WHEREAS THE GOVERNMENT FINANCE OFFICERS ASSOCIATION GFOA ADVANCES EXCELLENCE IN GOVERNMENT FINANCE BY PROVIDING BEST PRACTICES, PROFESSIONAL DEVELOPMENT RESOURCES AND PRACTICAL RESEARCH FOR THE MORE THAN 21,000 MEMBERS AND THE COMMUNITIES THEY SERVE.

AND WHEREAS, THE GFOA IS PLEASED TO ANNOUNCE THAT THE CITY OF SACHSE, TEXAS HAS RECEIVED THE ASSOCIATION'S CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING FOR THE ANNUAL COMPREHENSIVE FINANCIAL REPORT FOR THE FISCAL YEAR THAT ENDED SEPTEMBER 2023.

AND WHEREAS THE AWARD REPRESENTS A SIGNIFICANT ACHIEVEMENT BY THE ENTITY, REFLECTING THE COMMITMENT OF THE GOVERNING BODY AND THE STAFF TO MEET THE HIGHEST PRINCIPLES OF GOVERNMENTAL ACCOUNTING AND FINANCIAL REPORTING.

AND WHEREAS TO RECEIVE THE CERTIFICATE, THE ENTITY HAD TO GO BEYOND THE MINIMUM REQUIREMENTS OF GENERALLY ACCEPTED ACCOUNTING PRINCIPLES TO PREPARE THE ANNUAL COMPREHENSIVE FINANCIAL REPORTS THAT EVIDENCE THE SPIRIT OF TRANSPARENCY AND FULL DISCLOSURE.

SO THAT IS FOUR TAHOES FOR THIS YEAR THAT'S BEING BOUGHT.

SO I GUESS MY QUESTION IS, I MEAN, WHEN LOOKING THROUGH THE BUDGET, THERE WAS ONLY SUPPOSED TO BE TWO TAHOES FOR THE POLICE AND ONE TAHOE FOR FIRE THE FIRE.

SO THAT'S THAT QUESTION.

AND THEN I HAVE ANOTHER QUESTION.

I MEAN, OR JUST A COMMENT THAT IN FEBRUARY THERE WAS A CONTRACT AGREEMENT THAT WAS PRESENTED ON 2/5/24 FOR OVER 1.6 MILLION FOR CONCRETE SERVICES BY TWO DIFFERENT COMPANIES, MACMAHON, MACMAHON AND CSMG.

SO WHY IS THIS CITY STILL PAYING OTHER VENDORS FOR CONCRETE WORK? WHEN THE AGREEMENT WAS SIGNED IN FEBRUARY, LAST CHECKBOOK SUMMARY POSTED IS JUNE 24TH SACHSE.

BUT JULY, AUGUST SEPTEMBER IS NOT ON THERE.

BUT FOR EXAMPLE, JUNE 24TH REGISTER THERE'S BODEEN CONCRETE AND REYNOLDS ASPHALT WERE PAID FOR SERVICES.

AND ONE OF THE SERVICES THAT WAS PAID TO REYNOLDS WAS FOR 242,000.

SO IF YOU SIGN, I GUESS I'M TRYING TO FIGURE OUT IF THERE WAS A $1.6 MILLION AGREEMENT FOR THESE TWO CONCRETE COMPANIES. WHY ARE THEY WHY ARE Y'ALL OUTSOURCING MORE AND WHY ARE THE TWO BUSINESSES NOT DOING THE WORK? THAT'S IT.

AS YOU KNOW, WE'VE HAD A LOT OF DELAYS AND A LOT OF FRUSTRATIONS ON THOSE DELAYS, BUT WE CAN HAVE THOSE CONVERSATIONS TONIGHT ABOUT THE SPECIFICS OF THAT AND MAKE SURE WE CAN ANSWER ANY QUESTIONS FOR THE COUNCIL MOVING FORWARD ON THAT AND THEN PROVIDE THAT UPDATE, OF COURSE, TO THE PUBLIC ONCE THIS PRESENTATION IS GIVEN TONIGHT.

AND THEN I'LL COVER THE CHANGE ORDER PORTION OF THAT.

AGAIN, WE'LL GO THROUGH THE PROJECT SUMMARY RIGHT QUICK.

AGAIN, IT EXTENDS FROM PLEASANT VALLEY UP TO SACHSE ROAD.

IT HAS THREE BASIC OBJECTIVES.

ONE IS TO ADD CAPACITY.

IT'S GOING FROM A TWO LANE ASPHALT TO A FOUR LANE DIVIDED FACILITY.

