ITEM C ONE RECEIVE PRESENTATION OF ACCREDITED AGENCY BY THE TEXAS POLICE CHIEFS ASSOCIATION'S BEST PRACTICES ACCREDITATION PROGRAM.

CITY COUNCIL MEMBERS AND MEMBERS OF THE SACHSE COMMUNITY.

FOR THOSE OF YOU THAT DON'T KNOW ME AND FOR THE MEMBERS OF THE COMMUNITY TONIGHT IN THE AUDIENCE, MY NAME IS KIM SYLVESTER AND I'M THE CHIEF OF POLICE AT THE RICHLAND HILLS POLICE DEPARTMENT.

I AM ALSO A MEMBER OF THE TEXAS POLICE CHIEFS ASSOCIATION.

THIS EVENING, I AM HONORED TO BE HERE ON BEHALF OF THE TPCA ACCREDITATION PROGRAM.

THE TEXAS POLICE CHIEFS ASSOCIATION IS MADE UP OF OVER 1700 PROFESSIONAL POLICE CHIEFS THROUGHOUT THE STATE WHO ARE DEDICATED TO IMPROVING THE DELIVERY OF QUALITY POLICE SERVICES TO THEIR COMMUNITIES.

TO THAT END, I WILL BE PRESENTING THE SACHSE POLICE DEPARTMENT WITH A CERTIFICATE OF RE ACCREDITATION FOR THEIR CONTINUED COMMITMENT IN MAINTAINING THEIR COMPLIANCE WITH TEXAS LAW ENFORCEMENT'S BEST BUSINESS PRACTICES FOR LAW ENFORCEMENT THE PAST FOUR YEARS.

SEVERAL YEARS AGO, THE TEXAS POLICE CHIEFS ASSOCIATION DEVELOPED AN ACCREDITATION PROGRAM FOR TEXAS LAW ENFORCEMENT.

MANY OF YOU MAY BE FAMILIAR WITH THE ACCREDITATION PROGRAMS FOR SCHOOLS, UNIVERSITIES AND HOSPITALS.

THIS PROGRAM IS VERY SIMILAR WITH THOSE STANDARDS OF EXCELLENCE AND REQUIRE PROOFS OF COMPLIANCE WITH A SET OF PROFESSIONAL STANDARDS.

THE TEXAS POLICE CHIEFS ACCREDITATION PROGRAM IS VERY MUCH IN LINE WITH THOSE.

IT IS A VOLUNTARY PROGRAM WHERE AGENCIES MUST PROVE THEY MEET OR EXCEED 173 STANDARDS FOR COMPLIANCE.

THE STANDARDS ARE BASED ON THE TEXAS LAW.

TEXAS COURT DECISIONS IN CONTEMPORARY BEST PRACTICES AS DEFINED BY THE TEXAS POLICE CHIEFS ASSOCIATION.

THESE STANDARDS ADDRESS THE FULL RANGE OF LAW ENFORCEMENT OPERATIONS, SUCH AS USE OF FORCE, PROTECTION OF CITIZEN RIGHTS, VEHICLE PURSUITS, PROPERTY AND EVIDENCE MANAGEMENT AND PATROL AND INVESTIGATIVE OPERATIONS, JUST TO NAME A FEW.

THIS PROGRAM HAS BECOME THE NEW GOLD STANDARD FOR PROFESSIONAL LAW ENFORCEMENT IN TEXAS, AND AGENCIES ACROSS THE STATE ARE WORKING DILIGENTLY TO MEET THOSE REQUIREMENTS. APPROXIMATELY 11 YEARS AGO, THE SACHSE POLICE DEPARTMENT FIRST ATTAINED THEIR ACCREDITED STATUS WITH THE TEXAS POLICE CHIEFS ASSOCIATION, AND IT WAS NOT AN EASY TASK TO DO THEN, AND IT IS NOT AN EASY TASK TO MAINTAIN.

OVER THE PAST 11 YEARS, THE AGENCY HAD TO CONDUCT A COMPLETE AUDIT OF ALL OF ITS POLICIES, PROCEDURES AND OPERATIONS TO MEET THESE STANDARDS.

