COME ON, CYNTHIA. SO IF YOU ALL DON'T KNOW WHICH YOU SHOULD, THESE LADIES RIGHT HERE DO AN EXCELLENT JOB IN OUR PARKS AND RECREATION DEPARTMENT, AND PART OF WHAT THEY DO IS RECYCLING AND HOW WE PROMOTE THAT, AND SO TODAY, WE JUST WANT TO TAKE A QUICK MOMENT AND RECOGNIZE AMERICA'S RECYCLING.

AMERICA RECYCLES DAY 2023, WHICH IS WHAT WE'RE GOING TO HONOR TODAY.

THE ACTUAL DATE IS NOVEMBER 15TH.

WE DID NOT MEET ON NOVEMBER 15TH, OBVIOUSLY, SO WE'RE GOING TO CELEBRATE THAT TONIGHT.

SO WITH THAT, I'LL READ A PROCLAMATION PROCLAIMING TODAY OR THE 15TH AMERICA RECYCLES DAY 2023, WHEREAS THE CITY OF SACHSE RECOGNIZES THE IMPORTANCE OF PROTECTING AND PRESERVING OUR NATURAL RESOURCES AND ADOPTING CONSCIENTIOUS HABITS THAT WILL IMPROVE OUR DAILY LIVES AND BRING ABOUT A CLEANER, SAFER AND MORE MORE SUSTAINABLE ENVIRONMENT, AND WHEREAS, ALTHOUGH THERE HAVE BEEN A SIGNIFICANT INCREASE IN THE AMOUNT OF RECYCLING IN SACHSE TO DATE, WE MUST ALSO CONTINUE TO FOCUS ON OTHER INITIATIVES SUCH AS WASTE REDUCTION, COMPOSTING, THE REUSE OF PRODUCTS AND MATERIALS, AND PURCHASING RECYCLED PRODUCTS, AND WHEREAS, BY ENCOURAGING BUSINESSES, STATE AGENCIES, NONPROFIT ORGANIZATIONS, SCHOOLS AND INDIVIDUALS TO CELEBRATE AMERICA RECYCLES DAY 2023, WE CAN FURTHER PROMOTE RECYCLING AS AN ENVIRONMENTALLY EFFICIENT AND ECONOMICALLY SMART HABIT, AND WHEREAS IT IS IMPORTANT THAT THE SACHSE COMMUNITY BECOME INVOLVED IN RECYCLING ACTIVITIES AND LEARN MORE ABOUT THE MANY RECYCLED AND RECYCLABLE PRODUCTS AVAILABLE TO THEM AS CONSUMERS. IT IS ALSO FITTING FOR THE CITY OF SACHSE TO CELEBRATE, AMERICA RECYCLES DAY 2023 AND TAKE ACTION BY EDUCATING THE PUBLIC ABOUT RECYCLING OPTIONS AVAILABLE IN THE AREA. NOW, THEREFORE, I, JEFF BICKERSTAFF, MAYOR OF THE CITY OF SACHSE, DO HEREBY PROCLAIM NOVEMBER 15TH, 2023 AS AMERICA RECYCLES DAY.

CONGRATULATIONS, LADIES.

ALL RIGHT. AS YOU ALL WALKED IN, YOU SAW THE AWESOME RECYCLED ART PROJECTS FROM THE CHERRY COX ELEMENTARY SCHOOL STUDENTS, AND THAT'S IN HONOR OF AMERICA RECYCLES DAY.

WE OFFER THIS PROGRAM EVERY YEAR ALONG WITH THE ARBOR DAY JUBILEE, BECAUSE RECYCLING IS JUST SO IMPORTANT FOR THE ENVIRONMENT AND FOR OUR PARKS SPECIFICALLY.

WE HOPE THAT THE ARTWORK WILL ENCOURAGE ALL THE SACHSE RESIDENTS TO RECYCLE, OR TO EVEN GET CREATIVE WHILE RECYCLING AND MAKE YOUR OWN PROJECT.

I KNOW MR. POTTS WOULD AGREE WITH THE ECONOMIC DEVELOPMENT PART THAT IT TRULY IS A PARTNERSHIP, NOT JUST WITH PLANNING AND ECONOMIC DEVELOPMENT.

