BACKGROUND
Citywide resident surveys provide cities with a variety of data about the services offered to residents. Historically, Sachse has not conducted a citywide statistically significant survey to obtain baseline data on municipal services and resident preferences. Conducting a survey of this magnitude would provide City staff and City Council with direct feedback from residents and would ensure the greatest amount of resident input on City decision-making. Obtaining data of this kind would help staff design programs and help the City Council make policy decisions based on direct resident input.
The City received a proposal from Polco, affiliated with the National Research Center and endorsed by both the National League of Cities and the International City/County Management Association. The purpose of this presentation is to provide an overview of resident surveys, explain how the recommended National Community Survey process works, and to receive feedback and questions from the City Council.
The cost to write, create, administer, analyze, and present the data is $23,550.00. The cost of the survey can be covered in the existing General Fund budget for professional services.

BACKGROUND
This is the ninth year that the City of Sachse is offering a $1,000 scholarship to a student who is currently enrolled at the 12th grade level and lives in Sachse. The City Council reviewed scholarship applications at its May 2 meeting and selected Claire Wilkerson, a senior at Sachse High School, to be the recipient of this distinguished award. The scholarship award is made possible by the City's solid waste provider, Community Waste Disposal (CWD). Under the terms of the City's waste disposal contract, CWD provides $1,000 annually to be used for a scholarship to a local youth from Sachse.
RECOMMENDATION
Recognize Claire Wilkerson, recipient of the 2022 City of Sachse Scholarship.
BACKGROUND
On April 12, 2022 at 6:18 p.m., Brock Ravenscroft was working on his car when the jack failed, pinning him underneath. His neighbor, Nathan Stokes, heard his screams for help and rushed to his aid. Mr. Stokes was able to re-engage the jack and lift the car off of Brock, potentially saving his life.

BACKGROUND
On February 7, 2022, the City Council ordered a General Election for the purpose of electing a Mayor, Councilmember Place 5, and Councilmember Place 6. The City received two candidate applications for Mayor, two applications for Place 5, and two applications for Place 6. As a result, the City contracted with Dallas County and Collin County to hold an election on Saturday, May 7, 2022.
OVERVIEW
In order to declare the results official, the City Council must canvass the results. The proposed ordinance will declare the results for Mayor, Councilmember Place 5, and Councilmember Place 6 with their terms expiring May 2025.
POLICY CONSIDERATIONS
The City Charter specifies the returns of every election shall be made in accordance with the Texas Election Code, and that the City Council shall canvass the votes and declare the results of such election.
RECOMMENDATION
Approve the ordinance canvassing the returns and declaring the results of the General Election held on Saturday, May 7, 2022, for the purpose of electing a Mayor, Councilmember Place 5, and Councilmember Place 6.
BACKGROUND
Currently, the Sachse City Manager is required to serve on the Sachse Parks and Recreation Municipal Development District (MDD) Board of Directors as prescribed by the Bylaws. The City Council must provide prior approval to amend the Bylaws in order for any amendments to be effective. Article VIII of the MDD Bylaws states that "...a proposal to alter, amend, or repeal these Bylaws shall be made by the affirmative vote of a majority of the full Board at any meeting." Any proposed change or amendment to the Bylaws, however, must be approved by the City Council to be effective.
OVERVIEW
The proposed amendment to the MDD Bylaws removes the City Manager from the Board of Directors and provides an opportunity for another resident to participate on the District's governing board.
POLICY CONSIDERATIONS
This modification allows the amendment of Article II, Section 2 of the City of Sachse Parks and Recreation Municipal Development District Bylaws, which governs the Board of Directors and their respective terms of office.
RECOMMENDATION
Approve an amendment of Article II, Section 2 of the City of Sachse Parks and Recreation Municipal Development District Bylaws to eliminate the requirement that the City Manager serve as one of the members of the Board of Directors for the Sachse Parks and Recreation Municipal Development District.
