AND YOU DIDN'T EVEN KNOW HOW MUCH THAT WAS WORTH.

AND YOU SAT UP HERE AND MADE EXCUSES.

A FIVE-YEAR MONOPOLY WITH AN AWARD-WINNING FINANCE DEPARTMENT, AND YOU DON'T EVEN KNOW WHAT IT'S WORTH.

YOU DON'T EVEN KNOW WHO PICKS UP THE TRASH AT WALMART AND KROGER, WHICH I WOULD IMAGINE ARE THE TWO BIGGEST CUSTOMERS IN TOWN.

MR. PRESTENBERG? YES. FIRST, I THINK I WAS ELECTED MAY 2022, JUST THE TWO YEARS AGO, I WASN'T ON COUNCIL, SO BUT FIRST OFF, SECOND OFF, I WANT TO SAY I WANT TO COMMEND LANCE AND THE PARKS AND REC TEAM ON AN AMAZING DADDY DAUGHTER DANCE FROM FEBRUARY THE 23RD.

I WAS THERE WITH MY THREE GIRLS, ALONG WITH A COUPLE HUNDRED DADDIES AND DAUGHTERS, AND IT WAS FANTASTIC.

THEY PUT ON A TOP-NOTCH PERFORMANCE FOR THE AGES.

AND JESSE COMES TO US FROM THE CITY OF ROCKWALL, WHERE HE WAS A DETENTION OFFICER.

HE ALSO WORKED AS A DEPUTY SHERIFF IN LOS ANGELES COUNTY FOR 15 YEARS.

SO, WE ARE GLAD TO HAVE HIM ON OUR TEAM AND HE HAS A LOT OF EXPERIENCE.

SOME GREAT NEWS. THE JC SACHSE PARK SPLASH PAD WILL OPEN ON MONDAY, APRIL 1ST AND WILL OPERATE FROM 9 A.M.

TO 9 P.M. DAILY.

AND JUST A LITTLE PUBLIC SERVICE ANNOUNCEMENT.

WE DO WANT EVERYONE TO COME AND ENJOY THE PARK AND THE SPLASH PAD, PARTICULARLY AS IT GETS WARMER OUTSIDE.

AND KYLE WILL GET THE NECESSARY TRAINING AND THINGS THAT HE NEEDS FOR THAT POSITION.

BUT WE'RE VERY EXCITED TO SEE HIM GROW AND EXPAND HIS SKILL SET AND STAY WITH US HERE AT THE CITY OF SACHSE.

THAT'S A HUGE GOAL FOR US WHEN WE HAVE GREAT PEOPLE IF THEY WANT OTHER OPPORTUNITIES, WE WANT TO BE ABLE TO PROVIDE THEM BECAUSE WE WANT THEM TO STAY HERE WITH US.

WE'RE DOING A REVIEW OF ANY DOCUMENTED POLICIES AND PROCEDURES, AS WELL AS JUST HAVING THEM WALK US THROUGH THAT PROCESS.

AND ONCE WE'VE DONE THAT, WE TAKE A SAMPLE OVER EACH OF THOSE AREAS TO ENSURE THAT WHAT WE SEE IN PRACTICE IS, IS CONSISTENT WITH WHAT WE'RE SEEING DURING THAT WALKTHROUGH PROCESS. AND FROM THAT, WE WOULD PROVIDE ANY FEEDBACK, AS IN TERMS OF ANY POTENTIAL CONTROL ISSUES OR EFFICIENCIES OR ANYTHING OF THAT NATURE THAT WE MIGHT BE ABLE TO COMMUNICATE AT THAT TIME TO MANAGEMENT, WHICH WE DID NOT IDENTIFY ANY.

THEN WE MOVE INTO OUR RISK-BASED APPROACH.

AND SO, THE USE OF THOSE FUNDS FOR PROJECTS THAT WERE GOING ON THROUGHOUT THAT YEAR, WHICH IS ALSO WHAT TRIGGERED THE SINGLE AUDIT THIS YEAR.

NEXT LOOKING AT THE FUND BALANCE FOR THE GENERAL FUND, WE ALWAYS WANT TO LOOK AT WHAT THE ASSIGNED FUND BALANCE IS FOR THAT FUND.

SO THAT IS THE GOAL OF THE CITY TO HAVE AN UNASSIGNED FUND BALANCE OF 25 TO 35% OF EXPENDITURES FOR THE GENERAL FUND.

SO, WHAT THAT MEANS IS IF YOU WERE TAKING YOUR UNASSIGNED FUND BALANCE AND COMPARE IT TO YOUR EXPENDITURES, IT GIVES YOU A GENERAL IDEA OF HOW FAR YOU'D BE ABLE TO OPERATE INTO

BUT I DID WANT TO NOTE THAT ALREADY, SINCE YOU'RE IN AND ACTIVELY THE CITY IS USING THAT UNASSIGNED FUND BALANCE TO IN DRAWING DOWN FROM THAT TO DO DIFFERENT PROJECTS THROUGHOUT THE CITY AS IT RELATES TO THE BUDGET RESULTS FOR THE YEAR, REVENUES CAME IN A LITTLE UNDER EXPECTATIONS BY 64,000, AND THAT'S LARGELY DUE TO PERMITS COMING IN UNDER EXPECTATIONS.