SECOND PRIMARY GOAL IS TO REALIGN THE ROAD TO LINE UP WITH WOODBRIDGE AND FORM A SIGNALIZED INTERSECTION THERE.

AND THE THIRD AND AGAIN, VERY IMPORTANT OBJECTIVE OF THE ROAD IS TO RAISE IT OUT OF THE FLOODPLAIN.

WE HAVE TO RAISE THE LOWEST PORTIONS OF THE ROAD ABOUT SIX FEET, TO GET THEM UP OUT OF THE FLOODPLAIN OF WHAT IS COMMONLY KNOWN AS WILLOW LAKE WHICH IS AN SCS RESERVOIR FACILITY.

AND GO THROUGH A FEW ITEMS THAT ARE OF IMPORTANCE RIGHT AWAY.

HAS BEEN VERY IMPORTANT.

WE ARE FINALLY GETTING DOWN TO THE END.

WE HAVE ONE PARCEL THAT IS STILL NOT CLOSED.

IT'S MY UNDERSTANDING AS OF TODAY THAT THE ATTORNEYS HAVE WORKED SOMETHING OUT WITH THE LIEN HOLDER.

THE LIEN HOLDER IS NOT GOING TO REQUIRE THE PARCEL TO GO TO EMINENT DOMAIN, AND INSTEAD, THEY WILL AGREE TO CLOSE AT THE TITLE

THOSE REQUIRE NEW APPRAISALS AND PROCESSES TO GO THROUGH.

THERE WAS A RELOCATION WITH THE PROPERTY THERE THAT THAT FRONTS SACHSE ROAD THAT REQUIRED THAT A PROPERTY OWNER REMOVE A TENANT AND TAKE CARE OF THOSE TYPES OF THINGS.

SO AGAIN, EMINENT DOMAIN IS THERE FOR A REASON.

YOU KNOW, SOME OF THE PROPERTY OWNERS REALLY KIND OF USE THAT TO THEIR ADVANTAGE, I BELIEVE, TO GET THE MAXIMUM PRICE.

BUT THAT DOES UNFORTUNATELY COME AT SOME TIME EXPENSE IN ORDER TO GET THAT DONE.

ABOUT THE SAME TIME THAT WE STARTED ON RIGHT OF WAY IN 2021, WE SUBMITTED THE ROADWAY DESIGN AND HYDRAULIC CALCULATIONS FOR THE LAKE TO DALWORTH SOIL WATER CONSERVATION DISTRICT.

AGAIN, THAT FACILITY IS A GOVERNMENT RESERVOIR THAT IS UNDER THE GENERAL UMBRELLA OF THE US DEPARTMENT OF AGRICULTURE.

IT WAS BUILT IN THE 50S, ORIGINALLY FOR FLOOD CONTROL AND SEDIMENTATION CONTROL DOWNSTREAM.

THE NATURAL RESOURCE CONSERVATION SERVICE IS KIND OF AN ARM OF THE USDA.

THEY HAVE A LOCAL STATE OFFICE, AND THEY SERVE AS THE ENGINEER OF RECORD FOR THE FACILITY BECAUSE THE DEPARTMENT OF AGRICULTURE DOESN'T HAVE ENGINEERS.

THE DALWORTH SOIL AND WATER CONSERVATION DISTRICT IS BASICALLY A BOARD THAT HAS BEEN GIVEN RESPONSIBILITY FOR THESE TYPES OF FACILITIES THROUGH THE STATE.

AGAIN, THE FEDS PASSED DOWN RESPONSIBILITIES, THESE THINGS TO THE STATES.

THE STATES HAVE PASSED IT DOWN AGAIN TO LOCAL BOARDS TO MANAGE THESE THINGS.

WE WERE WORKING OUT OF THE OFFICE IN ARLINGTON, WHICH MANAGES BOTH DALLAS AND TARRANT COUNTY RESERVOIR FACILITIES.

WE HAVE WHEN WE INITIALLY THE FACILITY IS DESIGNED FOR TWO FEET OF WATER OVER THE EMERGENCY SPILLWAY, AND WE INITIALLY SUBMITTED A DESIGN COMPENSATING FOR THE ROAD THAT DID NOT INCREASE.

I BELIEVE WE WERE ABOUT A FOOT AND A HALF OVER THE SPILLWAY FOR THE 100 YEAR EVENT, WHICH WAS WHAT THE FACILITY WAS INTENDED TO BE DESIGNED FOR.

THEY HAVE COME BACK AND IT'S BEEN VERY DIFFICULT TO COORDINATE WITH THEM AGAIN.

WE WORK GENERALLY THROUGH THE BOARD WHO USES USDA AS A LIAISON.

