THE ANIMAL SHELTER IS CURRENT ON.

AS OF THE LAST INSPECTION, WE ARE 100% WITH NO ISSUES AT THIS TIME.

NUMBER SIX, RECEIVE AN UPDATE ON OF THE ANIMAL SHELTER ACTIVITIES.

ALL RIGHT. YOU ARE LOOKING AT ACTIVITY FOR APRIL OF 2023.

WE RESPONDED TO 217 COMPLAINTS, IMPOUNDED 63 ANIMALS.

32 OF THOSE WERE STRAYS.

26 OWNER SURRENDERED, RESPONDED TO FIVE ANIMAL BITES.

WE HAD 13 DOGS AND CATS CLAIMED BY THEIR OWNERS, 37 ADOPTIONS, THREE RESCUES PULLED BY GROUPS.

WE EUTHANIZED TWO DOGS, BOTH FOR AGGRESSION.

BOTH WERE AGGRESSIVE ANIMALS.

ZERO CATS RESPONDED TO 33 WILDLIFE COMPLAINTS.

ISSUED FOUR LICENSES, TWO CITATIONS, AND THE AVERAGE KENNEL CAPACITY WAS FOUR, WHICH MEANS FOR THE MONTH OF APRIL, AT ANY GIVEN TIME, WE HAD FOUR EMPTY KENNELS AT THE SHELTER.

OKAY. SO WILDLIFE COMPLAINTS LOOK LIKE THEY'RE DOWN A LITTLE BIT, SO THAT'S GOOD.

YEAH, IT'S STILL SPRINGTIME, SO WE'RE STILL SEEING A LOT OF BABY WILDLIFE.

IS THAT LIKE RACCOONS AND SNAKES AND.

A LOT OF POSSUM.

I BELIEVE CHIEF'S GOING TO GO OVER THAT FOR US.

I'M GRATEFUL FOR THIS OPPORTUNITY TO PRESENT TO YOU A LOT MORE DETAIL RELATIVE TO THE DESIGN AND TIMETABLE OF OUR ANIMAL SHELTER PROJECT.

AS YOU MAY RECALL, WHAT WE'VE DONE IN THE PAST IS I WOULD PROVIDE AN UPDATE TO COUNCIL AND THEN IMMEDIATELY FOLLOW UP AS CLOSE TO AS WE COULD POSSIBLY GET TO THAT MEETING WITH AN UPDATE TO BOTH OF OUR BOARDS.

AND SO WHAT YOU'LL SEE TONIGHT IS THE PRESENTATION THAT I MADE TO.

COUNCIL ON MAY 15TH.

SO AS YOU RECALL, WE'VE GONE THROUGH A LOT OF DESIGN.

SPECIFICALLY, INCLUDING TERRI AND HER STAFF IN ALL THE MAJOR DISCUSSIONS OF THE DESIGN OF THE PROJECT ,TYPE OF EQUIPMENT THAT'S GOING TO GO INTO IT, THE KENNEL SPACING, THE TYPES OF KENNELS, ANYTHING AND EVERYTHING THEY HAVE HAD INPUT ON BECAUSE THEY'RE GOING TO BE THE ONES USING IT PRIMARILY.

AND SO IT'S IMPORTANT THAT THEIR VOICE IS HEARD AND CONSIDERED RELATIVE TO WHAT THEY DESIRE IN THIS PROJECT.

SO ALL THE CONSTRUCTION DOCUMENTS HAVE BEEN COMPLETED AND THAT WAS NECESSARY SO THAT OUR CONSTRUCTION MANAGER AT RISK, STEELE AND FREEMAN, COULD PUT NOTICE OF BID PROCESSES OUT TO SUBCONTRACTORS THAT WOULD WORK ON THE PROJECT.

SO THEY RECEIVED A NUMBER OF SUBCONTRACTOR BIDS RELATIVE TO THE VARIOUS DIVISIONS OF THE PROJECT.

I THINK IT'S 150 TOTAL BIDS ACROSS THE SPECTRUM.

