The first regularly scheduled meeting in September falls on the Labor Day holiday. Traditionally, Council has chosen to move the first meeting in September to the following day, Tuesday. September 5, in this case.

BACKGROUND
In 2021 the Sachse EDC and City Council each adopted the goals and objectives for the Economic Development Corporation. The previously adopted goals from 2021 are attached to this agenda item as a reference. The Sachse EDC and City Council held a joint meeting on January 12, 2023, where the 2021 adopted goals and objectives of the Economic Development Corporation were discussed. The City Council charged the Sachse EDC with re-evaluating the goals and re-submitting them to the City Council to formally adopt based on the EDC's recommendations.
OVERVIEW
An outcome of this discussion was that the EDC Board needed to review the existing priority list and consider reprioritizing goals considering time had passed since initial adoption.
The EDC Board discussed the goals and objectives at its next three meetings following the joint meeting: March 16, April 20, and May 18. The Board unanimously adopted the updated goals and objectives on May 18, 2023.
There are a few key distinctions between the goals previously adopted in 2021 and those recently adopted on May 18 by the EDC Board.

BACKGROUND
The existing screening wall constructed circa 1999 with the Hudson Crossing Subdivision needs major repairs and reconstruction due to lack of maintenance and age of the wall. This project will be the initial project described in the Neighborhood Partnership Program (NPP) and includes removal and reconstruction of approximately 1,600 linear feet of screening wall along Miles Road adjacent to the Hudson Crossing Subdivision. The existing wall is within a 3-foot screen wall easement. The new wall will be precast concrete which was chosen for its ease of construction, durability, and longevity.
OVERVIEW
Sealed bids were requested by the City of Sachse for the Screening Wall Replacement project, EN-23-01, with a deadline of 2 p.m. on July 25, 2023. The project was advertised in the Sachse News and online via Civcast. A total of three bids were received.
The apparent low bid was submitted by A&C Construction, Inc. Based on evaluation of their bid and references, A&C Construction, Inc. is considered capable of performing the proposed work in the contract documents. Based on review of the bids, staff recommends A&C Construction, Inc. to be awarded the contract for the Screening Wall Replacement project, EN-23-01, in the amount of Eight Hundred Sixteen Thousand, Five Hundred and No/100 Dollars ($816,500.00)

RECOMMENDATION

BACKGROUND
The Sachse Economic Development Corporation budget contains an account code for a Local Business Grant Program. This account has remained unfunded the previous two budget years, as staff needed additional planning and policy direction.
On November 17, 2022, the EDC Board held a discussion about small business grants and local business grants. No action was taken during that meeting.
The EDC Board next discussed this item at the June 22, 2023, and July 20, 2023, Board meetings, providing additional direction to staff in terms of the details of the program. No action was taken during either of those meetings as the desire was to receive feedback from City Council prior to EDC Board approval.
OVERVIEW
Currently, all requests for incentives and grants are treated the same and follow the same process. Staff is seeking City Council feedback on a proposal for a staff administered local business grant program.
POLICY CONSIDERATION
The EDC follows statutory requirements relative to economic development projects. Currently, there is not an active grant distribution policy for local business grants. The policy consideration for City Council is regarding the establishment of a staff administered grant program.

Discuss and provide direction on reestablishing a local business grant program.
BACKGROUND
Due to the recent completion of the Sachse Road (Phase 1) construction project, a speed study was commissioned to evaluate the Sachse Road speed limit. The study was expanded to include Fifth Street, Dewitt Street, and Maxwell Creek Road/McCreary Road.
OVERVIEW
Currently, speed limits for roadways within the city are specified in the Code of Ordinances. The ordinance is being modified to revise the speed limits due to recent reconstruction of Sachse Road and based on the results of a speed study performed on Sachse Road, Fifth Street, Dewitt Road, and Maxwell Creek Road/McCreary Road within the city limits of Sachse. The results of the study will be presented for discussion.

BACKGROUND
NewGen Strategies and Solutions, provider of the City's 2019 five-year water and wastewater rate study, was asked to assess Utility Fund financial policies, practices, and financial resources and make recommendations based on City of Sachse policies, needs, and industry standards.

NewGen Strategies and Solutions will provide recommendations. Pending no objections from Council, staff will begin implementing changes in fiscal years 2024 and 2025.