SINCE THAT TIME, THE AGENCY HAS SUBMITTED ANNUAL REPORTS THAT WERE REVIEWED TO ENSURE THEY CONTINUE TO MEET THE STANDARDS AND CONTINUE TO PROVIDE THE CITIZENS OF SACHSE WITH PROFESSIONAL AND EFFECTIVE POLICE SERVICE.

IN JUNE OF THIS YEAR, TRAINED ASSESSORS, POLICE CHIEFS AND COMMAND OFFICERS FROM OTHER PARTS OF OUR STATE SPENT TWO DAYS CONDUCTING ANOTHER ASSESSMENT OF THE SACHSE POLICE DEPARTMENT.

THE ASSESSORS INTERVIEWED STAFF, INSPECTED FACILITIES AND OPERATIONS, MET WITH PATROL OFFICERS AND ENSURE COMPLIANCE WITH ALL STANDARDS.

THEIR REPORT WAS THEN SENT TO THE ACCREDITATION COMMITTEE, COMPRISED OF NINE ACTIVE POLICE CHIEFS FROM AROUND THE STATE WHO REVIEWED THE REPORT AND VOTED TO AWARD ACCREDITED STATUS TO THE SACHSE POLICE DEPARTMENT.

DURING THIS PROCESS, THE SACHSE POLICE DEPARTMENT HAS ONCE AGAIN PROVEN THAT IT MEETS OR EXCEEDS THE BEST PRACTICES FOR PROFESSIONAL LAW ENFORCEMENT ACROSS TEXAS.

OF THE OVER 2800 LAW ENFORCEMENT AGENCIES IN TEXAS, ONLY 196 AGENCIES HAVE ACHIEVED ACCREDITED STATUS, AND FEWER THAN THAT HAVE BEEN RE-ACCREDITED.

THIS EVENING, WE OFFICIALLY RECOGNIZE THE SACHSE POLICE DEPARTMENT FOR THEIR OUTSTANDING PERFORMANCE.

YOU MAY ASK, WHAT DOES THIS MEAN TO YOUR COMMUNITY? THE ACCREDITED PROGRAM ASSURES BOTH CITY MANAGEMENT AND CITIZENS OF SACHSE THAT THEIR POLICE DEPARTMENT IS OPERATING IN A MANNER THAT REFLECTS THE BEST PRACTICES OF TEXAS LAW ENFORCEMENT.

IT MEANS YOUR POLICE DEPARTMENT IS CONTINUALLY STRIVING FOR PROFESSIONAL EXCELLENCE.

IT MEANS YOUR POLICE DEPARTMENT IS ONE OF THE VERY BEST IN THE STATE.

THE CERTIFICATE THAT WE WILL PRESENT THIS EVENING IS SYMBOLIC.

WHILE IT IS CLEARLY THE MARK OF PROFESSIONAL EXCELLENCE, THE REAL VALUE OF THE PROGRAM IS THE PROCESS THEY MUST COMPLETE TO RECEIVE THIS CERTIFICATE, AND ONCE AGAIN, THIS IS NOT THE END OF THE PROCESS.

THE DEPARTMENT WILL CONTINUE TO SUBMIT ANNUAL REPORTS TO ASSURE CONTINUED COMPLIANCE, AND IN FOUR YEARS WE WILL BE BACK FOR ANOTHER ONSITE INSPECTION TO ENSURE THIS AGENCY IS CONTINUING TO COMPLY WITH ALL THE STANDARDS.

THE SACHSE POLICE DEPARTMENT CONTINUES TO BE A LEADER IN LAW ENFORCEMENT IN TEXAS.

YOU SHOULD BE VERY PROUD OF THIS ACCOMPLISHMENT.

ONE OF THE BLESSINGS OF BEING MARRIED TO A FELLOW POLICE CHIEF IS NOT ONLY OCCASIONS LIKE THIS, BUT THE OCCASIONS THAT WE HAVE AT HOME TO JUST TALK ABOUT OUR PROFESSION, BRAG ON OUR STAFF, AND CERTAINLY THIS IS A MEMORABLE OPPORTUNITY FOR ME TO BRAG ON OUR STAFF. I CONTINUALLY SAY THAT IT'S NOT ABOUT ME.

