FOR THE MONTH OF APRIL, WE RESPONDED TO 217 COMPLAINTS, IMPOUNDED 63 ANIMALS, 32 OF THOSE WERE STRAY, 26 OWNER SURRENDERED, RESPONDED TO FIVE ANIMAL BITES. WE HAD 13 ANIMALS THAT WERE CLAIMED BY THEIR OWNERS, HAD 37 ADOPTIONS AND THREE ANIMALS THAT WERE PULLED BY RESCUE GROUPS. WE EUTHANIZED TWO DOGS, BOTH OF THOSE DUE TO AGGRESSIVE BEHAVIORS AT THE ANIMAL SHELTER. NO CATS. WE RESPONDED TO 33 WILDLIFE COMPLAINTS ISSUED FOUR PET LICENSES, TWO CITATIONS, AND WE HAD AN AVERAGE KENNEL CAPACITY OF FOUR, WHICH MEANS AT ANY GIVEN TIME DURING THE MONTH, WE HAD ABOUT FOUR EMPTY KENNELS. AND I WILL TELL YOU, THOSE WERE ALL SMALL DOG KENNELS. ALL OF OUR BIG DOG KENNELS HAVE BEEN FULL FOR THE PAST SEVERAL MONTHS. SO. ANY QUESTIONS? WHAT TYPE OF COMPLAINTS WERE YOU GETTING WITH THE WILDLIFE COMPLAINTS? MOST OF THE COMPLAINTS. WELL, I'M VERY EXCITED TO BE ABLE TO UPDATE YOU ON THE STATUS OF OUR CONSTRUCTION PROJECT FOR NEW ANIMAL SHELTER. AS I HAVE PROMISED YOU GUYS IN THE PAST, WHEN I BRIEFED COUNCIL, AS SOON AS I CAN ENSURE THAT WE HAVE A QUORUM FOR BOTH OF OUR BOARDS, WE TRY TO SET THOSE BOARDS AS CLOSE TO THAT PRESENTATION AS POSSIBLE SO THAT THE INFORMATION IS STILL FRESH. AND SO WHAT YOU'RE GOING TO SEE TONIGHT IS THE PRESENTATION THAT I MADE TO COUNCIL ON MAY 15TH. DON'T KNOW IF ANY OF YOU GUYS WATCHED IT EITHER LIVE OR STREAMED IT. AND SINCE THAT TIME, THERE HAS BEEN A LOT, A LOT, A LOT OF DESIGN ELEMENTS THAT HAVE GONE INTO THIS, RESULTING IN OUR CONSTRUCTION DOCUMENTS BEING COMPLETED WHICH WERE NECESSARY TO BEGIN THE SUBCONTRACTOR BID PROCESS. AS YOU RECALL, WE CONTRACTED WITH A CONSTRUCTION MANAGER AT RISK STEEL AND FREEMAN INC., WHO HAVE EXTENSIVE EXPERIENCE NOT ONLY IN MUNICIPAL FACILITIES, BUT CERTAINLY ANIMAL SHELTERS AS WELL. AND SO. THEY HAVE PUT ALL OF THESE DIVISIONS OF LABOR OUT TO BID. WE'VE HAD A HIGH NUMBER OF SUBCONTRACTORS SUBMIT BIDS FOR THE DIFFERING DIVISIONS THAT THEY SPECIALIZE IN, WHICH ALLOWED STEELE AND FREEMAN TO GO THROUGH A PROCESS OF SELECTING THE BEST QUALIFIED WHO PROVIDED THE MOST SCOPE RELATIVE TO THE PRICE AND MATERIALS TO BE UTILIZED, THAT TYPE OF THING. EXCUSE ME. SO OFF OF THAT, THEY GENERATED A PROPOSED GUARANTEED MAXIMUM PRICE. I WILL TELL YOU THAT THE INITIAL PRICE THAT THEY PRESENTED FOR OUR REVIEW SEVERAL WEEKS AGO WAS SIGNIFICANTLY OVER BUDGET RELATIVE TO THE AUTHORIZED BOND AMOUNT. SO WE ASKED THEM TO GO BACK AND SHARPEN THEIR PENCIL AND WE HAD SEVERAL DISCUSSIONS WITH THEM IN