BACKGROUND
The Finance Department prepares a report each month to update the City Council regarding revenues and expenditures for the City. Included in the report are unaudited summaries for the General Fund, Utility Fund, Debt Service Fund, Sachse Economic Development Corporation, and the Sachse Municipal Development District, as well as a report of the year-to-date sales tax revenue.
POLICY CONSIDERATIONS
City Charter section 7.16(4) says the City Manager shall submit to the City Council each month a report covering revenues and expenditures of the City in such a form as requested by the City Council.
RECOMMENDATION
Accept the monthly revenue and expenditure report for the period ending December 31, 2023.
BACKGROUND
The City of Sachse jointly contracts with Dallas and Collin Counties to conduct elections. Both entities provide equipment, personnel, and training to help reduce the cost of holding an election.
OVERVIEW
Both counties will hold meetings regarding the upcoming May election. Election information will be provided in draft form until all locations and dates are confirmed. Cost estimates are based on participating political entities and may change once all contracts are received.

RECOMMENDATION
Approve an ordinance ordering a General Election to be held on the 4th day of May 2024 in the City of Sachse for the purpose of electing a Councilmember Place 1 and a Councilmember Place 2.
BACKGROUND
The additional regional traffic, deteriorating current condition of the road, and the need for construction of the ultimate minor arterial roadway section (four-lane divided section) for multiple phases of Sachse Road was discussed extensively during the Bond 2021 Committee and public engagement process. This is the second phase of Sachse Road beginning at Miles Road and continuing to west of the intersection of Woodbridge Parkway. With the successful passage of the 2021 Bond, the design for this project will be funded from the bond proceeds.
OVERVIEW
The Sachse Road Phase 2 project (BP-21-A01) includes reconstruction of approximately 4,500 linear feet of Sachse Road from the intersection of Miles Road to the intersection of Woodbridge Parkway. Sachse Road will be reconstructed as a concrete minor arterial street with two 12-foot lanes in each direction. The design will include intersection and turn-lane improvements, roadway lighting and landscaping, sidewalk and trail, culvert/bridge crossing, FEMA drainage criteria, and pedestrian safety design options. Water and sewer infrastructure will also be improved.
POLICY CONSIDERATIONS
Design and construction of this project is in accordance with the project identified in the recent 2021 Bond and FY 2023-2024 CIP, project BP-21-A01. Funding for this project will be paid from Bond 2021 proceeds.
RECOMMENDATION
Authorize the City Manager to execute a professional services agreement for the design of the Sachse Road Phase 2 reconstruction improvements between the City of Sachse and Garver USA in the amount of One Million, Five Hundred Seventy-Three Thousand, Nine Hundred Forty-Eight and No/100 Dollars ($1,573,948).
BACKGROUND
The annual concrete contract will be used to set unit prices for roadway, sidewalk, and alley rehabilitation and concrete paving repairs necessary to maintain the city's infrastructure. Specific projects are identified in the 2023-2024 CIP Program. Additional projects may be selected as funding allows.
OVERVIEW
The 2023-2024 Capital Improvement Plan (CIP) included projects to replace paving for High Ridge Alley (R-24-07), 6th Street Alley (R-23-02), and a project for miscellaneous paving (R-23-03). This contract will also include a portion of the Neighborhood Package of the 2021 Bond (BP-21-C01). This contract will establish unit cost for paving with two contractors, and individual contracts will be negotiated and approved for each project.
POLICY CONSIDERATIONS
It is the responsibility of the City to maintain, upgrade, and improve public roads as necessary. Establishing unit cost for pavement allows the City to better understand the cost of paving projects and estimate the amount of paving replacement that can be achieved within the 2023-204 Budget.
RECOMMENDATION
Authorize the City Manager to negotiate and enter into a contract with McMahon Contracting, LP and CCGMG, LLC for the 2024 Annual Concrete Contract, RFB#24001, in the amount not to exceed One Million, Six Hundred Seventy-Six Thousand, Seven Hundred Fifty and No/100 Dollars ($1,676,750.00).
BACKGROUND
At the November 16, 2023, meeting, a review of the existing parking ordinance was presented to Council. At the conclusion of this review, the Council indicated a desire to modify certain provisions within the ordinance. Staff has prepared proposed ordinance revisions in consultation with the City Attorney.
OVERVIEW
The proposed revisions include elimination of rated weight capacity in excess of one ton (2,000 lbs.), adding language incorporating towable and motorized recreational vehicles, adding twenty-four (24) hour clause allowing for loading and unloading of a towable or motorized recreational vehicle and adding a parking variance permit process.