AND SO THEY UTILIZED THAT SELECTION PROCESS TO GENERATE OUR PROPOSED GUARANTEED MAXIMUM PRICE, WHICH WE'LL TALK ABOUT TODAY.

AND THEN, OF COURSE, WE PRESENTED THIS UPDATE LAST MAY 15TH TO COUNCIL.

SO AS YOU RECALL FROM EARLIER ITERATIONS OF THE INTERIOR DESIGN, ALL OF THE COMPONENTS THAT YOU SAW LAST TIME HAVE REMAINED.

ALL THE KENNELS, THE LAB, THE CAT AREAS, THE STORAGE SPACES, OFFICE FOR OUR SUPERVISOR, AS WELL AS A RECEPTION WORK AREA FOR OUR ANIMAL CONTROL OFFICERS.

A MULTI-PURPOSE ROOM, A CERTAINLY A WELCOMING LOBBY THAT WE'LL TALK ABOUT HERE MORE IN A FEW MINUTES.

VARIOUS MEET AND GREET OPPORTUNITIES, A DESIGNATED SPACE AS WELL AS A MULTI-PURPOSE ROOM THAT CAN BE ALSO UTILIZED AS A SECOND MEET AND GREET AREA AS THE NEED ARISES.

ONE THING THAT WE'LL TALK ABOUT LATER IN THE PRESENTATION.

I WANTED TO GIVE EVERYONE A VIEW OF WHAT OUR PROPOSED MAJOR EQUIPMENT COMPONENTS WILL BE WITHIN THE SHELTER.

NOW, THIS IS A TYPICAL CAT CONDO TYPE SETUP.

THE COLOR SCHEME HERE MAY NOT BE EXACTLY THE SAME, BUT IT'S A GOOD IDEA OF WHAT IT'S GOING TO BE LOOKING LIKE.

THE CAT CONDO, AS WELL AS OUR CAT KENNELS WITHIN THE SHELTER ITSELF.

AND YOU CAN SEE IN THE DRAWING HERE THAT THESE ARE THE SPACES THAT THIS EQUIPMENT IS GOING TO OCCUPY.

KENNELS THEMSELVES.

WE HAVE SPEC'D THOSE OUT.

THIS IS WHAT THEY WILL LOOK LIKE.

STAINLESS STEEL WITH GLASS VERSUS WHAT WE HAVE NOW.

I THINK YOU'LL SEE THIS IS A LOT BETTER FOR NOT ONLY THE HEALTH OF OUR ANIMALS, BUT VISIBILITY AND OVERALL CLEANLINESS OF THE FACILITY.

THESE KENNEL STRUCTURES WILL BE, OF COURSE, BACK HERE AND THEN IN OUR ISOLATION AREA.

TOWARDS THE SIDE OF THE FACILITY.

ONE THING THAT WE NOTED WAS VERY IMPORTANT TO OUR STAFF WAS TO HAVE THE OPPORTUNITY FOR A WALK IN TYPE BATH AREA SO THAT THEY'RE NOT PICKING UP LARGE DOGS THAT COULD NOT ONLY CAUSE INJURY TO THE ANIMAL BUT TO OUR STAFF AS WELL.

THIS CERTAINLY WILL ENHANCE OUR CAPABILITIES DOWN THERE.

AND THIS IS TYPICAL EQUIPMENT THAT WOULD GO IN THE LAB THAT CERTAINLY DR.

[INAUDIBLE] CAN VISIT ANY TIME HE WANTS, BUT IT GIVES OUR STAFF AN OPPORTUNITY TO TO EXAMINE ANIMALS AND PROVIDE VARIOUS THINGS THAT THEY MIGHT NEED WHILE THEY'RE IN OUR

CARE. I WANTED TO GIVE YOU AN IDEA OF THE DIFFERENT TYPE OF FLOORING THAT'S PROGRAMED FOR THE FACILITY BECAUSE IT'S NOT GOING TO BE ONE TYPE OF FLOORING THROUGHOUT, AND THAT'S CERTAINLY BY DESIGN.

THE MOST ROBUST FLOORING CERTAINLY IS OUR EPOXY FLOORING THAT'S IN OUR KENNEL SPACES.