PERSON AND OVER THE PHONE ABOUT HOW WE COULD VALUE ENGINEER OUR PROJECT TO STILL RETAIN THE PROGRAMING WITHIN THE FACILITY. ALL THE SERVICES THAT WE COULD PROVIDE WITHIN THE FACILITY, HOW WE TAKE CARE OF THE ANIMALS AND OF COURSE HOW WE SUSTAIN THIS BUILDING GOING FORWARD, NOT ONLY IN CAPACITY OF ANIMALS THAT WE COULD HAVE THERE, BUT ALSO DURABILITY OF THE FACILITY. AND CERTAINLY WITHIN THAT VALUE ENGINEERING CONCEPT, WE DID NOT HAVE TO CUT ANYTHING OF SUBSTANCE RELATIVE TO HOW THE INTERIOR OF THE FACILITY WAS PROGRAMED OF ANY SIGNIFICANT NOTE. SO VERY HAPPY WITH THAT. AND OF COURSE WE PRESENTED THIS PROJECT IN THE GUARANTEED MAXIMUM PRICE TO COUNCIL BACK ON THE 15TH. SO AS YOU RECALL, THIS IS A VERY SIMILAR RENDERING TO WHAT YOU SAW BACK IN DECEMBER. [00:10:06] ALL OF THE INTERIOR DESIGN SPACES AS FAR AS FOOTPRINT AND THE OPERATION THEREIN REMAINS THE SAME. SAME NUMBER OF KENNELS INCLUSIVE OF THE OUTSIDE KENNELING CAPACITY. OUR ISOLATION AREA, WHICH WILL HAVE ITS OWN VENTILATION COMPONENTS. SO IT'S NOT INTERMIXING WITH AIR WITHIN THE REST OF THE FACILITY. SO WE'RE NOT CONTAMINATING OTHER ANIMALS. FERAL CAT AREA, A CAT CONDO AREA, WHICH I THINK IS A GREAT ADDITION AND IS INVITING TO THE PUBLIC AS THEY WALK INTO OUR LOBBY AREA AND OFFICE FOR OUR SUPERVISOR, A DESIGNATED MEET AND GREET AREA AS WELL AS A MULTI-PURPOSE ROOM WHICH WE CAN USE FOR A SECONDARY MEET AND GREET AREA AS THE NEED ARISES. OTHER MEETINGS, VARIOUS THINGS LIKE THAT, A LAUNDRY AREA, A SHOWER FOR OUR STAFF, WHICH IS IMPORTANT. A LOCKER AREA, A PUBLIC RESTROOM ACCESSIBLE TO THE PUBLIC HERE, AND OF COURSE A VERY OPEN AND WELCOMING LOBBY AREA. MUCH, MUCH DIFFERENT THAN WHAT YOU SEE NOW, RIGHT, RELATIVE TO OUR CURRENT FACILITY. ONE THING YOU'LL NOTE, AND WE'LL GO FORWARD AND DETAIL THIS FURTHER IN THE PRESENTATION, BUT HERE IN THE FRONT, THIS OVERHANG AND PORCH AREA HAS BEEN SIGNIFICANTLY REDUCED AS PART OF THAT COST SAVINGS MEASURE. SO I WANTED TO PROVIDE YOU WITH SOME DETAIL RELATIVE TO THE TYPE OF FIXTURES AND EQUIPMENT THAT YOU WOULD SEE IN THE FACILITY. THIS IS A DETAIL OF THE CONDO AREA. THIS IS WHAT THE EQUIPMENT WILL LOOK LIKE. GENERALLY, IT MAY NOT CONTAIN THE SAME COLOR SCHEME RELATIVE TO THE CARPET OR WHAT HAVE YOU, BUT THIS IS IN ESSENCE, HOW IT'S GOING TO LOOK. AND OF COURSE, OUR CAT KENNELING AREA, AGAIN, JUST OVER AND THIS WILL BE FORWARD FACING TO THE PUBLIC HERE AND. THIS TO ME IS JUST A LOT MORE WELCOMING THAN WHAT WE'RE ABLE TO OFFER