Texas Government Code 2256.023 of the Public Funds Investment Act (PFIA) requires, not less than quarterly, the investment officer prepare and submit a written report of investment transactions for all funds covered by the Investment Policy. The City's Investment Policy is to invest public funds in a manner which will provide the highest investment return with the maximum security while meeting the daily cash flow demands of Sachse and conforming to the PFIA, and all other State and local statutes governing the investment of public funds.

BACKGROUND
The existing 30” sanitary sewer line was installed in 2015. This is the third location where the Sachse sewer lines connect to the City of Garland sewer system. During major storm events, Rowlett Creek overtops the creek bank and floods the area surrounding the 30” sewer line. The excessive erosion has caused several locations of the sewer line to be exposed and could potentially cause a failure if not addressed.

Sealed bids were received and opened by the City of Sachse for the Third Garland Connection Creek Stabilization project on Thursday, March 30, 2023, at 2:00 p.m. The project was advertised in the Sachse News and on-line on Civcast.com; a total of four (4) bids were received.
The apparent low bid was submitted by Solid Bridge Construction. Based on the evaluation of their bid and references, Solid Bridge Construction is considered capable of performing the proposed work in the contract documents. Therefore, based on our review of the bids, staff recommends Solid Bridge Construction for an award in the amount of $1,612,625 (total bid and selected alternatives) for the Third Garland Connection Creek Stabilization project, D-22-02. The bid amount exceeds the original $1,575,000 project budget by $37,625. Staff will return to Council before the end of the fiscal year with a CIP project amendment for the cost increase.

The City of Sachse is proposing a trail over the closed Maxwell Creek Landfill located off Woodbridge Parkway. The goal for this project is to create a comprehensive regional trail system in this portion of Collin County by creating a new link to connect existing trails. Currently, connectivity to an existing trail in the City of Wylie is impossible because of the barrier created by the closed and inactive Maxwell Creek Landfill.
With this project, the cities of Murphy, Sachse, and Wylie seek to resolve that issue by partnering with the North Texas Municipal Water District to create a new connection across the top of the Maxwell Creek Landfill. In doing so, trail users will have access to full connectivity of trails in the northeastern portion of the Metroplex.

The cities of Murphy, Sachse, and Wylie have agreed to the following Memorandum of Understanding (MOU) to partner together for the Maxwell Creek Trail Connection Project. The City of Wylie approved the MOU at their City Council meeting on May 30, 2023.

BACKGROUND
The City Council requested that staff evaluate options relative to the creation of a possible rental registration and/or inspection program for the City of Sachse. At its April 17 regular City Council meeting, staff presented an overview of options available to the City Council. At that time, the City Council requested that staff return with several options for consideration. Staff returned at the May 15 regular City Council meeting with three options for the Council's consideration including:
Option One: Registration program only
Option Two: Registration and inspection program
Option Three: Take no action regarding rental properties
After discussion, the Council's consensus was to move forward with the creation of a rental registration program. Staff was asked to prepare a program that would require all rental properties be registered with the City of Sachse and to include information about tenant resources for renters to use when considering a rental property in Sachse. Staff recommends the registration requirement go into effect on January 31, 2024, to provide staff the opportunity to market the program and work with property owners notifying them of the registration requirement with sufficient time. Staff also structured the program to have registrations triggered with a change in ownership and notification required with change in tenancy, reducing the burden on property owners.

Per Council's request, staff has prepared the ordinance amendment. If the ordinance amendment is approved, the requested tenant resource checklist and associated registration form will be completed and published as a part of the marketing for the announcement of the program.
