The Master Fee Schedule is a convenient tool for residents and customers to acquaint themselves with various charges for City services. The schedule can be updated periodically for necessary changes without amending the associated ordinance.
OVERVIEW
The Master Fee Schedule is considered annually during the Budget approval process. Water and Wastewater rates were presented and considered during the 2019 Water Rate Study discussions performed by NewGen Strategies and Solutions. Fee changes discussed tonight will be brought back for approval at the September 7, 2021 City Council meeting.

The City has received the certified 2021 appraisal rolls from Dallas and Collin Chief Appraisers. Combined ARB approved taxable values are $2,862,003,066. Properties that remain under protest and are not included in the certified values total an additional $29,172,884.
OVERVIEW
The 2021 appraisal roll taxable value for Collin County was certified at $1,122,404,166 ARB approved, with an additional $14,958,051 under protest; the taxable value certified by the Dallas County Central Appraisal District is $1,739,598,900, with an additional $14,214,833 under protest. The total appraisal roll increased by $272,325,685 or 10.52% compared to the 2020 taxable value of $2,589,677,381.
POLICY CONSIDERATIONS
The City is required to accept the appraisal rolls annually. The Dallas County Appraisal District and Collin County Appraisal District are responsible for determining the appraised values of all properties in the City of Sachse. These values are certified annually by the Chief Appraisers of Dallas and Collin Central Appraisal Districts.

BACKGROUND
On June 15, 2021, Governor Greg Abbott signed into effect House Bill 2073, which requires the governing body of a political subdivision, including a city, to develop and implement a paid quarantine leave policy for firefighters, peace officers, and emergency medical technicians who are employed by, appointed by, or elected for the political subdivision and ordered to quarantine or isolate due to a possible or known exposure to a communicable disease while on duty.
OVERVIEW
The paid quarantine leave policy must: (a) provide that a firefighter, peace officer, or emergency medical technician on paid quarantine leave receives: (i) all employment benefits and compensation, including leave accrual, pension benefits, and health benefit plan benefits for the duration of the leave; and (ii) reimbursement for reasonable costs related to the quarantine, including lodging, medical, and transportation; and (b) require that the leave be ordered by the person’s supervisor or the political subdivision’s health authority; and a political subdivision may not reduce a firefighter’s, peace officer’s, detention officer’s, or emergency medical technician’s sick leave balance, vacation leave balance, holiday leave balance, or other paid leave balance in connection with paid quarantine leave taken in accordance with a policy adopted.

On June 7, 2021, Governor Greg Abbott signed Senate Bill 1359, which requires each law enforcement agency to develop and implement a policy allowing the use of mental health leave by the peace officers employed by the agency who experience a traumatic event in the scope of that employment. (Effective September 1, 2021)
OVERVIEW
The mental health leave policy must; (1) provide clear and objective guidelines establishing the circumstances under which a peace officer is granted mental health leave and may use mental health leave; (2) entitle a peace officer to mental health leave without a deduction in salary or other compensation; (3) enumerate the number of mental health leave days available to a peace officer; and (4) detail the level of anonymity for a peace officer who takes mental health leave. The mental health leave policy adopted under this section may provide a list of mental health services available to peace officers in the area of the law enforcement agency.

BACKGROUND
The City Council should adopt a tax rate that will, at a minimum, support the operations and cover the debt obligations of the City for the 2021-2022 fiscal year. The proposed tax rate of $0.700734 per $100 of assessed property values accomplishes this. The proposed rate is lower than the No-New-Revenue rate of $0.700735 and Voter-Approval rate of $0.722368 as determined by the Dallas County Tax Assessor/Collector; therefore, no public hearing is required.
OVERVIEW
A public meeting to vote on the proposed tax rate will be held on September 7, 2021, at 7:00 p.m. Citizens may express their support for or opposition to the proposed tax rate by contacting the members of the City of Sachse at their offices or by attending the public meeting mentioned above.
POLICY CONSIDERATIONS
The City's Comprehensive Financial Policy states that the debt to operational component of the tax rate should not exceed 30%. The proposed rate of $0.700734 is comprised of a Maintenance and Operations (M&O) rate of $0.506527, which is 72% of the total rate, and an Interest and Sinking (I&S) rate of $0.194207, which is 28%. Therefore, the proposed tax rate meets this requirement.
RECOMMENDATION
Make a motion placing a proposal to adopt a tax rate of $0.700734 per $100 of assessed property values for the 2021-2022 fiscal year as an action item on the September 7, 2021, City Council meeting agenda.
BACKGROUND
On March 5, 2021, the City Council appointed a Bond Committee which were asked to evaluate on whether to pursue a general obligation bond election. The Bond Committee met over the course of four meetings to receive information from staff and its advisors, review information about potential projects, and review feedback from residents. At the July 26, 2021, City Council meeting, the Bond Committee made its recommendation to the City Council. At the August 2, 2021, City Council meeting, the City Council discussed the following potential bond projects:

The City Council will have a final opportunity to review the recommended propositions set forth and consider ordering a Bond Election to be held on Tuesday, November 2, 2021.

Title 9, Subtitle C, Chapter 1251, Subchapter A of the Local Government Code outlines requirements of a Bond Election in which allows municipalities to hold a bond election in which any issuance of debt obligation must be approved by the voters of the municipality.

Winter Storm Uri caused damage in multiple City buildings. The Sachse Public Library and City Hall building had water damage that will require the replacement of flooring in both buildings.
OVERVIEW
Vector Concepts, Inc. (#642-21) is a part of BuyBoard Cooperative purchasing, a cooperative purchasing entity that meets all purchasing legal requirements. The City will be using them for the purchase and installation of the flooring at both buildings. Staff is requesting to use $66,367.00 received from the Texas Municipal League insurance reimbursement from storm claims and the remaining balance of $50,161.00 to come out of the CARES Act funds.
