BACKGROUND
This is the 12th year the City of Sachse has celebrated Arbor Day. The City of Sachse has also met the requirements to receive the designation as a “Tree City USA” for the 13th year in a row. We are proud to be an active community that recognizes the importance of having healthy trees and understands the long-term benefits of tree planting.

Keep America Beautiful's Great American Cleanup is the nation's largest annual community improvement program. The City of Sachse has participated in this annual event for the past 10 years. This event is an outstanding community program where citizens of all ages can participate. In 2019, 2,500 pounds of trash was collected throughout the city as a part of the event. More than 150 individuals participated in the cleanup and beautification projects at 13 sites across the City of Sachse. Unfortunately, this event was cancelled in 2020 due to the COVID-19 pandemic.

The first regular meeting in July this year falls on Monday, July 5, which is a City observed holiday for Independence Day. The City Council has traditionally moved this meeting to the Tuesday following the holiday.
OVERVIEW
Due to the Red, White, and Blue Blast falling on Saturday, July 3 and the holiday on Monday, July 5, staff is proposing to move the regular City Council meeting to the following Monday, July 12.

BACKGROUND
The Finance Department prepares a report each month to update the City Council regarding revenues and expenditures for the City. Included in the report are unaudited summaries for the General Fund, Utility Fund, Debt Service Fund, Sachse Economic Development Corporation, and the Sachse Municipal Development District, as well as an analysis of year-to-date sales tax revenue.
POLICY CONSIDERATIONS
The City Charter requires that the City Manager submit a monthly report covering revenues and expenditures.
RECOMMENDATION
Accept the monthly revenue and expenditures report for the period ending February 28, 2021.
BACKGROUND
For more than 20 years, Dallas County and the City of Sachse have partnered through the Master Agreement Governing Major Capital Improvement Programs (MCIP). This will be the third renewal of this agreement.
OVERVIEW
This Master Agreement will be valid for ten years from the date of execution. This agreement allows the City to partner with Dallas County on maintenance projects and future MCIP 7th Call Projects.
POLICY CONSIDERATIONS
This Master Agreement is required in order to move forward on projects identified in the 7th Call for Projects and other Project Specific Agreements or Funding Agreements with the City and Dallas County.
RECOMMENDATION
Approve a resolution authorizing the City Manager to execute an Interlocal Agreement (“Master Agreement”) between the City of Sachse and Dallas County, Texas, for the purpose of transportation improvements on roads inside Dallas County that are in the Dallas County Mobility Plan.
BACKGROUND
COVID-19 restrictions created several challenges in 2020 regarding special events hosted by the City of Sachse. Staff was able to make modifications to these events in order to create some type of normalcy for Sachse residents while following state guidelines. At the January 19, 2021, meeting the City Council decided to host only the fireworks portion of the Red, White, and Blue Blast with some type of drive through food event. With restrictions being lifted recently by the Governor and City facilities being opened up more to the public, staff is here to discuss the July 3, event and receive direction from Council.