THIS WILL ENSURE THAT IT'S LONG LASTING, IT'S DURABLE.

IT WILL HOLD UP TO THE CHEMICALS THAT ARE GOING TO BE USED TO CLEAN IT, TO HELP KEEP IT STERILE OR CERTAINLY CLEAN.

STERILE, AS IN AN OPERATING ROOM MAY NOT BE THE CASE, BUT CERTAINLY A LOT CLEANER THAN UTILIZING OTHER TYPES OF FLOORING MATERIALS, SHEET VINYL IN THE BACK OFFICE WORK AREAS.

THIS LVT I STILL DON'T LIKE THIS WORD.

IT'S CALLED LUXURY VINYL TILE, BUT THAT DOESN'T NECESSARILY MEAN IT'S SUPER EXPENSIVE.

IT'S TYPICAL TO WHAT WOULD LOOK LIKE ELONGATED WOOD FLOORING, BUT IT'S NOT WOOD FLOORING.

CERAMIC TILE A VERY SMALL AMOUNT IN OUR TWO BATHROOMS, ONE FOR OUR PUBLIC AND ONE FOR OUR STAFF, AND THEN SEALED CONCRETE, JUST BARE FLOOR SEALED CONCRETE IN OUR MAINTENANCE ROOMS AND STORAGE AREAS.

AN EXAMPLE OF THE TYPES OF FINISHES.

IT WAS IMPORTANT NOT ONLY FOR OUR STAFF, BUT CERTAINLY TO COUNCIL THAT OUR FACILITY, ALTHOUGH NOT MIRRORING WHAT ALL OF OUR OTHER FACILITIES LOOK LIKE, BUT IT COMPLEMENTS AND IS RECOGNIZABLE AS A CITY FACILITY.

YOU'LL SEE ON THE OUTSIDE HERE, SIMILAR TO THE LIMESTONE THAT YOU SEE DIRECTLY BEHIND YOU.

AND ON THE FACE OF THIS BUILDING, THERE WILL BE ACCENT STONEWORK ON THE FACILITY ITSELF, BUT IT'S NOT COVERING THE ENTIRE FACILITY.

THE MAJORITY OF THE FACILITY WILL BE THESE METAL PANELS WHICH SIMULATE A WOOD DESIGN, BUT CERTAINLY COMPLEMENTS THE LIMESTONE FAÇADE.

BUT IT'S NOT CERTAINLY NOT NEAR AS EXPENSIVE, BUT IT IS LONG LASTING AND DURABLE.

EPOXY FLOORING SIMILAR TO THIS.

AND YOU CAN SEE THE OTHER TILE AND VINYL SHEET FLOORING HERE AS WELL AS THE LVT FLOORING IS CERTAINLY COMPLIMENTARY THROUGHOUT.

SO I THINK OVERALL IT WILL GIVE A VERY PROFESSIONAL APPEARANCE AND WELCOMING TO OUR COMMUNITY.

SO I WANTED TO GIVE YOU SOME RENDERINGS OF THE EXTERIOR OF THE FACILITY AND WHAT IT'S GOING TO LOOK LIKE.

THIS, AS YOU CAN SEE HERE, IS THAT METAL SIDING HERE.

IF YOU RECALL FROM PREVIOUS RENDITIONS, THIS OVERHANG IS REDUCED SIGNIFICANTLY AS A COST SAVINGS MEASURE.

AND ALSO, IF YOU RECALL FROM THE PREVIOUS DESIGN, THE LOBBY ROOF AREA ITSELF WAS MUCH HIGHER AND WE HAVE REDUCED THAT STRUCTURE TO BE ON THE SAME HEIGHT AS THE REST OF THE FACILITY.

AGAIN, AS A COST SAVINGS MEASURE.

BUT STILL HAVE THE GLASS FRONT ALONG.

SO. SO IT'S WELCOMING FROM SACHSE ROAD, WHICH IS THIS VIEW HERE.

AND OF COURSE, THIS IS ALTHOUGH NOT NECESSARILY EXACTLY TO SCALE.