IT'S ALL ABOUT OUR STAFF, AND I WANT TO RECOGNIZE THREE SPECIFIC INDIVIDUALS THAT, AS CHIEF SYLVESTER TALKED ABOUT, THIS IS AN ONGOING, YEAR LONG PROCESS TO REMAIN ACCREDITED AND GO THROUGH THE ACCREDITATION PROCESS ONCE EVERY FOUR YEARS, AND I HAVE THREE STAFF MEMBERS THAT CERTAINLY DEDICATE THEMSELVES TO THAT PROCESS AND HELP US CONTINUALLY STRIVE FOR EXCELLENCE, NOT ONLY IN ALL OF OUR OPERATIONS, BUT ALL OF OUR CITIZEN ENGAGEMENT AS WELL.

OUR TRAINING REGIMEN, AS YOU KNOW, WE GO FAR BEYOND THE STANDARDS SET FORTH BY OUR LICENSING BODY, THE TEXAS COMMISSION ON LAW ENFORCEMENT, AND IT IS IN NO SMALL PART TO THESE TWO GENTLEMEN TO MAKE THAT HAPPEN, AND SO RELATIVE TO THIS RECOGNITION TONIGHT, I WANT TO RECOGNIZE EACH OF YOU FURTHER WITH A CHIEF'S COIN.

THAT'S NOT GOING TO WORK. I JUST WANT TO SAY REAL BRIEFLY, THERE'S REALLY NOT A LOT OF WORDS ELSE YOU COULD SAY OTHER THAN WHAT'S BEEN SAID TONIGHT ABOUT HOW GREAT OUR POLICE DEPARTMENT IS, AND CHIEF SYLVESTER IN THE BACK SAID IT BEST IS THAT YOUR SACHSE POLICE DEPARTMENT IS A LEADER IN THEIR FIELD, AND AS I'VE SAID MANY TIMES SINCE I'VE BEEN HERE, I'VE LIVED HERE OVER 20 YEARS.

THERE HAS NOT BEEN ONE NIGHT I'VE GONE TO BED AND FELT UNSAFE IN THIS COMMUNITY AND THAT'S A TESTAMENT TO NOT JUST THE OFFICERS IN THIS ROOM, BUT ALL THE OFFICERS THAT ARE PART OF THE SACHSE POLICE DEPARTMENT, AND I WANT TO SAY A HEARTFELT THANK YOU TO WHAT YOU DO EVERY SINGLE DAY.

A LOT OF US THINK IT'S ROUTINE AND SOME OF IT IS, BUT MOST OF IT'S NOT, AND EVEN THE THINGS THAT WE THINK ARE ROUTINE ARE NOT ROUTINE, AND SO THANK YOU FOR MAKING THE CHOICE TO WORK FOR SACHSE BECAUSE WE KNOW THAT'S A CHOICE THAT YOU MAKE, AND WE'RE VERY BLESSED THAT YOU HAVE MADE THAT CHOICE, AND THE LAST THING I'LL SAY IS WHEN I SAID CHIEF SYLVESTER AND CHIEF SYLVESTER, YOU WERE FIRST.

SO VERY PROUD OF THESE GUYS, STARTING WITH US QUICKLY AND WORKING ON THEIR LICENSES SO THEY CAN DO THE GOOD WORK, LIKE WORKING ON WATER MAINS AND THINGS LIKE THAT.

KELLY DENNIS JUST EARNED HER LEVEL TWO MUNICIPAL COURT STATE CERTIFICATION, AND WE GOT OUR NOTIFICATION THAT THE SACHSE PUBLIC LIBRARY GOT THEIR ACCREDITATION FOR THE NEXT FISCAL YEAR THROUGH THE TEXAS STATE LIBRARY AND ARCHIVES COMMISSION.

SO OUR LIBRARY HAS BEEN ACCREDITED FOR OVER 33 YEARS AND FINALLY, CONGRATULATIONS TO BRIAN LEE, WHO HAS BEEN PROMOTED FROM EMT TO THE POSITION OF FIREFIGHTER PARAMEDIC.

HE HAS HIS PARAMEDIC CERTIFICATION.

SO IF YOU SEE HIM, CONGRATULATIONS TO HIM.

COUNCIL. AGAIN, THESE BUDGET AMENDMENTS ARE THE FIRST OF MANY BUDGET RELATED ITEMS, BUT THIS IS FOR THE CURRENT FISCAL YEAR 22-23.

