After completing a community project, Nicole Alvarez has received the Gold Award, the highest honor in the Girl Scouts.
Nicole graduated from Wylie High School in May 2023, and after attending Collin College for initial coursework, will be attending UNT or UTD to pursue a career in psychology.

BACKGROUND
Since 1985 people in the United States have celebrated Parks and Recreation month in July to promote building strong, vibrant, and resilient communities through the power of parks and recreation and to recognize the more than 160,000 full time professionals, along with hundreds of thousands of part-time and seasonal workers and volunteers, that maintain our country's local, state, and community parks. This year's theme, "Where Community Grows", celebrates the vital role parks and recreation professionals play in bringing people together, providing essential services, and fostering the growth of our communities.
During Parks and Recreation Month, residents are encouraged to learn about the numerous services and programs offered by the Parks and Recreation and Leisure Services Department. BACKGROUND
The City of Sachse is proposing a trail over the closed Maxwell Creek Landfill located off Woodbridge Parkway. The goal for this project is to create a comprehensive regional trail system in this portion of Collin County by creating a new link to connect existing trails. Currently, connectivity to an existing trail in the City of Wylie is impossible because of the barrier created by the closed and inactive Maxwell Creek Landfill.
With this project, the cities of Murphy, Sachse, and Wylie seek to resolve that issue by partnering with the North Texas Municipal Water District to create a new connection across the top of the Maxwell Creek Landfill. In doing so, trail users will have access to full connectivity of trails in the northeastern portion of the Metroplex.
OVERVIEW
This project is a partnership between the Cities of Sachse, Wylie, and Murphy and the North Texas Municipal Water District. This resolution is a required component of the grant application. The grant request is currently for an estimated cost of $295,000.
POLICY CONSIDERATIONS
Should the grant application be awarded, future agenda items regarding an Interlocal Agreement with the County and the necessary budget amendments to account for the revenues and expenses will be prepared for Council's consideration.
RECOMMENDATION
Approve a resolution authorizing the submittal of an application for a Collin County Park and Open Space Grant for the purpose of the Maxwell Creek Landfill Trail Connection.
BACKGROUND
Cellular technology is shifting from “high in the sky” macro sites to “low to the ground” 5G small cell sites. One such macro site in Sachse is the Verizon Wireless (Verizon) antenna installed on the Public Works Water Tower located at 6420 Sachse Road.
Verizon Wireless rents space on the tower through a lease agreement with the City that extends through July 2024. This lease agreement will automatically extend for three (3) additional five (5) year terms unless terminated earlier by Verizon on the annual anniversary of the lease, provided that three (3) months prior notice is given. The current lease payment is $2,300 per month and includes a 15% escalation factor per five (5) year renewal. The next renewal period begins August 2024.
OVERVIEW
As Verizon expands their 5G network, they are looking at their current portfolio of leased macro sites to determine which to keep. While Verizon is interested in keeping this site in Sachse, they believe that revisions to the lease agreement are needed in order to ensure that this location is sustainable to Verizon in the long-term. Lease revisions include:
Specifically, Verizon has proposed the following revisions to the current lease agreement:
This would result in a reduction of revenue to the City of $4,800 through July 2024 (the end of the current five (5) year renewal term under the current lease agreement) or $157,401 through July 2039 (the end of the final five (5) year renewal term under the current lease agreement). Additionally, this would extend the maximum possible lease term by nearly 24 additional years from July 2039 under the current lease agreement to July 2063, potentially generating $1,033,043 in additional revenue.
Additionally, Verizon requires that language be added to the lease agreement that allows for access to, and discretion regarding, the equipment, and any modifications to the equipment, installed at the site. This includes the removal from the lease agreement of any provision that, due to such a modification by Verizon, requires that Verizon receive approval from the City or results in an increase in rent to Verizon.
RECOMMENDATION
Authorize the City Manager to execute a lease agreement with Verizon Wireless for space for an antenna and equipment located at the Public Works Water Tower at 6420 Sachse Road.