YOU'LL SEE THAT AS THE GROUND SLOPES, WE HAVE TO COME BACK AND BACKFILL AND REPACK THAT AREA SO IT WILL SUSTAIN OUR FOUNDATION APPROPRIATELY. ANOTHER VIEW HERE.

YOU'LL SEE AN ADDITIONAL SET OF DOORS LEADING INTO THE LOBBY.

THIS WOULD BE THE MULTI-PURPOSE ROOM, A LITTLE PATIO HERE.

CERTAINLY THAT WAS ALSO REDUCED IN SIZE AND SCOPE AS A COST SAVINGS MEASURE, BUT CERTAINLY IS FUNCTIONAL FOR US.

VIEW FROM THE REAR WITH A CHAIN LINK FENCE SURROUNDING THE BACK KENNEL AREA, AS WELL AS A EXERCISE YARD.

AN AWNING HERE.

OBVIOUSLY, THAT'S IMPORTANT TO KEEP OUR PUPPY DOGS FROM OVERHEATING OR GETTING SOAKED IN THE RAIN OR WHAT HAVE YOU.

DRIVEWAY AREA FOR LOADING AND UNLOADING OF ANIMALS AND SUPPLIES AND THAT TYPE OF THING.

AND THIS IS FROM AN OBVIOUSLY LOOKING DOWN ON THE FACILITY.

IT GIVES YOU AN IDEA OF WHERE OUR PUBLIC PARKING IS PROGRAMED FOR NOW WITH HANDICAPPED SPOTS, STAFF PARKING IN THIS AREA HERE WITH ADEQUATE SPACE FOR ALL OF OUR STAFF'S PERSONAL VEHICLES, AS WELL AS OUR CITY OWNED VEHICLES.

AS WE'VE GONE THROUGH THE DESIGN OF THIS PROJECT, WE DETERMINED THROUGH NOT ONLY OUR OWN IN HOUSE PUBLIC WORKS DIRECTOR SLASH ENGINEER AND A

INDEPENDENT CIVIL ENGINEER THAT THERE'S WITH THE IMPRINT THAT THE FACILITY IS GOING TO MAKE ON THE GROUNDS WE NEED TO HAVE THE CAPACITY FOR A DETENTION POND TO CONTROL SOME OF THAT RUNOFF.

IN ADDITION, THIS PARTICULAR DETENTION POND IS BEING BUILT PURPOSEFULLY BEYOND THE SCOPE REQUIRED FOR THIS SPECIFIC BUILDING IN ANTICIPATION OF A FUTURE PARKS AND PUBLIC WORKS FACILITY LOCATED ADJACENT ON THE GROUNDS AS IT IS NOW.

OF COURSE, THAT HAS YET TO BE APPROVED BY COUNCIL OR WHATNOT, BUT IT'S OBVIOUSLY MORE COST EFFECTIVE TO GET THAT DONE NOW VERSUS LATER.

SOME FUTURE CONSIDERATIONS AS THIS PROGRAM OR THIS FACILITY GETS DEVELOPED AND OCCUPIED.

DOWN THE ROAD WE KNOW THAT THERE'S GOING TO BE A COUNTRY CLUB DRIVE EXTENSION.

POTENTIALLY THERE COULD BE A DRIVEWAY CONNECTION TO THAT EXTENSION SO THAT THERE'S TWO ACTUALLY TWO ENTRANCES TO THE FACILITY, POTENTIALLY SOME ADDITIONAL PARKING.

AND THIS ADDITIONAL PARKING MAY IN THE FUTURE, THIS MAY BE FLIP FLOPPED TO WHERE IT'S CLOSER PARKING MAY BE A CLOSER TO THE FACILITY VERSUS OUT HERE. THERE'S SOME ENGINEERING CONSIDERATIONS RELATIVE TO THAT THAT WE'RE IN DISCUSSIONS WITH NOW.

BUT AGAIN, THAT'S NOT GOING TO TAKE PLACE WITH THE INITIAL CONSTRUCTION OF THE FACILITY.

BUT IT MAY BE SOMETHING TO LOOK AT IN THE FUTURE.