THE AGENDA, SO I'LL JUST REMIND YOU OF WHEN THE BUDGET WAS ADOPTED AND OUR BUDGET AMENDMENT POLICY WILL LOOK THROUGH THE FOUR CHANGES REQUESTED IN THIS ITEM AND RECOMMEND ACTION FROM COUNCIL.

SO THE BUDGET WAS ADOPTED ON SEPTEMBER 6TH, 2022.

THAT ADOPTED BUDGET CONSISTED OF EXHIBIT ONE, WHICH IS THE BUDGET APPROPRIATION AND EXHIBIT TWO, WHICH IS THE CAPITAL IMPROVEMENT PLAN, ALSO KNOWN AS THE CIP.

THE BUDGET WAS AMENDED APRIL 3RD OF THIS YEAR.

AGAIN, WE MENTIONED THAT FOR TRANSPARENCY AND JUST WE'D GET ME UP HERE MORE OFTEN AND MORE AS NEEDED WOULD WOULD BRING BUDGET ITEMS

THE AMENDMENT MUST BE BY ORDINANCE AND THE AMENDMENT SHALL BE AN ATTACHMENT TO THE ORIGINAL BUDGET.

SO WHAT ARE THE AGENDA OR THE AMENDMENT ITEMS? THE FIRST OF THESE FOUR ITEMS IS ACTION REGARDING THE FUND BALANCE DRAWDOWN PLAN.

SO ONE OF THE ITEMS IN THE FUND BALANCE DRAWDOWN PLAN BROUGHT TO COUNCIL PREVIOUSLY WAS FOR HUDSON CROSSING SCREENING WALL REPLACEMENT.

THAT ACTION HAS ALREADY BEGUN AND SO DESIGN WORK HAS BEGUN.

THIS REQUEST IS FOR $60,000 IN DESIGN WORK TO BE FUNDED WITH THAT FUND BALANCE DRAWDOWN OUT OF A NEW CAPITAL PROJECT, AND FOR NEIGHBORHOOD SERVICES 2308, THAT WOULD BE A BUDGET AMENDMENT.

SO AN ADJUSTMENT TO THE FUND SHOWING IN THAT FIRST COLUMN.

IT ALSO, BECAUSE IT HAS A CAPITAL PROJECT, WOULD BE $60,000 INCREASE TO THE CIP.

THE SECOND ADJUSTMENT IS FOR VEHICLE EQUIPMENT REPLACEMENT FUND.

IN THAT FUND, WE HAD THREE FIRE APPARATUS THAT WERE INCLUDED IN THE 2020-21 OR I'M SORRY, 2021-2022 BUDGET. THOSE ITEMS WEREN'T RECEIVED IN THAT YEAR.

IN FACT, ONE OF THEM WAS RECEIVED IN THIS FISCAL YEAR, AND SO THE REQUEST IS TO MOVE ALL OF THOSE ALL OF THAT BUDGET FORWARD INTO THIS CURRENT YEAR.

WE HAVE RECEIVED THE PIERCE ENFORCER.

WE HOPE IN THE NEXT COUPLE OF WEEKS WE CAN RECEIVE THE TWO OTHER APPARATUS, BUT WE'D AT LEAST LIKE TO MOVE THE BUDGET INTO THIS YEAR.

IF THOSE OTHER TWO APPARATUS, THE AMBULANCE AND THE CASCADE, THE TYPE THREE WITH CASCADE SYSTEM, IF THOSE AREN'T RECEIVED IN THE CURRENT FISCAL YEAR, THEN LATER ON WE WILL REQUEST THAT THE BUDGET JUST FOLLOWS WHERE THE EXPENSE ENDS UP LANDING, WHICH MAY BE IN THE NEXT FISCAL YEAR.

IN THE UTILITY FUND, COREY BROUGHT TO COUNCIL FOR PROJECT D2202, AN ADJUSTMENT FOR THE THIRD GARLAND CONNECTION CREEK STABILIZATION. THIS WAS AN ITEM BROUGHT TO COUNCIL APRIL 17TH FOR A BID AWARD.

COUNCIL AWARDED THE BID THAT JUST HAPPENED TO BE 37,000 OVER THE PREVIOUS BUDGET ASSUMPTION.

