On November 16, 2022, Corey Nesbit was recognized for his efforts on the Sachse Road Project. Alberta Blair, Dallas County Director of Public Works, and Commissioner John Wylie Price presented the award to Mr. Nesbit.
Some of the highlights from the award include Mr. Nesbit's foresight to upgrade the utility systems first to maintain the integrity of the pavement, his dedication to safety, and commitment to bringing in a project on time and under budget. The City is proud and appreciative of Corey's work and dedication to his field.
Ms. Nash will present Mr. Nesbit with the award for 2022 Utility Partner of the Year.

The Finance Department prepares a report each month to update the City Council regarding revenues and expenditures for the City. Included in the report are unaudited summaries for the General Fund, Utility Fund, Debt Service Fund, Sachse Economic Development Corporation, and the Sachse Municipal Development District, as well as a report of the year-to-date sales tax revenue.

The City Charter requires the City Manager to submit a monthly report covering revenues and expenditures of the City in such form as requested by the City Council.

BACKGROUND
The Finance Department releases a quarterly report on the City's finances. The report is comprised of two sections: budget and investments. The budget section includes revenues and expenditures for the General and Utility Funds, Debt Service, Impact Fee, Special Revenue, Street Maintenance Tax, Health Insurance, and Municipal Development District, as well as a summary of capital project expenditures. The investment section provides an overview of investment activity details for the Money Market, Investment Pool, and Certificate of Deposit accounts.
It is the City's strategy to maintain a high percentage of idle funds invested in safe, secure, and liquid investment securities and pooled investment types. This strategy is in accordance with the Public Funds Investment Act (PFIA) and City policy.
Cash on-hand available for investing on September 30, 2022, was $93,900,868 across all funds. The average interest/yield on all investments was 1.65%, and investment earnings totaled $228,390.

BACKGROUND
The current condition of these selected alleys has deteriorated beyond routine maintenance and were chosen based on the severity of the damage. Age and usage, compounded with heavy trash trucks, have led to more extensive damage.
This project includes reconstruction of approximately 3,200 linear feet of reinforced concrete alley pavement along with other associated improvements. The selected alleys are: Arizona Street, William Street, and Lance Lane.
The 2022-2023 Capital Improvement Plan (CIP) included 2022 Alley Reconstruction (R-22-01). Sufficient project budget exists in R-22-01 to fully fund this General Capital Projects Fund project.
OVERVIEW
Staff advertised the project in the Sachse News and online at www.civcast.com. Bids were due on November 17, 2022, at 2:00 p.m. A total of seven (7) bids were received.
The lowest bidder was Ratliff Hardscapes in the amount of $682,100.00. The project is on a 120-calendar day contract. Construction is expected to start January 2023.

RECOMMENDATION
Authorize the City Manager to execute and award a construction contract for the 2022 Alley Reconstruction Project between the City of Sachse and Ratliff Hardscapes in an amount not to exceed Six Hundred Eighty-Two Thousand, One Hundred and No/100 Dollars ($682,100.00).
BACKGROUND
Traffic volume continues to increase in these areas, leading to significant congestion at the intersections of Cody Lane at Woodbridge Parkway and Ranch Road at Dewitt Road during peak traffic times in the morning and evening. Improving transportation is a major component of the City Council's goal to strategically invest in the City's existing and future infrastructure.
OVERVIEW
The City of Sachse Capital Improvement Plan includes a roadway improvement project for the traffic signalization of three intersections: Cody Lane at Woodbridge Parkway, Blackburn/Ingram Road at Dewitt Road, and Ranch Road at Dewitt Road. This project is almost completed, and we are waiting for the shipment of traffic controller cabinets from the manufacturer.
This item is to amend the design contract and provide a change order for the additional services related to the traffic signal improvements included in the CIP Program. During construction, additional modifications had to occur due to existing conflicts. Lee Engineering provided plan revisions, easement documents, and additional survey services during the project. Council approved a $28,000 adjustment to the Signal Improvements (R-20-03) project budget on September 19 (Ordinance 4075).

Authorize the City Manager to execute a contract change order for professional services with Lee Engineering, LLC in the amount of Twenty-Seven Thousand, Eighty-Five and No/100 Dollars ($27,085.00) for Traffic Signal Improvements.
BACKGROUND
The City of Sachse has a major Capital Improvement Project (R-12-13) for the widening and realignment of Merritt Road. This item is to consider an amendment to the professional services agreement with Halff Associates for the design of the project. This design project helps to address the need for improved transportation mobility in the city. These improvements are critical to the development of future projects along the PGBT district as well as the long-term infrastructure needs of the city.
On February 18, 2019, City Council awarded the original professional service contract to Halff Associates in the amount of $2,112,000. The contract was amended in January 2021 to include additional design related items such as additional retaining wall, landscape and illumination, and utility relocation design for an increase of $199,800.00 to $2,311,800.00.