EXPENDITURES WERE UNDER BUDGET BY 1.2 MILLION.

OTHER SOURCES AND USES ARE GOING TO BE YOUR TRANSFERS IN, TRANSFERRED OUT AND THINGS OF THAT NATURE.

SO, WE HAD A NEGATIVE VARIANCE THERE OF 902,000 DUE TO TRANSFERS.

BUT OVERALL, THE BUDGET HAD A POSITIVE BUDGET VARIANCE OF 259,000.

SO, ASSUMING THE CITY WAS ABLE TO ACCOMPLISH EVERYTHING YOU WERE SEEKING TO ACCOMPLISH FOR THE YEAR, VERY, VERY HEALTHY BUDGET YEAR.

SO, THE CURRENT MANUAL WAS APPROVED IN MAY OF 2019.

FIRST STEP OF THE PROCESS WAS LEARNING WHAT THE CURRENT STANDARDS ARE, AND TALKING ABOUT SOME OF THE COMMON CONFUSION ASPECTS AND PRESSURE POINTS THAT WE HAVE WITH THE CURRENT STANDARDS WITH DEVELOPERS AND ENGINEERS.

AND THEN WE ALSO COMPARED THE STANDARDS TO BENCHMARK CITIES AND OUR EXPERIENCES AS DESIGN ENGINEERS TO COME UP WITH A PROPOSED DESIGN MANUAL.

IN EARLY FEBRUARY, WE SENT OUT THE PROPOSED DESIGN MANUAL, A DRAFT OF THE MANUAL TO ENGINEERS AND DEVELOPERS WITH RECENT EXPERIENCE IN SACHSE, FOR COMMENT AND REVIEW.

WE HAD A PUBLIC MEETING.

WE SENT THE INVITE AND THE DRAFT OUT TO 21 DIFFERENT PEOPLE 15 ENGINEERS, SIX DEVELOPERS.

AND WE GOT ABOUT ONE RESPONSE BACK AND INCORPORATED THAT INTO THE MANUAL.

SO, FOR THE CURRENT RENEWAL, I DON'T THINK YOU NEED TO READ TOO MUCH INTO THE PAGE COUNT.

I INCLUDED THAT TO INDICATE THAT THE CURRENT MANUAL HAS A LARGE AMOUNT OF INFORMATION IN THE APPENDIX THAT WE TRY TO PUT IN THE ACTUAL DESIGN MANUAL.

AND NOT HAVE TO HAVE A DEVELOPER.

AN ENGINEER REFERENCING BACK TO AN APPENDIX, HAVE IT ALL IN ONE PLACE SO IT'S EASY TO REFERENCE.

DEVELOPERS AND ENGINEERS ABOUT PROBLEMS. THE PROPOSED MANUAL IS 218 PAGES WITH APPENDIXES.

THERE'RE NINE SECTIONS THAT WE'RE GOING TO GO THROUGH RIGHT NOW.

SO, SECTION ONE IS GENERAL DESIGN REQUIREMENTS.

THERE'S BEEN MORE INFORMATION ADDED ON HOW AND WHO TO SUBMIT DESIGN DOCUMENTS TO CITY STAFF.

IT GOES OVER MINIMUM DESIGN REQUIREMENTS AND INCLUDES LINKS OR REFERENCES TO THE VARIOUS CITY MASTER PLANS.

THAT ANY DEVELOPMENT IS GOING TO HAVE TO ADHERE TO.

AND THEN IT TALKS ABOUT VARIANCE REQUESTS, WHICH WILL BE GRANTED THROUGH THE DIRECTOR OF PUBLIC WORKS BASED ON ENGINEERING JUDGMENT AND BEST MANAGEMENT PRACTICES.

SECTION TWO IS ROADWAY DESIGN CHANGES.

SO, THE DESIGN TABLES AND THICKNESSES OF PAVEMENTS HAVE NOT CHANGED, BUT THE STREET, ALLEY AND SIDEWALK GEOMETRY HAS BEEN UPDATED TO CURRENT DESIGN STANDARDS.

A BIG CHANGE IS WE HAVE THE 4000-PSI REQUIREMENT FOR ALL CONCRETE PAVING AND THE PUBLIC RIGHT OF WAY.

SO BASICALLY, ALL WATER AND SEWER DESIGNS NEED TO COMPLY WITH THE MASTER PLANS.

DESCRIBE SEPARATION AND CLEARANCE REQUIREMENTS FOR WATER AND SEWER LINES WHEN IN PARALLEL AND WHEN CROSSING.

BUT THE IMPORTANT SECTION IS THAT ALL UTILITY DESIGNS WILL BE EXTENDED TO THE UPSTREAM NEIGHBORS.
