BACKGROUND

On April 8, 2021, Oncor Electric Delivery Company LLC ("Oncor) or "Company") filed an application with the Public Utility Commission (PUC) for approval to amend its distribution cost recovery factor ("DCRF").  In the filing, the Company is seeking an increase in distribution revenues of $97,826,277.

 

OVERVIEW

The Steering Committee of Cities Served by Oncor ("OCSC") has engaged the services of consultant to review the Company's filing and identify adjustments to the application.  PUC rules allow cities 60 days from the date of application to act on this application, which does not allow the consultant enough time to complete the analysis.  OCSC is recommending that all cities retaining original jurisdiction deny the request.

 

POLICY CONSIDERATIONS

The City of Sachse has retained original jurisdiction over utility rate filings with the City.

 

RECOMMENDATION

BACKGROUND

The Finance Department prepares a report each month to update the City Council regarding revenue and expenditures for the City.  Included in the report unaudited summaries for the General Fund, Utility Fund, Debt Service Fund, Sachse Economic Development Corporation, and the Sachse Municipal Development District, as well as an analysis of year-to-date sales tax revenue.

 

POLICY CONSIDERATIONS

The City Charter requires that the City Manager submit a monthly report covering revenues and expenditures.

BACKGROUND

The City Council discussed this item at its April 19, 2021, City Council meeting, which resulted in postponing the item to allow the City Attorney to revise the ordinance based on the Council discussion.

 

OVERVIEW

The City Council may discuss and consider an amendment to the Ethics policy.

 

POLICY CONSIDERATIONS

If approved, this item would prohibit councilmembers and persons related to an employee, the mayor or any member of the City Council from serving on certain boards, commissions and corporations unless expressly permitted by law.

 

RECOMMENDATION

Discuss and consider an amendment to the City's Code of Ethics policy.

Motion to approve as follows: E(4) “No employee, the mayor, any member of the city council or their spouses shall be eligible to serve on any city board, commission or corporation and E(5) would state ‘No councilmember or their spouses shall serve as a voting member on any non-city board, commission or corporation that receives direct funding (excluding membership fees) from the city. This provision shall not apply where such voting member is only serving in the capacity for purposes of electing officers. The City Council’s sole remedy for a violation of this section (5) is to discontinue funding and/or providing city support services to such non-city board, commission or corporation.