Through the design of the project several changes were required to facilitate facility relocations, property appraisals, acquisition requests, and additional surveying elements for easement and ROW. The change order #2 in the amount of $177,000.00 will be funded through the Certificates of Obligation through the City of Sachse General Fund, along with State and Federal funding.

BACKGROUND
In January 2021, City Council approved the design of J.K. Sachse Park by Kimley-Horn and Associates, Inc. Phase 1 of construction was to include a pavilion, splash pad, restrooms, sand volleyball court, and trails. On February 7, 2022, City Council approved agreement for the construction of J.K. Sachse Park Phase 1 on Ranch Road in an amount not to exceed Two Million, Three Hundred Eighty-Eight Thousand, Six Hundred Eleven and 40/100 Dollars ($2,388,611.40). Construction began on March 21, 2022, and we anticipate the project to be completed by March 1, 2023, with a grand opening scheduled for March or early April.
OVERVIEW
This project has been approved by the Municipal Development District Board and City Council. Funding will come from the Municipal Development District and Collin County grant funding.
RECOMMENDATION

The Texas Legislature meets every two years to conduct business. The 88th Legislative Session will begin on Tuesday, January 10, 2023. In preparation for the upcoming session, the City has partnered with regional entities to ensure its legislative priorities are conveyed during the upcoming session.

The City works with entities like the North Texas Commission to align itself with the legislative initiatives for the North Texas region.
Chris Wallace, President and CEO of the North Texas Commission and Patrick Brophey, Senior Director of Legislative Planning and Stakeholder Relations, will present a legislative overview to the City Council. Lauren Rose, Assistant City Manager, will follow their presentation with a briefing on the draft version of the City's legislative priorities.

BACKGROUND
The Public Improvement District Assessment Act (the PID Act), Texas Local Government Code, Chapter 372, as amended, authorizes the City Council to create a public improvement district within the city. On January 22, 2019, the Council approved Resolution No. 3905 authorizing, establishing and creating the Sachse Public Improvement District No. 1, and, on December 2, 2019, the Council approved Resolution No. 3958 adding land to the District. On October 5, 2020, the City Council adopted Resolution No. 3995 determining total costs for certain operation and maintenance services to be undertaken for the benefit of property within the District (the “Authorized Services”), approving a preliminary service and assessment plan and calling for a public hearing to consider the proposed assessments. The City Council held the Assessment Hearing on October 26, 2020, and, upon closing of the Assessment Hearing, the City Council adopted Ordinance No. 3999 approving the "Sachse Public Improvement District No. 1 Operation and Maintenance Service and Assessment Plan.
The City Council approved a resolution accepting and approving the preliminary 2022 O&M annual service plan update for the Sachse Public Improvement District No. 1 at The Station and called for the public hearing to be held during the Regular City Council Meeting on Monday, December 5, 2022. The affected property owners were mailed notices and a notice of the public hearing was published in the Sachse News.
Mary Petty, the PID Administrator for the City of Sachse with P3 Works, will be available to answer any questions about this item.
POLICY CONSIDERATIONS
This action item is authorized under Chapter 372 of the Texas Local Government Code and is contemplated within the original Development Agreement between the City and PMB Station Land LP that was executed on October 3, 2018.
RECOMMENDATION
Conduct a public hearing and adopt an ordinance ratifying and approving an operations and maintenance service and assessment plan update for maintenance of authorized improvements for the Sachse Public Improvement District No. 1, levying special assessments against certain property in the District and approving all other matters related thereto.
BACKGROUND
The existing wall was installed in 1998 and 1999, in conjunction with the Hudson Crossing residential development. The wall is in need of major repairs and reconstruction due to the lack of maintenance and age of the wall.
The current wall is located on private property within a 3-ft. screen wall easement.
OVERVIEW
This wall, adjacent to Miles Road in the Hudson Crossing neighborhood, will be the initial project described in the Neighborhood Partnership Program (NPP). Staff will present the construction contract and proposed design details for review at a later Council meeting.
Currently, the Olympus Apartments have an example of this wall along Cody Lane.
This contract will be funded with General Fund excess fund balance. Staff will present this change with an upcoming budget amendment prior to mid-fiscal year.

BACKGROUND
Historically, the City Council has conducted a performance review of the City Manager every six months from the date of hire. Currently, the annual review of the City Manager is conducted in December and the mid-year review is conducted in June.
