IT IS A TON OF WORK.

IT'S A TON OF DEDICATION AND WHAT THESE KIDS HAVE ACCOMPLISHED, AND I WOULD DARE SAY THEY'RE PROBABLY NOT KIDS ANYMORE.

THEY'RE YOUNG ADULTS, IS THAT THEY WILL TAKE WITH THEM THE REST OF THEIR LIFE, AND I KNOW I HAVE IN MY EXPERIENCE, AND SO WHENEVER WE HAVE A CHANCE AS THE CITY OF SACHSE TO RECOGNIZE GREAT ACHIEVEMENT, WE'RE GOING TO DO THAT, AND SO WITH THAT, WE ARE GOING TO START WITH THE WYLIE BAND GOT THAT RIGHT, I THINK, AND WHAT'S THAT? YEAH. OKAY. YES.

WHEREAS BANDS ACROSS THE STATE OF TEXAS COMPETED FOR TOP HONORS AT THE 2023 STATE MARCHING BAND CHAMPIONSHIPS, AND WHEREAS, WYLIE HIGH SCHOOL OF THE WYLIE INDEPENDENT SCHOOL DISTRICT DILIGENTLY SERVES THE STUDENTS OF THE CITY OF SACHSE, AND THE BAND PROGRAM PROVIDES A CURRICULUM THAT CHALLENGES STUDENTS, BUILD CHARACTER, AND DEVELOPS PERSONAL MUSICIANSHIP, AND WHEREAS, THE CITY OF SACHSE RECOGNIZES THE OUTSTANDING COMMITMENT TO THE EXCELLENT OF THE STUDENTS, DIRECTORS, AND LEADERSHIP OF THE WYLIE HIGH SCHOOL BAND, AND WHEREAS, THE WYLIE HIGH SCHOOL BAND COMPETED IN THE COMPETITIONS AT THE REGION AND AREA LEVELS WITH TOP MARKS AND ADVANCED TO THE STATE LEVEL OF COMPETITION.

WHEREAS THE GFOA IS PLEASED TO ANNOUNCE THAT THE CITY OF SACHSE HAS RECEIVED THE ASSOCIATION'S CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING FOR THE ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR THE FISCAL YEAR THAT ENDED SEPTEMBER 2022, AND WHEREAS THE AWARD REPRESENTS A SIGNIFICANT ACHIEVEMENT BY THE ENTITY, REFLECTING THE COMMITMENT OF THE GOVERNING BODY AND STAFF TO MEETING THE HIGHEST PRINCIPLES OF GOVERNMENTAL ACCOUNTING AND FINANCIAL REPORTING, AND WHEREAS, IN ORDER TO RECEIVE THE CERTIFICATE, THE ENTITY HAD TO GO BEYOND THE MINIMUM REQUIREMENTS OF GENERALLY ACCEPTED ACCOUNTING PRINCIPLES TO PREPARE ANNUAL COMPREHENSIVE FINANCIAL REPORTS THAT EVIDENCE THE SPIRIT OF TRANSPARENCY AND FULL DISCLOSURE.

LAST YEAR IT WAS AT LEAST $600,000, AND I HAVE ASKED MULTIPLE TIMES FOR AN EXPLANATION OF WHERE DID THAT MONEY GO? DO YOU CARE NOW? IS $700,000 OF CITY MONEY ENOUGH FOR A 2020 INVESTIGATION THAT YOU ALL NEED TO EXPLAIN? BECAUSE IT JUST SEEMS LIKE WITH AN AWARD WINNING FINANCE DEPARTMENT, YOU ALL CANNOT CALCULATE A BUDGET WORTH A DAMN.

SO WHERE'S THAT GOING TO GO? SINCE YOU'RE GOING TO HIDE BEHIND THE CONSENT AGENDA NOW, LAST WEEK, CITY STAFF IN ANOTHER 2020 INVESTIGATION SAID, I MISSPOKE THAT WE HAVE THE HIGHEST TAXES IN NORTH TEXAS.

I STOOD UP HERE AND SAID GARLAND'S TEN TIMES BIGGER THAN US.

THEY HAVE A HEALTH DEPARTMENT.

AS I MENTIONED, THERE'S A LIFT STATION ON SACHSE ROAD ON THE NORTH PART OF THIS MAP, AND IT IS GOING TO GO ALL THE WAY THROUGH THAT PART OF TOWN ALONG MUDDY CREEK, AND IT ENDS AT THE SOUTHEAST LIFT STATION, WHICH IS AT THE END OF EAST VIEW LANE.

