BACKGROUND

The Finance Department releases a quarterly report on the City's finances. The report is comprised of two sections: budget and investments. The budget section includes revenues and expenditures for the General, Utility, Debt Service, Impact Fee, Special Revenue, Street Maintenance Tax, Health Insurance funds, and Municipal Development District, as well as a summary of capital project expenditures. The investment section provides an overview of investment activity details for the Money Market, Investment Pool, and Certificate of Deposit accounts.

 

It is the City’s strategy to maintain a high percentage of idle funds invested in safe, secure, and liquid investment securities and pooled investment types. This strategy is in accordance with the Public Funds Investment Act (PFIA) and City policy.

 

Cash on-hand available for investing on March 31, 2022, was $73,486,952 in all funds. The average interest/yield on all investments was 0.40%, and investment earnings totaled $51,421.

 

General Fund revenues are 87% of budget and expenditures are at 49%, as of March 31, 2022. Utility Fund revenues are 46% of budget and expenditures are at 49%.

BACKGROUND

As a local government entity of the State of Texas, the City of Sachse is an authorized participant in the Texas Local Government Investment Pool ("TexPool/TexPool Prime"). In order to facilitate the safe and prudent investment of City funds, the City's Investment Officers require authorization to transfer, deposit, and withdraw funds periodically. The action required by Texas Local Government Investment Pool ("TexPool/TexPool Prime") is to adopt a new list of authorized representatives to add Assistant Director of Finance, Ryan Bredehoeft, and remove former Finance Manager, Berna Fitzpatrick-Walker.

 

The removal of Berna Fitzpatrick-Walker from the Texas Local Government Investment Pool ("TexPool/TexPool Prime") does not need to be reflected in the resolution and will be handled internally once the resolution is approved.

BACKGROUND

Oncor Electric Delivery Company ("Oncor" or "the Company") filed an application on or about May 13, 2022, with cities retaining original jurisdiction seeking to increase system-wide transmission and distribution rates by $251 million, or approximately 4.5%, over present revenues. The Company asks the City to approve an 11.2% increase in residential rates and a 1.6% increase in street lighting rates. If approved, a residential customer using 1,300 kWh per month would see a bill increase of about $6.02 per month.

 

The resolution suspends the June 17, 2022, effective date of the Company's rate increase for the maximum period permitted by law to allow the City, working in conjunction with the Steering Committee of Cities Served by Oncor, to evaluate the filing, determine whether the filing complies with law, and if lawful, to determine what further strategy, including settlement, to pursue. The resolution is being brought forward at the request of the attorneys for the Steering Committee to give cities additional time to evaluate Oncor's request before the requested increase goes into effect. 

 

If the City fails to take some action regarding the filing before the effective date, Oncor's rate request is deemed administratively approved. The suspension will allow the Steering Committee to further evaluate this request and make a recommendation to cities in the near future.

This Interlocal Cooperation Agreement will be valid for four (4) years starting October 1, 2022, through September 30, 2026. This agreement allows the City to partner with Collin County on future roadway improvements.

Sachse Home Rule Charter Section 3.05 reads:

 

"Sec. 3.05 MAYOR AND MAYOR PRO TEM

The mayor shall have the same voting rights and responsibilities as the other members of the city council, but shall have no power to veto. He shall, when authorized by the city council, sign all official documents, such as ordinances, resolutions, conveyances, grant agreements, contracts and bonds, unless authorization has been delegated by the city council to the city manager or other official. The mayor shall perform such other duties consistent with this Charter as may be imposed upon the mayor by the city council.

The cities of Allen, Rowlett, Sachse, Wylie, Murphy, and Lucas share a seat on the RTC. The representative for this seat shall be selected by the mayors using a vote weighted by the maximum population or employment of the cities represented. The person selected shall serve a two-year term beginning in July of even-numbered years and shall be serving on one of the governing bodies they represent. In addition, the RTC has established an Ethics Policy in accordance with Section 472.034 of the Texas Transportation Code, applicable to both the primary and alternate members. 

 

OVERVIEW

The current primary representative for this seat is Chris Schulmeister, Councilmember, City of Allen. The current alternate representative is Matthew Porter, Mayor, City of Wylie. All appointments must be received by the RTC by June 30, 2022. The designation must be confirmed in writing by all entities included in the represented group.

BACKGROUND

Sachse residents voted to approve the four propositions included on November 2021 bond election ballot. The projects include:

OVERVIEW

The City of Sachse will sell approximately $18,000,000 in Series 2022 General Obligation Bonds on June 6th. Sachse residents are prioritized for purchase of the bonds. Interested residents should contact the senior managing underwriter at Raymond James, (214) 365-5576.

 

POLICY CONSIDERATIONS

Sachse residents approved four propositions related to the issuance of bonds in the November 2021 election. This is the first of three tranches that will be sold associated with the approved propositions. Subsequent tranches will return for consideration by the City Council at a later date.
