Since 1985 people in the United States have celebrated Parks and Recreation month in July to promote building strong, vibrant, and resilient communities through the power of parks and recreation and to recognize the more than 160,000 full time professionals, along with hundreds of thousands of part-time and seasonal workers and volunteers, that maintain our country's local, state, and community parks. This year's theme, "Where Community Grows", celebrates the vital role parks and recreation professionals play in bringing people together, providing essential services, and fostering the growth of our communities. 

 

During Parks and Recreation Month, residents are encouraged to learn about the numerous services and programs offered by the Parks and Recreation and Leisure Services Department. Check out the Parks and Recreation Facebook page daily to meet the Leisure Services team, learn about programs and events offered, and find out how you can enter to win a basket of goodies donated by local stores, restaurants, and entertainment centers.

BACKGROUND

The City of Sachse is proposing a trail over the closed Maxwell Creek Landfill located off Woodbridge Parkway. The goal for this project is to create a comprehensive regional trail system in this portion of Collin County by creating a new link to connect existing trails. Currently, connectivity to an existing trail in the City of Wylie is impossible because of the barrier created by the closed and inactive Maxwell Creek Landfill.

With this project, the cities of Murphy, Sachse, and Wylie seek to resolve that issue by partnering with the North Texas Municipal Water District to create a new connection across the top of the Maxwell Creek Landfill. In doing so, trail users will have access to full connectivity of trails in the northeastern portion of the Metroplex. 

OVERVIEW

This project is a partnership between the Cities of Sachse, Wylie, and Murphy and the North Texas Municipal Water District. This resolution is a required component of the grant application. The grant request is currently for an estimated cost of $295,000.

 

POLICY CONSIDERATIONS

Should the grant application be awarded, future agenda items regarding an Interlocal Agreement with the County and the necessary budget amendments to account for the revenues and expenses will be prepared for Council's consideration.

BACKGROUND

Cellular technology is shifting from “high in the sky” macro sites to “low to the ground” 5G small cell sites. One such macro site in Sachse is the Verizon Wireless (Verizon) antenna installed on the Public Works Water Tower located at 6420 Sachse Road.

 

Verizon Wireless rents space on the tower through a lease agreement with the City that extends through July 2024. This lease agreement will automatically extend for three (3) additional five (5) year terms unless terminated earlier by Verizon on the annual anniversary of the lease, provided that three (3) months prior notice is given. The current lease payment is $2,300 per month and includes a 15% escalation factor per five (5) year renewal. The next renewal period begins August 2024.

 

OVERVIEW

As Verizon expands their 5G network, they are looking at their current portfolio of leased macro sites to determine which to keep. While Verizon is interested in keeping this site in Sachse, they believe that revisions to the lease agreement are needed in order to ensure that this location is sustainable to Verizon in the long-term. Lease revisions include:

Specifically, Verizon has proposed the following revisions to the current lease agreement:

This would result in a reduction of revenue to the City of $4,800 through July 2024 (the end of the current five (5) year renewal term under the current lease agreement) or $157,401 through July 2039 (the end of the final five (5) year renewal term under the current lease agreement). Additionally, this would extend the maximum possible lease term by nearly 24 additional years from July 2039 under the current lease agreement to July 2063, potentially generating $1,033,043 in additional revenue.

 

Additionally, Verizon requires that language be added to the lease agreement that allows for access to, and discretion regarding, the equipment, and any modifications to the equipment, installed at the site. This includes the removal from the lease agreement of any provision that, due to such a modification by Verizon, requires that Verizon receive approval from the City or results in an increase in rent to Verizon.

BACKGROUND

The mural proposed is located on the northeast oriented facade of the building, facing towards Fourth street. Surrounding the site are residential uses zoned Old Town District - Downtown North and Neighborhood. The mural would cover the entire northeast facade, which would be visible from State Highway 78, but not directly facing the roadway. Overall, the mural would span the facade being approximately 100 feet wide and 45 feet tall.

This item is for the City Council to review and consider a variance to the standards of the City's Sign Ordinance to specifically allow for the following:

BACKGROUND

Recent development of projects around Fifth Street and Alexander Street have precipitated the reconstruction of Alexander Street, upgrades to utilities, and the installation of underground detention adjacent to their projects.

 

This project includes the reconstruction of approximately 350 linear feet of Alexander Street with a mid-block pedestrian crossing, sidewalks, and on-street parking. Water and sewer lines will be upgraded and services extended to the proposed pad sites. A major component of Alexander Street and the Phase 1 area is the installation of underground detention. By providing this regional detention, it alleviates the need for each parcel to provide their own detention and maximizes the developable area of the district. New parking lots will be constructed with this project for the future restaurants and development in the area.

 

OVERVIEW

Sealed bids were requested by the City of Sachse for the 5th Street District Improvements Phase 1 (Alexander Street) project, R-22-05, with a deadline of 3 p.m. on June 13, 2023.  The project was advertised in the Sachse News and online via Civcast. A total of five bids were received. 

 

The apparent low bid was submitted by DDM Construction Corporation Based on the evaluation of their bid and references, DDM Construction Corporation is considered capable of performing the proposed work in the contract documents. This contract amount is budgeted, via R-22-05 and W-21-07, and sufficient project funds exist to fund this contract. Therefore, based on review of the bids, staff recommends DDM Construction Corporation to be awarded the contract for the 5th Street District Improvements Phase 1 (Alexander Street) project, R-22-05, in the amount of Two Million, Seven Hundred Eighty-Nine Thousand, Nine Hundred Thirty-Three and No/100 Dollars ($2,789,933.00).  The bid received is $288,647 under the total allocated budget.

Funding was presented as part of the FY 22-23 Budget and is within the adopted budget amount allocated. The funds will be used from Certificates of Obligation through the General Fund (R-22-05) and the Utility Fund (W-21-07).
