BACKGROUND

This is the seventh year that the City of Sachse is offering a $1,000 scholarship to a student who is currently enrolled at the 12th grade level and lives in Sachse. The City Council reviewed scholarship applications at the May 4 meeting and selected Bailey Balderson, a senior at Sachse High School, to be the recipient of this distinguished award. The scholarship award is made possible by the City's solid waste provider, Community Waste Disposal (CWD). Under the terms of the City's waste disposal contract, CWD provides $1,000 annually to be used for a scholarship to a local youth from Sachse.

 

Bailey will join the meeting via the Zoom call.

BACKGROUND

The Finance Department releases a quarterly report on the City’s finances. The report is comprised of two sections: budget and investments. The budget section includes revenues and expenditures for the General, Utility, Debt Service, Impact Fee, Special Revenue, Street Maintenance Tax, and Health Insurance funds, as well as a summary of capital project expenditures and summaries of the City's two component units:  Sachse Economic Development Corporation and Sachse Municipal Development District.  The investment section provides an overview of investment activity details for the Money Market, Investment Pool, and Certificate of Deposit accounts.

 

It is the City’s strategy to maintain a high percentage of idle funds invested in safe, secure, and liquid investment securities and pooled investment types. This strategy is in accordance with the Public Funds Investment Act (PFIA) and City policy.

 

Cash on hand available for investing on March 31, 2020 was $55,716,916 in all funds. The average interest/yield on all investments was 1.02%, and investment earnings totaled $195,214.

 

General Fund revenues are 90% of budget and expenditures are at 51%, as of March 31, 2020. Utility Fund revenues are 50% of budget and expenditures at 46%.

 

POLICY CONSIDERATIONS

The PFIA requires that the Investment Officers prepare and submit quarterly a written report of investment transactions for all funds covered by the Investment Policy.

BACKGROUND

The Dallas County Hazard Mitigation Action Plan 2020 (DCHazMAP2020) is an update to the existing and current Dallas County Hazard Mitigation Action Plan 2015 (DCHazMAP2015).

 

OVERVIEW

The plan update was prepared by Dallas County, the 20 participating jurisdictions, and H20 Partners, Inc. The purpose of the plan update is to protect people and structures, and to minimize the costs of disaster response and recovery. The goal of the plan update is to minimize or eliminate long-term risks to human life and property from known hazards by identifying and implementing cost-effective hazard mitigation actions. The planning process is an opportunity for participating jurisdictions within Dallas County, stakeholders, and the general public, to evaluate and develop successful hazard mitigation actions to reduce future risk of loss of life and damage to property resulting from a disaster in Dallas County.

BACKGROUND

Due to the ongoing concerns with the COVID-19 pandemic, the use of preventative non-contact temperature scanners is a requirement as a part of the Texas Department of State Health Services' minimum health protocols for employers. In addition, the use of these scanners are required in order to conduct municipal court proceedings at municipal facilities. This could be achieved through a non-contact scanner or by assigning an employee to manually conduct screenings of all employees, contractors, and municipal court attendees for all City facilities. Out of an abundance of caution for City employees, the City is recommending the acquisition of non-contact temperature scanners to meet this requirement. 

 

OVERVIEW

More information about the minimum required health protocols for all employers is available by visiting the Texas Department of State Health Services website.

 

POLICY CONSIDERATIONS

75% of the purchase will be reimbursed by the Federal Emergency Management Administration's Public Assistance Program. The remaining 25% of the costs will be reimbursed through the CARES Act.

BACKGROUND

The Sachse Police Department has been in discussion with the Rowlett Police Department to begin housing Sachse prisoners beginning FY 2020/2021.

 

OVERVIEW

The current model, which entails Sachse dispatchers monitoring prisoners housed within the jail remotely via camera, although acceptable, is not ideal. Other inefficiencies exist with this model that will be discussed as a part of the presentation. Staff has considered other options to address these inefficiencies. The recommended solution is to partner with a neighboring agency to house Sachse prisoners.

 

POLICY CONSIDERATIONS

An interlocal agreement between both cities is required, along with modifications to internal processes and departmental policy.

 

RECOMMENDATION

Discuss and provide feedback regarding the plan to move Sachse prisoners to the City of Rowlett beginning FY 2020/2021.

BACKGROUND

Collin County has received federal funding under the Coronavirus Aid, Relief, and Economic Security Act (hereinafter “CARES ACT”) to address and respond to the effects of the COVID-19 emergency. Assisting municipalities within the County in recovering their costs directly incurred in responding to the COVID-19 emergency is a legitimate and lawful use of the CARES ACT funding.

 

OVERVIEW

The City may use its Municipal Funds for reimbursing itself for COVID-19 expenditures already paid and incurred, and for expenditures to assist it with its ongoing responses to COVID-19 as detailed in the CARES ACT, the Direct Costs Program and this Agreement. Municipal Funds may be used for all expenditures that municipalities are eligible to recover under the CARES ACT as described under said Act and the U.S. Department of the Treasury’s Coronavirus Relief Fund Guidance for State, Territorial, Local, and Tribal Governments as applies to municipalities. Payments for the performance of governmental functions or services shall be made from current revenues available to the paying party.

 

POLICY CONSIDERATIONS

Each municipality receiving a share of these funds shall deposit them into a special segregated account created by each municipality solely for holding and dispersing the Municipal Funds. This account must be interest-bearing and similarly insured as the municipality’s other funds.

 

Collin County designated $448,591.56 of the CARES Act funds it received to be distributed to the City of Sachse. Funds were allocated to each municipality within Collin County (with the exception of the City of Dallas, which received its own allotment of CARES Act funding) by population size. 

 

RECOMMENDATION

The current fiscal year is approximately 2/3 complete. Tonight's consent agenda included the customary quarterly budget report that covered the first half of the year ending March 31, 2020. However, due to the timing of the COVID-19 related closures and the potential effect on the City's revenues and expenses, the Finance Director will present information that includes the most recent month's revenues and expenditures, as well as more specific information related to utility charges, collections, and personnel expenditures.

The City of Sachse Fiscal Management Contingency Plan addresses the steps to be taken in response fo economic and financial conditions that impact the current adopted budget.