SO WE'RE REQUESTING AUTHORITY ON THAT ITEM.

THAT AGAIN, IMPACTS THE FUND REQUEST AND A CIP AMENDMENT TO THE PROJECT, AND THEN THE LAST ITEM IS KIND OF A TECHNICAL ACCOUNTING MOVE, ITS REMOVAL OF PROPERTY FROM THE BALANCE SHEET.

SO THERE WAS A PREVIOUS PROPERTY TRANSFER FROM THE ECONOMIC DEVELOPMENT CORPORATION FUND TO THE GENERAL FUND THAT A BUDGET ADJUSTMENT PER ACCOUNTING.

THERE'S A REQUIREMENT TO IDENTIFY THAT GRANT EXPENDITURE IN THE AMOUNT.

THAT AMOUNT IS THE DIFFERENCE BETWEEN THE SALE OF THE LAND THE BOOK VALUE.

SO BASICALLY, IF YOU WANT TO REMOVE AN EXPENSE FROM THE BALANCE SHEET, YOU HAVE TO SHOW AN EXPENSE.

THAT EXPENSE HITS AGAINST AN APPROPRIATION.

SO WE NEED AUTHORITY TO REMOVE THAT EXPENSE FROM THE BALANCE SHEET IS IN EFFECT WHAT IT IS TO THE TOTAL OF $703,883. HERE IS THE SUMMARY OF THOSE CHANGES BY THE FOUR FUNDS TOTALING $2,424,514 AND IN THE CIP PLAN A TOTAL OF $100,000.

IT WAS CONDUCTED IN FROM SEPTEMBER TO NOVEMBER OF 2022.

SURVEYS WERE MAILED TO RESIDENTS AND JUST UNDER 400 TOTAL RESPONSES WERE RECEIVED FROM THAT SURVEY.

KEY FINDINGS WERE THAT RESIDENTS IDENTIFIED OPPORTUNITIES FOR IMPROVEMENT WITHIN THE CITY'S LIBRARY AND THE COMMUNITY CENTER.

SPECIFICALLY, THE REQUEST WAS FOR MORE PROGRAMS AND EXTENDED HOURS IN THOSE TWO AREAS.

SHIFTING GEARS NOW, THE GENERAL FUND LOOKING AT OUR BASE BUDGET.

SO HOW IS THE CITY DOING DOING WITH OUR GENERAL FUND? SHOWN HERE IS THE OPERATING BUDGET FROM THE PRIOR OR FROM THE CURRENT FISCAL YEAR TO THE PROPOSED BUDGET FOR THE NEXT FISCAL YEAR? THE BUDGET THAT BASE BUDGET HAS GROWN BY 2.16% IN MY OPINION, AND IT REFLECTS THAT THE CITY IS BUILDING OR BEING A GOOD STEWARD OF TAX REVENUES IN AN ENVIRONMENT OF HIGH INFLATION.

SO THE BUDGET CONSISTS OF THE BASE BUDGET AND ALSO THE SUPPLEMENTAL REQUESTS FOR ADDITIONAL SERVICES.

SO AS AN ADDITION TO THE BASE BUDGET, THE FOLLOWING IS A LIST OF RECOMMENDED ADDS FOR NEW AND ENHANCED PROGRAMS AND SERVICES.

I'LL HIGHLIGHT THE TOP FOUR THERE.

THIS BUDGET INCLUDES A FIREFIGHTER THREE FIREFIGHTER PARAMEDIC POSITION ADDS TWO SWORN OFFICERS PER OUR STAFFING STUDY, AND IT ADDRESSES THE NEEDS IDENTIFIED IN THE SURVEY, WHICH IS LIBRARY PROGRAM ENHANCEMENTS AND RECREATION PROGRAM ENHANCEMENTS.

LOOKING AT OUR GENERAL FUND.

SO HOW DO YOU FUND $2.6 MILLION WORTH OF REQUESTS? THIS IS OUR REVENUE PIE.

A BASE AND STABLE REVENUE IS OUR LARGEST REVENUE THERE IN PROPERTY TAXES, WHICH EQUALS 57% OF OUR GENERAL FUND REVENUE.