IT'S A VERY DIFFICULT CERTIFICATION AND DESIGNATION TO GET, AND VERY PROUD OF RYAN FOR BEING ABLE TO ACHIEVE THAT COMING FROM ANOTHER STATE AND HAVING TO LEARN TEXAS LAW WITH REGARD TO FINANCE AND VERY PROUD OF HIM AND GETTING HIS NEW CGFO DESIGNATION.

OF ALL THE DIFFERENT TYPES OF VEHICLES THAT I DESCRIBED TO YOU PREVIOUSLY, THEY ALLOW YOU TO DO SO ON A RESIDENTIAL STREET OR REALLY ANYWHERE IN THEIR CITY, FROM SUN UP TO SUN UP TO SUNDOWN. THERE ARE CERTAIN CITIES THAT HAVE VEHICLE LENGTH RESTRICTIONS ATTACHED TO THEIR ORDINANCE.

THERE ARE CERTAIN CITIES THAT HAVE GREATER GROSS WEIGHT REQUIREMENTS AND CITIES THAT HAVE LOWER GROSS WEIGHT REQUIREMENTS.

THERE'S ALSO SOME CITIES, AND THIS IS SOMETHING THAT I THINK I WOULD ASK THAT YOU CONSIDER A LITTLE FURTHER IS A TEMPORARY VARIANCE PERMIT PROCESS, WHERE, AS AN EXAMPLE, SOMEONE'S IN-LAWS COME INTO TOWN TO VISIT FOR 3 OR 4 DAYS AND THEY BRING THEIR RV BECAUSE THEY'RE TRAVELING ACROSS THE COUNTRY, THEY COULD APPLY FOR A VARIANCE SO THAT THE ORDINANCE IS NOT SUBJECT TO THAT PARTICULAR VEHICLE FOR THE SMALL AMOUNT OF TIME THAT THEY'RE THERE, ASSUMING THAT THEY'RE NOT HOOKING UP TO UTILITIES, ASSUMING THAT IT'S NOT FOR OVERNIGHT STAY, THOSE TYPE OF THINGS, THEY'RE JUST COMING IN TO TEMPORARILY PARK IT, AND THEN THEY'LL BE MOVING ON AFTER A FEW DAYS. IT SEEMED TO ME THAT THE INTENT WAS CERTAIN TYPES OF VEHICLES WE DO NOT WANT ON PUBLIC STREETS.

THAT WAS THE COUNCIL'S CONSIDERATION AT THE TIME BECAUSE THAT'S HOW IT WAS DRAFTED.

FRANKLY, I THINK THE BIGGER ISSUE THAT WE HAVE IN THE POLICE DEPARTMENT IS COMPLAINTS RELATIVE TO MOTORIZED RECREATIONAL VEHICLES AND CAMPER TRAILERS TOWABLE RECREATIONAL VEHICLES OF THAT TYPE.

WE DO GET SEVERAL CALLS REGARDING TRAILERS IN GENERAL.

I THINK IN SOME CONTEXTS WE CAN ADDRESS THOSE RELATIVE TO THE GROSS WEIGHT CONSIDERATION THAT'S ALREADY WITHIN ORDNANCE.

I WOULD PERSONALLY NOT PURSUE A SUN UP TO SUNDOWN OPTION, ALTHOUGH THERE ARE PLENTY OF CITIES THAT DO SO.

I THINK THE SIMPLER YOU CAN MAKE THE ORDINANCE, THE EASIER IT IS FOR OUR CITIZENS, CITIZENS TO UNDERSTAND, WHICH I THINK IS IMPORTANT, AND IT'S ALSO EASIER FOR US TO GAIN COMPLIANCE WITH.

WE DO A LOT OF CONVERSATION WITH FOLKS BECAUSE OUR DESIRE IS NOT TO ISSUE CITATIONS IN THIS CONTEXT, BECAUSE A LOT OF TIMES THEY SIMPLY DON'T UNDERSTAND THE ORDINANCE AS IT'S DRAFTED, AND WE HAVE TO EXPLAIN IT TO THEM.

SO WE LOOK FOR VOLUNTARY COMPLIANCE AND FRANKLY, DO NOT COMMONLY ISSUE ENFORCEMENT CITATIONS FOR VIOLATION OF THIS ORDINANCE.