CURRENTLY. KENNELING, THESE ARE WHAT OUR KENNELS WILL LOOK LIKE. STAINLESS STEEL WITH REINFORCED GLAZING HERE OR GLASS. THE PASS THROUGH PARTITIONS HERE BETWEEN THE INSIDE KENNEL AND THE OUTSIDE DOG RUN AREA ON THE BACK OF THE FACILITY. ISOLATION KENNELS, AGAIN, WITH ITS A UNIQUE PURPOSE THAT WE DON'T HAVE AVAILABILITY WITH NOW. A LAB AREA SO THAT WE CAN BETTER EXAMINE OUR ANIMALS IN A DESIGNATED AREA FOR THAT, AS WELL AS FOOD STORAGE, FOOD PREP, LAUNDRY FACILITY FOR ALL THE DIFFERING TOWELS AND BLANKETS AND THINGS THAT ARE UTILIZED IN THE FACILITY. A DEDICATED WALK UP WASH BASIN FOR OUR ANIMALS, WHICH DOESN'T, WHICH CERTAINLY DECREASES POTENTIAL INJURY TO THE ANIMAL OR OUR STAFF WHILE THEY'RE PERFORMING THIS PROCESS. AGAIN, OUR LAB AREA. THESE ARE THE TYPICAL THINGS THAT YOU WILL SEE A SCALE, A FOLD DOWN EXAMINATION TABLE, A SMALLER WASH AREA WITH SOME STORAGE UNDERNEATH. AND THIS IS NOT INDICATIVE OF THESE ARE THE ONLY THREE PIECES OF THINGS THAT'S GOING TO GO IN THERE. THIS RENDERING DOESN'T DESIGNATE CABINETRY OR ANYTHING LIKE THAT, BUT THERE WILL CERTAINLY BE CABINETRY THROUGHOUT THE FACILITY. YOU'LL SEE THAT IN OUR KENNELING AREA, CAT AREA AND THE ISOLATION AREA SHEET VINYL WILL GO THROUGHOUT THE OTHER WORK SPACES WITHIN THE BACK OFFICE AREA OF THE FACILITY. THIS IS CALLED LUXURY VINYL TILE, AND I DIDN'T NAME IT. IT'S NOT LUXURY IN THAT CONTEXT, AND YOU'LL SEE WHAT I MEAN HERE IN A MINUTE. IT'S ELONGATED TO RESEMBLE WOOD FLOORING, BUT IT'S CERTAINLY NOT WOOD FLOORING AND CERTAINLY NOT OVERALL EXPENSIVE. AND THEN SEALED CONCRETE WE DON'T NEED ANYTHING FANCY IN THIS AREA, IN THE STORAGE AREAS, OUR MAINTENANCE CLOSETS, THINGS LIKE THAT. AN EXAMPLE OF WHAT THE DIFFERENT TYPES OF FINISHES WILL LOOK LIKE. SO YOU GET A SENSE THAT THE PURPOSE HERE WAS TO FIND FINISHES THAT COMPLEMENT EACH OTHER AND THAT ALSO COMPLEMENT OUR OTHER CITY FACILITIES SUCH AS THIS LIMESTONE HERE THAT YOU'LL SEE ON THE BACK OF THE WALL BEHIND YOU AND ON THE FACING OF OUR FACILITIES. IT'S AN ACCENT PIECE WITHIN THE ANIMAL SHELTER TO HELP DESIGNATE IT AS A CITY RELATED FACILITY, BUT IT'S NOT COVERING THE ENTIRE FACILITY. WHAT YOU'LL SEE COVERING MOST OF THE FACILITY ON THE OUTWARD SIDE IS THESE METAL PANELS THAT RESEMBLE A WOOD GRAIN. I THINK THEY COMPLEMENT THE LIMESTONE VERY WELL. THE EPOXY FLOORING WILL LOOK LIKE THIS AGAIN, THESE DIFFERENT FINISHES DESIGNED TO COMPLEMENT ONE ANOTHER, BUT CERTAINLY THEY WILL BE DESIGNATED IN SPECIFIC