SO THIS PROJECT ADDRESSES THE NEED FOR SEWER IN THAT AREA.

THERE'S A LARGE PORTION OF TOWN OVER THERE THAT JUST DOESN'T HAVE ACCESS TO SEWER.

SO THIS IS GOING TO ADDRESS THAT.

INSTALLING THE STRUCTURE HELPS TO MAKE THIS AREA MORE DEVELOPABLE BY PROVIDING ACCESS TO SANITARY SEWER ALONG THE MUDDY CREEK, AND THIS PROJECT IS PART OF A LARGER OVERALL PROJECT THAT WAS CALLED THE SOUTHEAST SEWER EXPANSION.

I BELIEVE THAT'S BEEN GOING ON FOR SEVERAL YEARS.

THE PROJECT IS APPROXIMATELY 11,830 LINEAR FEET OF SANITARY SEWER FROM SACHSE ROAD LIFT STATION TO THE SOUTHEAST LIFT STATION.

IT ALSO INCLUDES SOME TEN FOOT WIDE MULTI-PURPOSE TRAIL WHICH WILL BE ADJACENT TO THE MUDDY CREEK.

KIND OF IN THE GREEN SPACE AREA THAT WAS IN THAT AREAS THAT ARE NOT ALREADY ACCESSIBLE.

WE'LL NEED TO BUILD THAT TRAIL SO THAT WE CAN ACCESS OUR NEW SEWER, AND THE PROJECT WILL ALSO ALLOW US TO DECOMMISSION THE OLD LIFT STATION THAT IS ON SACHSE ROAD.

SO AT THIS TIME, STAFF RECOMMENDS THAT WE AUTHORIZE THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES CONTRACT FOR THE DESIGN OF THE SOUTHEAST SEWER EXPANSION TRUNK LINE A FROM SACHSE ROAD TO THE SOUTHEAST LIFT STATION BETWEEN THE CITY OF SACHSE AND COBB, FENDLEY AND ASSOCIATES, FOR AN AMOUNT NOT TO EXCEED $666,904. SO WE ACTUALLY DID THE REALIGNMENT STUDY HERE BEGINNING AT THE SUMMER.

WAS IT SUMMERTIME WE DID A REALIGNMENT STUDY, BASICALLY CAME UP WITH A NEW ALIGNMENT, AND SO THIS IS TAKING US TO THE ORIGINAL DESIGN, SOME NEW COMPONENTS, AND THIS IS WHAT YOU'RE SEEING NOW TO GET TO THE FINAL DESIGN.

THAT'S WHY THAT'S WHY IT DIDN'T PROGRESS PAST THE.

ORIGINAL DESIGN. GOOD TO KNOW, AND I DID REVIEW THE CONSENT AGENDA AND WITHIN IT, IT DID MENTION THE AMOUNTS THAT WE PUT SO FAR INTO THE PROJECTS.

SO, OKAY, FINISHING WHAT THEY'VE ALREADY STARTED, AND THEN THE REALIGNMENT, I BELIEVE THAT'S WHAT IT'S FOR, BUT WE CAN GET AN ANSWER ON THAT, AND THE MAGIC QUESTION IS, OKAY, WE'RE GOING TO GET TO THE DESIGN.

HOW LONG IS THIS DESIGN GOING TO TAKE AND WHEN ARE WE GOING TO START WORK.

SO THERE'S ACTUALLY AN 18 INCH FORCE MAIN AND A 30 INCH GRAVITY LINE THAT GOES TO THAT LIFT STATION, AND AGAIN, THIS WILL ALLOW US TO DECOMMISSION THE EXISTING LIFT STATION ON SACHSE ROAD THAT PUMPS TO THE ROAD LIFT STATION THAT PUMPS TO THE 7-ELEVEN AT MILES, AND SO THIS IS A BIG COMPONENT KIND OF TAKES THAT TAKES ANOTHER LIFT STATION OFF THE OFF LINE.

SO GRAVITY IS ACTUALLY RUNNING FROM WEST TO EAST OVER THERE, AND THEN IT'S HITTING THIS LIFT STATION ACTUALLY BEING FORCED BACK TO GO ULTIMATELY TO GARLAND.
