MOVING ON TO NUMBER FIVE, CONSIDER ACCEPTING THE CITY OF SACHSE INVESTMENT POLICY FOR THE FISCAL YEAR 2022 THROUGH 23, AS ADOPTED BY THE CITY COUNCIL ON NOVEMBER THE 14TH, 2022.

AND THAT'S ALSO INCLUDED IN THE PACKET ISN'T TO ME.

BUT I LOOKED THROUGH ALL THIS, BUT I DON'T REMEMBER WHAT'S WHAT.

DO WE HAVE ANY COMMENTS ON THAT? I CAN MAKE COMMENTS. OKAY.

MAKE SOME COMMENTS. BOARD THE PUBLIC FUNDS INVESTMENT ACT REQUIRES THAT THE INVESTMENT POLICY BE REVIEWED ANNUALLY BY CITY COUNCIL AND BY THE BOARD OF ALL COMPONENT UNITS.

THERE WERE SOME CHANGES IN THE INVESTMENT POLICY THIS YEAR, SO IT WAS APPROVED BY COUNCIL.

CHANGES INCLUDED CORRECTING THE NAME FROM PRESIDENT GEORGE BUSH TURNPIKE REINVESTMENT ZONE INCREMENT FUND TO TAX INCREMENT FINANCING REINVESTMENT ZONE NUMBER ONE THROUGHOUT THE POLICY AND THAT WAS TO REFLECT ORDINANCE 3897 FROM DECEMBER 2018.

IN ADDITION, IT WAS CHANGES WERE CORRECTING THE NAME FROM REINVESTMENT ZONE NUMBER TWO TO TAX INCREMENT FINANCING REINVESTMENT ZONE NUMBER TWO.

THROUGHOUT THE POLICY TO REFLECT ORDINANCE NUMBER 3898 FROM DECEMBER 2018.

IN ADDITION, THE TAX INCREMENT REINVESTMENT ZONE NUMBER THREE WAS ADDED THROUGHOUT THE POLICY.

PER ORDINANCE 4035 FROM OCTOBER 2021.

IN ADDITION, WE ADDED MUNICIPAL DEVELOPMENT DISTRICT.

IT WAS SIMPLY MISSING IN THE POLICY TITLE.

WE ALSO UPDATED WHAT WAS SHOWN AS COMPREHENSIVE ANNUAL FINANCIAL REPORT TO ANNUAL COMPREHENSIVE FINANCIAL REPORT OR FOR THE GOVERNMENT

FINANCE OFFICERS ASSOCIATION HAS CHANGED THE NAME OF THAT REPORT.

LASTLY, WE HAD A POSITION OR TITLE CHANGE IN THE FINANCE DEPARTMENT, SO WE UPDATED THE DELEGATION OF AUTHORITY, THE POSITION TITLE FROM FINANCE MANAGER TO SENIOR ACCOUNTANT.

THOSE ARE THE CHANGES IN THE POLICY REFLECTED IN THIS LAST YEAR.

CONSIDER APPROVING THE QUARTERLY INVESTMENT REPORTS FOR THE FOURTH QUARTER OF 21-22 FISCAL YEAR AND THE FIRST, SECOND AND THIRD QUARTERS OF 2022, 23 FISCAL YEAR.

FOR THE FINANCE DEPARTMENT PROVIDES A QUARTERLY INVESTMENT REPORT TO PROVIDE AN OVERVIEW OF INVESTMENT ACTIVITY.

THE SAME QUARTERLY INVESTMENT REPORTS WERE ACCEPTED BY COUNCIL.

THE LAST MEETING THAT THE LAST TIME THAT THIS BOARD MET WAS ONE YEAR AGO.

AND SO WE HAVE FOUR QUARTERLY REPORTS THAT HAVE ACCUMULATED SINCE THAT TIME.

THE ANNUAL PROPERTY TAX ALLOCATION IS DIRECTED TO PAY BACK FUNDING OF UTILITY INFRASTRUCTURE PROJECTS THAT WERE PREVIOUSLY UNDERTAKEN WITHIN THE BOUNDARIES OF THE TOURS ONE.