AREAS. YOU'LL KNOW WHEN YOU'RE LEAVING ONE AREA TO THE OTHER. SO I INCLUDED SOME DIFFERING RENDERINGS HERE OF THE FAƇADE OF THE FACILITY. AS YOU RECALL LAST TIME I HAD ONE RENDERING. YOU COULDN'T REALLY SEE ALL DIFFERENT SIDES. I BROUGHT SEVERAL THIS TIME. OF NOTE HERE ONE OF THE THINGS WE'VE DONE TO SAVE FUNDING RELATIVE TO THIS PROJECT. THE LAST RENDERING I SHOWED YOU WAS A MUCH TALLER LOBBY AREA, OPEN SPACE IN TERMS RELATIVE TO THE REST OF THE SHELTER HEIGHT ITSELF. WE'VE LOWERED THAT DOWN TO THE HEIGHT OF THE REST OF THE SHELTER. WE PULLED BACK THE OVERHANG AREA. AGAIN AS A COST SAVINGS MEASURE, BUT I DON'T BELIEVE IT TAKES AWAY ANYTHING OF SIGNIFICANCE IN THE OVERALL CONCEPT FUNCTIONALITY OR CERTAINLY APPEAL OF THE FACILITY ITSELF. NOTICE THE LIMESTONE HERE AT THE BOTTOM IS JUST AN ACCENT. IT'S NOT MEANT TO BE COVERING THE ENTIRE FACILITY. THIS IS A VIEW FROM SACHSE ROAD. AND AS ALL OF YOU HAVE BEEN OUT THERE AND CERTAINLY THIS GRAPHIC HERE IS NOT 100% TO SCALE, BUT IT GIVES YOU AN IDEA OF THE TYPE OF SITE WORK THAT HAS TO BE DONE SO THAT WE CAN HAVE A LEVEL SLAB FOR THE FACILITY TO SIT ON. THE RUNOFF GOES DOWN TOWARDS THE CREEK AREA. YOU'LL SEE THE GLASS WAS RETAINED, ALTHOUGH LOWERED IN THAT CONCEPT BECAUSE WE WANT TO HAVE AN OPEN, INVITING SPACE AN APPEALING SPACE FROM THE ROADWAY THAT IT INVITES OUR PUBLIC TO COME TO THE SHELTER AND ADOPT OUR ANIMALS. SOME DOORWAYS HERE, MULTIPURPOSE ROOM AND THEN ANOTHER DOORWAY AREA FROM THE LOBBY. AND YOU'LL SEE AGAIN THIS METAL SIDING THROUGHOUT. BUT AGAIN, I THINK IT'S COMPLEMENTARY RATHER THAN LOOKING LIKE SOME LOW END VINYL SIDING OR SOMETHING LIKE THAT. THIS CERTAINLY WILL NOT LOOK LIKE THAT. TOWARDS THE REAR AREA OF THE SHELTER YOU'LL SEE OUR OUTDOOR KENNELS HERE WITH SOME CHAIN LINK FENCING AROUND NOT ONLY THE OUTDOOR KENNEL AREA, BUT ALSO AN EXERCISE AREA TO THE SIDE HERE. WE'VE PURPOSED AN AWNING, WHICH I THINK IS NECESSARY. CERTAINLY IN THE SUMMERTIME IN TEXAS, IT GETS VERY HOT AND WE DON'T WANT OUR ANIMALS TO OVERHEAT AND IT CERTAINLY WILL. IT'S NOT WATERPROOF IN THAT CONTEXT. IT'S THE SAME MATERIAL THAT IS THE AWNING STRUCTURE AT THE BACK PARKING LOT OF THE POLICE DEPARTMENT. IF YOU'VE BEEN BACK THERE AND SEEN THOSE, I KNOW JIM HAS. IT WILL CURTAIL A HEAVY DOWNPOUR IN THAT CONTEXT. BUT IT'S NOT WATERPROOF. YOU'LL HAVE SOME SEEPAGE THROUGH THERE, BUT YOU WON'T ENDURE A DOWNPOUR. SO WE'RE NOT BUNCHING UP ONTO SACHSE ROAD TRYING TO GET IN AND OUT. PROGRAM FOR SOME