AND ONE OF THE THINGS WE TALKED ABOUT WHEN WE INITIALLY STARTED THIS PROJECT WAS THE FEASIBILITY OF A DOG PARK.

THIS DENOTES WHERE THAT POTENTIALLY COULD BE, ALTHOUGH THE FUNDS FOR THAT DOG PARK ARE NOT ALLOCATED WITHIN THE FUNDS FOR THIS PROJECT. BUT THAT'S SOMETHING THAT CAN BE DEVELOPED AND CONSIDERED IN THE FUTURE AS COUNCIL DESIRES.

SO THE GUARANTEED MAXIMUM PRICE.

WHAT DOES THIS MEAN? THIS MEANS THAT THIS IS THE PRICE FOR CONSTRUCTION.

THAT OUR CONSTRUCTION MANAGER AT RISK GUARANTEES WILL NOT EXCEED FOR EVERYTHING THAT I JUST LAID OUT TO YOU.

IN ADDITION, THERE ARE ADDITIONAL.

IN ADDITION, THERE'S ADDITIONAL FEES.

BUT THERE ARE OTHER THINGS THAT WE NEED TO PAY FOR AS A COMPONENT OF THE DEVELOPMENT OF THIS PROJECT.

OUR ARCHITECT. CERTAINLY HE DOESN'T WANT TO DO IT FOR FREE.

AND WE HAVE A CONTRACT IN PLACE WITH HIM AS WELL AS OUTSIDE CIVIL ENGINEERING FEES, FURNITURE FIXTURE AND EQUIPMENT IS SET AS $182,000.

THAT INCLUDES ESSENTIALLY ALL OF THE DESKS, COMPUTERS, CHAIRS, DIFFERING EQUIPMENT.

THAT'S NOT PART OF THAT MAJOR EQUIPMENT COMPONENT THAT YOU SAW EARLIER THAT'S INCLUSIVE WITHIN THIS FEE.

AS WELL AS MISCELLANEOUS THINGS INCLUDING MATERIALS AND SOILS, TESTING, SURVEYS AND PRINTING OF ALL THE DOCUMENTS THAT HAS TO TAKE PLACE.

SO WE END UP WITH A TOTAL PROJECT COST SLIGHTLY UNDER THE $5 MILLION DOLLARS THAT THE BOND WAS APPROVED FOR BY OUR VOTERS AT $4,997,749. NOW, I WILL TELL YOU INITIALLY WHEN THE INITIAL BID CAME BACK OR THE INITIAL PROPOSED GUARANTEE MAXIMUM PRICE FROM STEELE AND FREEMAN CAME BACK, IT WAS SIGNIFICANTLY OVER BUDGET SIGNIFICANTLY.

AND SO WE HAVE SPENT THE LAST SEVERAL WEEKS NEGOTIATING WITH THEM, CONSULTING WITH THEM, DISCUSSING WITH THEM HOW WE CAN VALUE ENGINEER THIS PROJECT TO STILL RETAIN THE FULL SCOPE OF THE SERVICES AND THE CAPABILITIES THAT THE INITIAL PROPOSED DESIGN COULD DELIVER.

BUT WITHOUT CERTAINLY THE COST ASSOCIATED WITH THAT INITIAL PRICE.

SO THE MOST SIGNIFICANT THINGS THAT YOU CAN SEE WITH THE EYE RELATIVE TO THAT WAS THE REDUCTION OF OUR PORCH OR OVERHANG THE ROOF REALIGNMENT, THOSE TYPE OF THINGS.

SO INCLUSIVE OF THIS PRICE ARE SOME CONTINGENCY FUNDS THAT ARE AVAILABLE TO THE CONTRACTOR AND TO THE CITY IN ABOUT $154,000. THAT'S DISCRETIONARY, MEANING THAT IF IT'S NOT ABSOLUTELY NEEDED, THEY'LL CERTAINLY BE RETURNED TO THE CITY AND NOT UTILIZED.

SO WHERE DO WE GO FORWARD? SO WHAT COUNCIL HAS ELECTED TO DO AT THE LAST COUNCIL MEETING WAS APPROVE THE PROPOSED GUARANTEED MAXIMUM PRICE.