SO FOR ME, IF YOU'RE LOOKING TO ELIMINATE TRAILERS OF ANY TYPE, THOSE SMALLER TRAILERS THAT WE SAW EARLIER, IF YOU'RE LOOKING TO ELIMINATE THAT ABILITY IN THE ORDINANCE, THEN I THINK YOU NEED TO EITHER LOWER AND ADJUST THE MAXIMUM GROSS WEIGHT, OR JUST STAY ANY TRAILER WHATSOEVER, RATHER THAN ATTACH A WEIGHT REQUIREMENT TO THAT OR A HIERARCHY RELATIVE TO THAT, AND I THINK A VARIANCE PROCESS DEMONSTRATES SOME FLEXIBILITY TO OUR RESIDENTS THAT WE UNDERSTAND AS A COMMUNITY THAT FRIENDS COME IN, RELATIVES COME IN, OR THEY BRING THEIR TRAILER FROM WHERE THEY HAVE IT STORED OFF SITE TO PREPARE IT TO GO ON A TRIP, AND THEY HAVE IT AT THEIR RESIDENCE FOR A COUPLE OF DAYS AND MAY NOT HAVE THE ABILITY TO PARK IT IN THEIR DRIVEWAY OR WHAT HAVE YOU.

THE FIRST ITEM IN THE GENERAL FUND IS THE COMMUNICATIONS STRATEGIST OR SPECIALIST POSITION A 1.0 FTE.

AS YOU CAN SEE OVER FIRST OF ALL, THE BUDGET AMENDMENT REQUEST IS FOR SALARY AND BENEFITS IN THE AMOUNT OF $108,725.

AND IT SHOWS THERE THAT THE REVENUE SOURCE IS THE EFFECTIVE BUDGET SURPLUS.

SO IF YOU LOOK IN OUR BUDGET, YOU WOULD SEE THAT THE IN THE ADOPTED BUDGET THAT EXPENDITURES EXCEED REVENUES BY $7,005,000.

SO IT'S HARD TO SAY THAT THERE'S AN ACTUAL BUDGET SURPLUS.

HOWEVER, WE INTENTIONALLY DREW DOWN OUR FUND BALANCE WITH $7.12 MILLION WORTH OF PROJECTS.

THOSE SHOW AS EXPENDITURES IN THE BUDGET, SO EXPENDITURES DO EXCEED BUDGET, BUT WHEN YOU TAKE DOWN TAKE OUT THAT INTENTIONAL DRAW DOWN OF THE FUND, BALANCE THOSE INTENTIONAL EXPENDITURES, THEN WE HAVE $115,000 APPROXIMATELY OF EFFECTIVE BUDGET SURPLUS. SO, THIS IS REQUESTING TO TAKE THAT $115,000 TO DRAW IT DOWN BY $108,725, LEAVING APPROXIMATELY $7,000 IN THE GENERAL FUND AS EFFECTIVE BUDGET SURPLUS.

NOW, HOW DID WE GET TO THAT $115,000? IN THE CITY MANAGER'S PROPOSED BUDGET, IT HAD APPROXIMATELY $54,000 OF BUDGET SHOWING AVAILABLE OF EFFECTIVE BUDGET SURPLUS, AND THEN, AS YOU RECALL, ON SEPTEMBER 18TH, WHEN WE ADOPTED THE BUDGET, WHEN COUNCIL ADOPTED THE BUDGET HUB, OUR HEALTH INSURANCE ADMINISTRATOR CAME TO THE PODIUM AND WE BUDGETED 13% AS AN ANTICIPATED HEALTH INSURANCE INCREASE, AND THAT ACTUAL INCREASE CAME TO, I BELIEVE IT WAS 9.91%, AND SO IN THAT AGENDA ITEM, WE IDENTIFIED $61,000 OF ADDITIONAL GENERAL FUND SAVINGS.

WE REDUCED THE BUDGETED EXPENDITURES BY THAT AMOUNT, AND SO THAT'S HOW WE GOT TO THE $115,000 THAT'S AVAILABLE AT THIS TIME.

THE SECOND ITEM IS FIRE RESCUE.

THEY HAVE MOTOROLA MOTOROLA VEHICLE AND HANDHELD RADIO REPLACEMENT.

THAT WAS $157,000 SUPPLEMENTAL BUDGET REQUEST IN THE 2223 BUDGET.