SO THEREFORE TOURS.

THE TOURS ONE FUND RETAINS A MINIMAL AMOUNT OF CASH AND THEN TRANSFERS WHATEVER IT CAN TO PAY OFF THAT AMOUNT OWED.

THE CURRENT BALANCE FOR IN THIS FUND IS ABOUT $30,000 AND INVOICES ARE PAID TO OUR OUR TOURS ADMINISTRATOR P THREE WORKS LLC.

SO YOU'LL SEE IN THE NEWER REPORTS ON THE LAST PAGE, I THINK IT'S PAGE EIGHT, IT SHOWS FUND NINE, WHICH IS THIS FUNDS THIS THE TOURS ONE FUND, IT SHOWS THE BALANCE THERE.

[7. Consider acceptance of the Tax Increment Reinvestment Zone #1 (TIRZ #1) "PGBT Reinvestment Zone" Incremental Values and Annual Report for Tax Year 2022 (Fiscal Year 2022-2023).]

HERE'S NUMBER ONE [INAUDIBLE] REINVESTMENT ZONE, INCREMENTAL VALUES AND ANNUAL REPORT FOR THE TAX YEAR 2022, WHICH IS THE FISCAL YEAR 2223.

WE HAVE SOME UPDATES ON THAT.

SURE. BOARD SHOWING IN THE REPORT THE TAXABLE VALUE INCREMENT AS OF OCTOBER 1ST 2022 WAS JUST UNDER $72 MILLION PREVIOUSLY.

SO IN THE PRIOR YEAR IT WAS JUST ABOUT $30 MILLION.

SO IT'S GROWN QUITE SIGNIFICANTLY.

SO AS I MENTIONED BEFORE, TAXES RECEIVED LESS ANY EXPENDITURES, WHICH IS THE TRANSFER OF PAYING OFF THAT DEBT.

AND THEN THE THE INVOICES FOR OUR ADMINISTRATOR, THOSE FUNDS ARE TRANSFERRED TO THE UTILITY FUND AND THE ECONOMIC DEVELOPMENT CORPORATION FOR INFRASTRUCTURE THAT THAT THEY HAVE FRONTED MONEY FOR.

SO LET ME BACK UP A LITTLE BIT.

WHEN THE TERS WAS CREATED, THERE WAS WATER INFRASTRUCTURE PROJECT TO THE AMOUNT OF 1 MILLION, $150,000 MONEY WAS LENT FROM THE UTILITY FUND AND EACH YEAR THOSE FUNDS ARE TRANSFERRED BACK TO THE UTILITY FUND TO PAY IT OFF.

JUST RECENTLY, THOSE FUNDS WERE FULLY PAID OFF TO THE UTILITY FUND, SO NOTHING IS REMAINING DUE TO THE UTILITY FUND.

IN ADDITION, A SEWER PROJECT WAS DONE AND MONEY WAS FRONTED FROM THE ECONOMIC DEVELOPMENT CORPORATION AND THAT WAS TO THE AMOUNT OF $1,074,000 REMAINING ON THAT DEBT IS $224,000 AND THE ANTICIPATION IS THAT IT WOULD BE PAID OFF IN THE FOLLOWING FISCAL YEAR, FISCAL YEAR 23-24.

SO THE MORE CURRENT INFORMATION OUR CURRENT BUDGET SHOWS THAT $607,000 WOULD BE RECEIVED FROM THE 2023 TAX ROLLS.

SO FOR COLLECTIONS IN 2023, 24, THAT'S A LITTLE AHEAD OF SCHEDULE AND IT PAID THAT OFF, IT SEEMED LIKE.

I REMEMBER WHEN ED AND I WERE HERE WHEN THIS ALL STARTED AND SEEMED LIKE IT'S GOING TO TAKE LONGER THAN THAT TO GET IT RIGHT.

