A. Meeting Opening

1. Call to Order: The City Council of the City of Sachse will hold a Regular Meeting on Monday, February 20, 2023, at 6:30 p.m. to consider the following items of business:

B. Special Announcements

1. Mayor and City Council announcements regarding special events, current activities, and local achievements.

2. Recognize the volunteer organization, Friends of the Library, and present the proceeds from the 2022 Christmas Tree Ornament Program.

C. Public Comment

1. Public Comment: The public is invited at this time to address the Council. Please come to the microphone and state your name and city of residence for the record. However, if your remarks pertain to a specific agenda item that will include action/vote, please hold them until that item, at which time the Mayor will solicit your comments. The time limit is 3 minutes per speaker. The City Council is prohibited by state law from discussing any item not posted on the agenda according to the Texas Open Meetings Act but may take comments under advisement. Issues raised may be referred to City staff for research and possible future action.

D. Consent Agenda - All items listed on the consent agenda will be considered by the City Council and will be enacted on by one motion. There will be no separate discussion of these items unless a Councilmember or a member of the public so requests.

1. Approve the January 28, 2023, Strategic Planning Retreat minutes.

2. Approve the February 6, 2023, meeting minutes.

3. Authorize the City Manager to execute an agreement with Canon Solutions America, Inc. in the amount of One Hundred Sixty-Eight Thousand, Six Hundred Twenty-Four and No/100 Dollars ($168,624.00) for a 5-year lease of copier equipment.

4. Authorize the City Manager to execute the renewal agreement with SHI Government Solutions in the amount of One Hundred Thousand, Four Hundred Ninety-Six and 7/100 Dollars ($100,496.07) for all Microsoft licensing.

E. Regular Agenda Items

1. Receive Sachse Police Department's 2022 Year End Review presentation.

2. Receive an update on the establishment of a Neighborhood Partnership Program (NPP).

F. Executive Session

1. The City Council will convene into executive session pursuant to Section 551.071(2) of the Texas Government Code for the purpose of seeking legal advice regarding the PGBT zoning district.

2. The City Council will convene into executive session pursuant to Section 551.074 of the Government Code to discuss the duties of the City Attorney.
