Public Safety Telecommunicators serve as the vital link for the city's first responders to ensure their safety and substantially contribute to the protection of the public. National Public Safety Telecommunicators Week is April 9 through April 15.

BACKGROUND
The Finance Department prepares a report each month to update the City Council regarding revenues and expenditures for the City. Included in the report are unaudited summaries for the General Fund, Utility Fund, Debt Service Fund, Sachse Economic Development Corporation, and the Sachse Municipal Development District, as well as a report of the year-to-date sales tax revenue.

City Charter section 7.16(4) says the City Manager shall submit to the City Council each month a report covering revenues and expenditures of the City in such form as requested by the City Council.
RECOMMENDATION
Accept the monthly revenue and expenditure report for the period ending February 28, 2023.
BACKGROUND
In January 2021, City Council approved the design of J.K. Sachse Park by Kimley-Horn and Associates, Inc. Phase 1 of construction was to include a pavilion, splash pad, restrooms, sand volleyball court, and trails. On February 7, 2022, City Council approved an agreement for the construction of J.K. Sachse Park Phase 1 on Ranch Road. Construction began on March 21, 2022, and the project was anticipated to be completed by April 28, 2023, with a grand opening scheduled in May 2023.
OVERVIEW
This project has been approved by the Municipal Development District Board and City Council. Funding will come from the Municipal Development District and Collin County grant funding.
RECOMMENDATION
Receive an update on J.K. Sachse Park Phase 1.
BACKGROUND
The Fiscal Year 2022-2023 Budget, including the 2022-2023 Capital Improvement Program, was adopted by Council on September 6, 2022. The Sachse Charter allows Council to amend or change the budget to provide for additional expense and this routinely occurs around the mid-point of the fiscal year. Several budget and capital improvement program amendments have been identified for the current fiscal year and shall become an attachment to the original Budget upon Council approval.

These amendments shall be by ordinance and shall become an attachment to the original budget."

Approve an ordinance authorizing certain Budget and Capital Improvement Program amendments pertaining to the Fiscal Year 2022-2023 Budget and Capital Improvement Program.
BACKGROUND
The City's current mission statement was developed as a part of the City Council's Strategic Plan in 2016. It currently reads:
"Sachse is a tranquil community welcoming the future while offering
a safe and enjoyable quality of life to all those who call Sachse home."
Mission statements play an important role in setting the tone and direction for local government activities. They often serve as a guide for City employees to utilize while working on City Council priorities. The City Council reviewed the statement and participated in a visioning exercise at its most recent strategic planning retreat. Council provided initial feedback at that time and staff prepared draft statements based on the discussion. Staff will present options for the Council's final consideration.