PUBLIC PARKING HANDICAP HERE WITH STAFF PARKING FOR PERSONAL VEHICLES AND OUR CITY VEHICLES BACK IN THIS AREA. THIS AREA WILL BE A DETENTION POND, WHICH IS NECESSARY. WE WEREN'T SURE ABOUT THAT WHEN WE STARTED THE PROJECT, BUT AFTER CONSULTING WITH SOME CIVIL ENGINEERS AS WELL AS OUR OWN IN-HOUSE ENGINEER, IT'S NECESSARY TO CONTAIN THAT RUNOFF. THE ADDING OF THIS FACILITY CERTAINLY ELIMINATES SOME GROUND THAT WOULD OTHERWISE ALLOW FOR GROUND RUNOFF AND SOAKING IN. SO WE HAVE TO PUT IN A DETENTION POND IN THIS AREA. AND THAT CERTAINLY ACCOUNTED FOR IN THE PROJECT. SOME FUTURE CONSIDERATIONS. THESE ARE NOT SET IN STONE. JUST IN DOING SOME RESEARCH, I READ A 20 PAGE ARTICLE BY THE ASSOCIATION OF GENERAL CONTRACTORS THAT SPECIFICALLY DENOTES THE SIGNIFICANT PRICE INCREASES BOTH IN THE MANUFACTURING MATERIALS, TRANSPORTATION, ALL KINDS OF MISCELLANEOUS PRICING THAT GOES INTO MANUFACTURING AND DELIVERY OF THESE MATERIALS HAS JUST GONE UP SIGNIFICANTLY 20, 30, 40% DEPENDING UPON THE MATERIALS. SO ALTHOUGH WE'RE CLOSE TO OUR BUDGET, WE'RE DEFINITELY UNDER AND WHAT THIS DOES IS THE CONSTRUCTION MANAGER AT RISK GUARANTEES THAT THE PRICE WILL NOT EXCEED THAT AMOUNT. SO THIS IS NOT THE MINIMUM AMOUNT. THIS IS THE MAXIMUM AMOUNT. SO WE WILL BE UNDER BUDGET CONTAINED WITHIN THIS COST, THE GUARANTEED MAXIMUM PRICE FOR CONSTRUCTION FROM OUR CONSTRUCTION MANAGER AT RISK ALMOST, WELL, YOU SEE IT THERE, $4,445,699 INCLUSIVE WITH THAT OVERALL PRICE RELATIVE TO OUR BOND AMOUNT, ARCHITECTURAL FEES, ENGINEERING FEES, FURNITURE FIXTURES, AND EQUIPMENT THAT DON'T, THEY'RE PART OF THE CONSTRUCTION. BUT THERE ARE THINGS THAT WE IDENTIFY AS A SEPARATE LINE ITEM THAT WE CHOOSE AND THE CONTRACTOR INSTALLS, IF THAT MAKES SENSE. IN ADDITION, AS WE GO THROUGH THIS PROCESS, ANY OTHER SAVINGS THAT ARE REALIZED BY STEELE AND FREEMAN, WHETHER IT BE MATERIALS PRICE, WHEN THEY ACTUALLY BUY IT AND IT GETS DELIVERED, ANY TYPE OF LABOR REDUCTIONS THAT COME INTO PLAY OR ANY TYPE OF METHODOLOGY THAT'S UTILIZED THAT MIGHT BE SLIGHTLY DIFFERENT THAN WHAT IS PLANNED FOR, BUT YET ACCEPTABLE. ANY SAVINGS THAT RESULT FROM ANY OF THAT DOESN'T GO TO THE CONTRACTOR, IT COMES BACK TO THE CITY. SO THAT'S CERTAINLY IN PLAY AS WELL. SHOULD THEY APPROVE THAT AMENDMENT WE'LL IMMEDIATELY START WITH PRE-CONSTRUCTION ACTIVITIES AND MEETINGS RELATIVE TO THAT WILL PLAN A GROUNDBREAKING CEREMONY, WHICH CERTAINLY ALL OF YOU WILL BE INVITED TO AND I HOPE YOU'LL BE ABLE TO ATTEND.
