Trinity Regional Hospital Sachse will be opening its doors to see patients in the near future. Leadership of the hospital would like to introduce themselves to the City Council and become active partners for the betterment of the community.

The Collin County Homeless Coalition sponsors Hunger and Homelessness Awareness Week the week before Thanksgiving to encourage residents to take action on the issues of hunger and homelessness. The week highlights the difficulty and loneliness of those without a home and living in poverty. The public is encouraged to get involved in efforts to end homelessness and hunger in the U.S., especially in Collin County.

Each year, the North Region Texas Recreation & Park Society (TRAPS) recognizes a special event in one city with a population under 75,000 with an Excellence in Programming Award. The Pumpkin Express, a program created by the Parks and Recreation Department in 2018 and reactivated in 2020 due to the COVID-19 pandemic, was chosen to be the recipient of this award.

BACKGROUND
Texas, along with a broad coalition of states and political subdivisions, has reached final agreements with four companies to resolve legal claims for their role in the opioid crisis. One agreement is with opioid manufacturer Johnson & Johnson (J&J). The other is with three major pharmaceutical distributors: AmerisourceBergen, Cardinal Health, and McKesson.
OVERVIEW
The two agreements provide for $26 billion in payments over 18 years, with $23.9 billion available for opioid abatement. Funding will be distributed to states according to the allocation agreement reached among the attorneys general. Subdivisions can only participate in the agreement if their state participates. Texas’ combined share is almost $1.5 billion: $1.17 billion from the distributors and $268 Million from J&J. Distribution within Texas is handled through an intrastate agreement between the state and litigating subdivisions. The funding must be used to support any of a wide variety of strategies to fight the opioid crisis. Texas has agreed to participate, and is asking subdivisions to join. If Texas receives maximum funds from all parties, Sachse has the potential to receive up to Twenty-Eight Thousand, Five Hundred Sixty-Two and 55/100 Dollars ($28,562.55) through these agreements.

BACKGROUND
During the holiday season, residential package delivery increases significantly, as do package thefts. In an effort to mitigate package theft opportunity, the Sachse Police Department will accept and securely store packages shipped to the Public Safety Building on behalf of Sachse residents for future pick-up.
OVERVIEW
Beginning November 16, the Sachse Police Department will offer the Public Safety Building as a package delivery site for its residents. In an effort to combat package theft, residents who would normally have packages delivered to their home address may opt to have the packages delivered to the Sachse Police Department instead. A representative of the Sachse Police Department will accept packages and secure them until residents are able to collect their items. All items must be retrieved by December 22, 2021.

The City of Sachse has seen significant population growth and demand on public safety services throughout the last several years. Additional growth and demand are anticipated with the build out of The Station and several other forthcoming developments. Anticipating those needs, the Sachse Police Department worked with a consultant to conduct a patrol staffing needs assessment with a five-year outlook on service demands.

The traffic signal installations at DeWitt Road and Ingram Road, DeWitt Road and Ranch Road, and Woodbridge Parkway and Cody Lane were designed to address capacity and congestion issues associated with increased traffic demands, to improve intersection efficiencies, and to improve safety in the areas.
OVERVIEW
Sealed bids were received and opened by the City of Sachse for the traffic signal installations at DeWitt Road and Ingram Road, DeWitt Road and Ranch Road, and Woodbridge Parkway and Cody Lane on Thursday, November 11, 2021, at 2 p.m. The project was advertised in the Sachse News and a total of five bids were received.
The apparent low bid was submitted by Roadway Solutions, Inc. Based on the evaluation of their bid and references, Roadway Solutions, Inc. is considered capable of performing the proposed work in the contract documents. Therefore, based on the review of the bids received, staff recommends Roadway Solutions, Inc. for an award in the amount of $968,673.00 (total bid) for the traffic signal installations at DeWitt Road and Ingram Road, DeWitt Road and Ranch Road, and Woodbridge Parkway and Cody Lane, R-20-03.
POLICY CONSIDERATIONS
This project was approved in the City's Capital Improvement Plan for the FY20-21 budget, and transferred over to the FY21-22 budget. Funding will come from the General Capital Fund and from the Collin County project savings.
RECOMMENDATION
Authorize the City Manager to award the bid and execute the agreement for the construction of traffic signal installations at DeWitt Road and Ingram Road, DeWitt Road and Ranch Road, and Woodbridge Parkway and Cody Lane to Roadway Solutions, Inc. in an amount not to exceed Nine Hundred Sixty-Eight Thousand, Six Hundred Seventy-Three and No/100 Dollars ($968,673.00).
BACKGROUND
On March 5, 2021, the City Council appointed a Bond 2021 Committee to evaluate the need and size of a bond package to submit to Sachse voters during a general obligation bond election. At the July 26, 2021, City Council meeting, the Bond 2021 Committee made its recommendation to the City Council. At the August 16, 2021, City Council meeting, the City Council approved an ordinance ordering a Bond Election to be held on November 2, 2021.
Early voting was held from October 18 - 29, 2021, and Election Day was held on November 2, 2021. Sachse residents were asked to consider the following projects:
OVERVIEW
In order to declare the results official, the City Council must canvass the results. The proposed ordinance will declare the results for Proposition A: Designing the expansion and upgrades to Sachse Road, from Miles Road to the city limits; Proposition B: Designing and upgrading Bailey-Hooper Road, from SH 78 to Sachse Road, Williford Road, from SH 78 to Bailey Road, and West Creek Lane, from Sachse Road to Timbercreek Court; Proposition C: various residential neighborhood street improvement packages; and Proposition D: Designing, constructing, and improving a municipal animal shelter.
POLICY CONSIDERATIONS
Title 6, Chapter 67, Section 67.004 of the Texas Local Government Code and the City of Sachse Home Rule Charter Article V, Section 5.04, requires the governing body to canvass and declare election results. Canvassing must be completed no earlier than three days after the election no later than eleven days after the election, by November 15, 2021. As a rule, if the last day to perform an act falls on a Saturday, Sunday, or a legal state or national holiday, then the deadline becomes the next regular business day. Since the 11th day following the election falls on the weekend, the next business day is Monday, November 15. The City is meeting the statutory requirements.