LOOKING HISTORICALLY AT THE PROPERTY TAX RATE IN BEGINNING ON THE FIRST BAR CHART SERIES THERE ON THE LEFT FOR FISCAL YEAR 2020-2021, IT SHOWS THE BLUE BAR CHART THERE, WHICH IS THE NO NEW REVENUE RATE.

THE LIGHT BLUE IS THE VOTER APPROVAL RATE, AND THEN THAT GREEN LINE LINE IS THE ACTUAL APPROVED RATE, AND SO YOU CAN SEE IN FISCAL YEAR 2020-2021, COUNCIL BROUGHT FORWARD A RATE OR ADOPTED A RATE BELOW THE NO NEW REVENUE RATE IN FISCAL YEAR 2021-22 AND 22-23.

COUNCIL ADOPTED A NO NEW REVENUE RATE IN THIS CURRENT FISCAL YEAR FOR THE CURRENT BUDGET AT HAND.

THE PROPOSED THE PROPOSED BUDGET INCLUDES NO CHANGE TO THAT PROPERTY TAX RATE FROM THE PRIOR YEAR.

SO FOR ANYONE CONCERNED ABOUT THEIR PROPERTY TAXES, SACHSE RESIDENT TOTAL PROPERTY TAXES IS SHOWN IN THE TWO PIE CHARTS.

HERE ON THE LEFT IS A PIE CHART FOR DALLAS COUNTY.

ON THE RIGHT IS A PIE CHART FOR COLLIN COUNTY.

THIS IS FOR THE LAST COMPLETED TAX YEAR.

SO 2022 TAX YEAR FOR THE CURRENT BUDGET YEAR.

AS YOU CAN SEE AT THE BOTTOM OF EACH PIE CHART, SACHSE REPRESENTS ROUGHLY A QUARTER OF THE TOTAL PROPERTY TAX THAT A RESIDENT WOULD PAY.

SO THERE IS A NOTIFICATION THAT WENT OUT FOR THE PUBLIC HEARING.

OUR TAX CODE REQUIRES THAT WE IDENTIFY OUR REVENUE INCREASE FROM PROPERTY TAXES, AND SO AGAIN, IT SHOWS THERE ON THE RIGHT.

THE NOTICE, HOWEVER, THIS AMOUNT INCLUDES SHOWING HERE A NOTICE OF 15.73% INCREASE AND $3.5 MILLION OF REVENUE INCREASE.

IT INCLUDES REVENUE RECEIVED BY THE TAX INCREMENT REINVESTMENT ZONE AREAS.

IT INCLUDES REVENUE THAT GOES TO THE DEBT SERVICE.

SO THE ACTUAL GENERAL FUND INCREASE TO PAY FOR MAJOR OPERATIONS IS ONLY 13.56% OR $1.99 MILLION IN REVENUE TO THE GENERAL FUND, AND FOR THOSE THAT MAY BE UNAWARE, PROPERTY TAX HAS NO IMPACT TO OUR MOST VULNERABLE POPULATION.

OVER 65 OR DISABLED PERSONS THIS PROPERTY TAX IN THE CURRENT BUDGET THIS THIS CHANGE.

SO COUNCIL ADOPTED A $50,000 EXEMPTION FOR THOSE OVER 65 AND DISABLED PERSONS.

IN ADDITION, COUNCIL ADOPTED FOR THOSE TWO GROUPS A PROPERTY TAX FREEZE.

SO THAT MEANS THAT THERE'S NO INCREASE TO CITY CITY OF SACHSE PROPERTY TAXES PAID UNLESS THERE ARE ANY IMPROVEMENTS IN THE PROPERTY.

SO THE PROPOSED BUDGET BEFORE YOU NOW REFLECTS A MINIMAL BASE BUDGET GROWTH.

IT HAS FUND.

IT FUNDS PROGRAMS AND ENHANCEMENTS REQUESTED BY RESIDENTS.

IT REFLECTS PROPERTY TAX REVENUE INCREASE OF JUST UNDER $2 MILLION FOR A TOTAL OF $2.6 IN NET PROGRAM ADDS OR $2.3 MILLION IN ONGOING COSTS.

