Traditionally, the City Council has canceled the second meeting in either November or December when the holiday falls on the same week of a meeting.
OVERVIEW
This year, the timing of the second meeting and the Christmas holiday are similar. As a result, staff recommends canceling the second meeting in December to avoid hosting a meeting the same week as Christmas.

BACKGROUND
The Finance Department prepares a report each month to update the City Council regarding revenues and expenditures for the City. Included in the report are unaudited summaries for the General Fund, Utility Fund, Debt Service Fund, Sachse Economic Development Corporation, and Sachse Municipal Development District.

The City Charter requires that the City Manager submit a monthly report covering revenues and expenditures.

BACKGROUND
On March 13, 2020, the Governor of Texas certified that the novel coronavirus (COVID-19) posed an imminent threat of disaster and declared a state of disaster for all counties in Texas. On March 18, 2020, the Governor issued a proclamation authorizing all political subdivisions holding a general or special election(s) on May 2, 2020, to postpone their elections to the November 3, 2020, uniform election date. On April 6, 2020, the City Council postponed the election to November 3, 2020. Finally, on August 3, 2020, the City Council revised the order of election as required by the Secretary of State to revise their original order of election to reflect any changes regarding dates and locations.
OVERVIEW
In order to declare the results official, the City Council must canvass the results. The proposed ordinance will declare the results for City Councilmember Place 3 and Place 4 with their terms expiring May 2023.
POLICY CONSIDERATIONS
The City Charter specifies the returns of every election shall be made in accordance with the Texas Election Code, and that the City Council shall canvass the votes and declare the results of such election.
RECOMMENDATION
Approve an ordinance canvassing the returns and declaring the results of the General Election held on Tuesday, November 3, 2020, for the purpose of electing Councilmember Place 3 and Councilmember Place 4
BACKGROUND
Residents in the Hudson Crossing subdivision have complained that residents of the Domain at The One Forty apartment complex are parked in a manner that blocks and restricts turning onto Concord Drive. In order to provide a safer and clear entrance into the subdivision, staff recommended amending the parking restrictions on Concord Drive to allow better visibility and to allow vehicles to maneuver safely.
On October 5, 2020, Council approved an ordinance to restrict parking on Concord Drive within 40 ft. of the intersection with Bunker Hill Road. Council requested that staff seek neighborhood input and provide an update on any changes requested by the residents.
OVERVIEW
Upon approval by the City Council on October 5, 2020, staff installed signs indicating the new parking restrictions on Concord Drive. Police Officers patrolling the area have begun instructing and communicating with residents about the restrictions on Concord Drive. Parking near the intersection has been eliminated to allow the safe operation of vehicles turning at Concord Drive and Bunker Hill Road.
Staff sent letters to seven residents to seek additional input and feedback. There were four options presented for discussion and comment:
1. Keep the existing restrictions of 40 feet from the intersection of Bunker Hill Road and Concord Drive.
2. Extend parking restrictions to 100 feet from the intersection of Bunker Hill Road and Concord Drive. (Extend restrictions to the first driveway on Concord Drive on both sides of the street)
3. Restrict parking along the entire south side of Concord Drive to Georgetown Drive.
4. Restrict parking along both sides of Concord Drive to Georgetown Drive.
POLICY CONSIDERATIONS
Any amendments would be reflected within Chapter 9 of the City of Sachse "Traffic Regulations" Ordinance.

Discuss and provide feedback regarding any revisions to the ordinance as needed.
