one hundred and thirty-nine thousand, nine hundred and twenty-six dollars and fifteen cents ($139,926.15) with the remaining balance being the interest owed on the lease.