SO THERE WAS SOME OTHER REVENUE THAT IS SUPPORTING THOSE REQUESTS AND ALSO REDUCTIONS IN OTHER BUDGETED ITEMS, AND AGAIN, THERE'S NO IMPACT TO OUR MOST VULNERABLE POPULATION, AND SO IN OUR PUBLIC ENGAGEMENT PROCESS, THERE WAS A CALL FOR EARLY INPUT ON THE BUDGET AT A JULY 5TH COUNCIL MEETING.

IN ADDITION, ON AUGUST 29TH, THERE WAS A BUDGET TOWN HALL FOR FOR ALL THE COMMUNITY TO BE ABLE TO HEAR FROM THE MAYOR.

THERE WAS A BUDGET PUBLIC HEARING FOR THE FOR THE BUDGET ITSELF ON SEPTEMBER 5TH, AND TONIGHT IS THE TAX RATE PUBLIC HEARING.

FACTORS BEYOND OUR CONTROL, SUCH AS GENERAL INFLATION, SPECIFICALLY IN RELATION TO THE PRICES OF FOOD, HEALTH CARE, ETCETERA ARE ALREADY SQUEEZING US.

INFLATION IS NOT THE CITY'S FAULT, BUT NOW ITS CITIZENS ARE BEING ASKED TO COME OUT OF OUR POCKET, ASKING TO COME OUT OF OUR POCKETS, TO GIVE THE CITY EXTRA MONEY TO MAKE UP FOR INFLATION AS WELL.

THE NEW REVENUE TAX RATE WILL ONLY CONTINUE THE TREND OF THE HOMES THAT WE ARE STAYING IN, BECOMING MORE AND MORE EXPENSIVE DUE TO NO ACTION ON OUR PARTS OTHER THAN CONTINUING TO LIVE THERE. THIS MAKES THE PROBLEM WORSE INSTEAD OF BETTER.

I AM CONFIDENT IN THE CITY'S ABILITY TO BE A GOOD STEWARD OF THE FUNDS AND THAT THEY'LL BE PUT TO GOOD USE.

NONETHELESS, WE NEED THOSE FUNDS TO BE PUT FUNDS TO PUT FOOD ON OUR TABLES, NOT SPEND ON CITY INITIATIVES, HOWEVER WELL RUN OR INTENTIONED.

THERE ARE ALMOST $2 MILLION NOW AND WE'VE DONE THAT WITHOUT INCREASING TAXES AT ALL, AND I THINK HAVING TO INCREASE THE RATE 3.7% TO COVER SOME OF THIS.

I DON'T LIKE IT, BUT I AM WELL AWARE OF WHERE WE SPEND THE MONEY AND THE THINGS THAT NEED TO GET PAID FOR AND THE POLICE AND THE FIRE AND THE SERVICES THAT TAKE MOST OF THIS REVENUE, AND I JUST COULDN'T FIND ENOUGH THINGS IN THE BUDGET TO CUT TO MAKE A MEANINGFUL LOWERING OF THAT RATE FROM WHERE IT IS, AND I WISH I COULD HAVE AND I HAVE A LOT OF SYMPATHY FOR EVERYONE THAT HAS TO PAY THIS BECAUSE I HAVE TO PAY IT TOO, BUT

HOWARTH STATED, BUT I WILL SAY THIS, YOU KNOW, WE'VE COME A LONG WAY OVER THE YEARS AND I DO WANT TO COMMEND STAFF FOR THE WORK.

NOT ONLY DID THEY DO THIS YEAR, BUT THE PREVIOUS YEARS, BECAUSE I FEEL LIKE THAT THE GOOD WORK THEY DID THEN BEING CONSERVATIVE ACTUALLY ALLOWED US TO DO WHAT WE'RE DOING TODAY AND HAVING A FLAT RATE AS OPPOSED TO ACTUALLY INCREASING IT, AND I THINK IF YOU LOOK AROUND, YOU'LL SEE OTHER CITIES THAT ARE WRESTLING WITH THAT PROBLEM THAT THANKFULLY WE DON'T HAVE TO WRESTLE WITH. SO IT'S NOT FUN.

IT'S NOT EASY TO DO ANYTHING LIKE THIS, BUT AGAIN, I FEEL LIKE THAT THIS ACTUALLY IS BEING GOOD STEWARDS OF OUR CITY'S MONEY BECAUSE OF THE STANDARDS THAT OUR RESIDENTS, QUITE FRANKLY, DEMAND.