THE PLAN WAS FOR 25 YEARS AND SO UP TO 20, 28, A YEAR AGO, I SAT HERE AND SAID THAT I ANTICIPATED IT IN ABOUT TWO YEARS.

AND AND IT'S GOING TO END UP BEING LESS THAN THAT THEORETICALLY, IF ALL THINGS GO ACCORDING TO HOW THEY EVOLVE.

THE SEWER DIDN'T GO UP THAT FAR, DID IT? I THINK. I DIDN'T THINK IT WENT UP TO THE CHURCH BECAUSE THE CHURCH IS ON SEPTIC UP THERE ON THE TOP OF THE HILL.

OR DID THEY PUT A PIPE IN THEM? UNFORTUNATELY, I DON'T HAVE THE LOCATION.

SO IS EVOLVE BENEFITING FROM THE MONEY FROM TERS ONE SINCE THEY'RE IN TERS TWO THEY SHOULD NOT.

BUT I DON'T REMEMBER THE AIRLINE GOING ON THE OTHER SIDE OF THE FREEWAY ANYWHERE ON THE WAY I CAME BECAUSE IT WENT UP THE HILL, BECAUSE WHEN THEY WERE PUTTING IT IN, I WENT OUT THERE AND LOOKED AT IT, BUT IT DIDN'T GO AS FAR AS THE CHURCH UP THERE.

I DIDN'T KNOW MUCH, BUT I KNOW IT WENT UP THAT HILL, BUT I DON'T KNOW WHO WAS ON IT.

AND THAT'S WHY I WAS WONDERING IF A BALL WAS ON IT.

OTHERWISE, WE COULD THE CITY COULD CHOOSE TO ADOPT AN AMENDED AND RESTATED PLAN, IDENTIFY NEW PROJECTS WITHIN THE ZONE, AS WELL AS ADJUST THE PARTICIPATION RATE AND THE TERM.

I DON'T HAVE ANY ANY DIRECTION AT ALL.

ANY COUNCIL DOES THE COUNCILS? ARE THERE ANY IDEAS ON WHAT PLANTS THERE MIGHT NEED TO BE DONE THERE? BECAUSE ALL THE BASICALLY THE FUNDS WERE TO, TO DO THE INFRASTRUCTURE LIKE THE SEWER, THE WATER AND WHATEVER ELSE MIGHT BE, YOU KNOW, AND SINCE THAT'S BEEN DONE AND SOON WILL BE PAID FOR, DO YOU ENVISION I KNOW YOU CAN'T SPEAK WITH THE COUNCIL.

I MEAN, DO YOU ENVISION ANY OTHER PROJECTS THAT WOULD NEED TO BE DONE? I AM NOT AWARE OF ANY RIGHT NOW.

I KNOW THAT THE CITY MANAGER'S OFFICE IS IS ENTERTAINING THOSE CONVERSATIONS OR IS HAVING THOSE CONVERSATIONS WITH P THREE.

BUT I HAVEN'T HEARD DIRECTLY FROM THE CITY MANAGER'S OFFICE OR FROM COUNCIL ON THAT.

I CAN JUST ALWAYS JUST EXPAND IT.

THE FIRST ONE WAS IN 2018 TO ALLOW FOR THE CREATION OF A.

NUMBER TWO. THERE'S ALSO AN AMENDMENT IN 2020 TO REMOVE 14.933 ACRES TO BE ADDED INTO TERMS TWO AND INTO THE PUBLIC IMPROVEMENT DISTRICT.

THE ECONOMIC DEVELOPMENT CORPORATION, OR EDC AND THE UTILITY FUND.

ADVANCED FUNDED WATER AND SEWER INFRASTRUCTURE.

THE WATER INFRASTRUCTURE WAS ADVANCED BY THE UTILITY FUND IN 2008 TO THE TUNE OF $1.2 MILLION, AND SEWER INFRASTRUCTURE WAS ADVANCED BY EDC IN 2015 TO THE TUNE OF $1.1 MILLION.

IT HAS IC AN ICU BED UPGRADE COMPLETED IN MAY 2023 AND IT'S AT 4750.