AGAIN, THEY'RE THOSE PEOPLE WERE WORKING FROM HOME UNTIL 23, I THINK.

BUT WHEN BIDEN FINALLY ENDED THE EMERGENCY COVID EMERGENCY.

SO A LOT OF STAFF TURNOVER, JUST A LOT OF MISCOMMUNICATION BETWEEN NRCS AND DALWORTH THAT WE WERE THE UNFORTUNATE RECIPIENTS OF.

AT SOME POINT IT BECAME NECESSARY THAT WE WORKED DIRECTLY WITH NRCS STAFF, WORKED TO GET MEETINGS SET UP WITH THEM, AND THEY MORE OR LESS DID AGREE TO BEGIN TALKING DIRECTLY WITH US INSTEAD OF THROUGH THE BOARD IN ORDER TO EXPEDITE MATTERS.

THE BOARDS HAD TROUBLE MAINTAINING A QUORUM BECAUSE THEY'RE APPOINTED AND PEOPLE JUST DON'T WANT TO SERVE.

AND THEY AND THEY HAVE SOME SPECIAL REQUIREMENTS AS WELL THAT ARE SOMEWHAT UNIQUE.

SO WE HAVE FINALLY COME TO AN AGREEMENT WITH THEM, BUT THEY HAVE CHANGED CRITERIA A COUPLE TIMES ON US OVER THE COURSE, AND THAT IS WHAT SOME OF THE REVISED DESIGN REQUIREMENTS FEES ARE FOR IS TO CHANGE OUR DESIGNS TO ACCOMMODATE WHAT NRCS IS RECOMMENDING TO THE BOARD FOR APPROVAL.

NRCS CLAIMS THAT THE LAKE IS A FOOT AND A HALF HIGHER THAN IT SHOULD BE.

BECAUSE A RESIDENT BLOCKED UP THE OUTLET ON PURPOSE TO RAISE THE WATER LEVEL, AND WE TOTALLY DISAGREE WITH THAT.

BUT NEVERTHELESS, THEY'VE MADE US INCREASE OUR STORAGE FOR A FOOT AND A HALF BELOW THE EXISTING WATER SURFACE IN ORDER TO COUNTERACT THAT.

THE LAST ONE THAT THEY PUT ON US WAS, AGAIN, THE FACILITY IS ONLY DESIGNED FOR TWO FEET OVER THE SPILLWAY.

THEY CAME BACK AND SAID, WE WANT STORAGE RESTORED ALL THE WAY TO THE TOP OF THE DAM ELEVATION.

SO THAT'S ANOTHER FIVE FEET.

AND WE'RE RUNNING OUT OF ROOM ON THE WEST SIDE OF THE OF MERIT.

IN ORDER TO EXCAVATE ENOUGH MATERIAL TO COMPENSATE FOR THE ROADWAY.

SO, WE MADE WE DETERMINED THAT THE BEST THING TO DO WAS TO ABANDON THE ORIGINAL DESIGN.

GO WITH A MORE NARROW FOOTPRINT.

LOWER THE ROAD SLIGHTLY AND LOWER THE TRAIL BACK DOWN TO AN ELEVATION WHERE IT WOULD NOT NECESSARILY BE PROTECTED FROM THE 100 YEAR STORM.

AND WE MET WITH THE BOARD TWO MONTHS AGO AND THEY BASICALLY SAID, YES, WE CONCUR BECAUSE IN OUR CASE HAS NO OBJECTIONS TO THAT DESIGN.

PENDING RECEIPT OF FINAL PLANS.

SO, YOU KNOW, ONCE WE GET FINAL PLANS AGAIN, WE HAVE A DOCUMENT FROM THEM THAT IF WE SUBMIT THE SAME THING THAT WE PRESENTED TO THEM, THEY WILL APPROVE IT.

SO THAT'S KIND OF WHERE WE ARE.

AND THAT'S, YOU KNOW, FORTUNATELY, IT'S NOT BEEN A IT'S NOT REALLY YOU KNOW, IT'S NOT THE ONLY THING THAT'S KEPT THE PROJECT FROM PROCEEDING. BUT WE WE DO HAVE AN EXTRA LITTLE STEP HERE TO GET THE 90% DONE WHERE THIS HAS CAUSED, YOU KNOW, ARGUABLY SOME DELAY.

UTILITY COORDINATION IS THE NEXT THING THAT IS REALLY CRITICAL PATH.

AGAIN, THERE ARE EIGHT FRANCHISE UTILITIES IN THE CORRIDOR.

THERE'S ABOUT 80 DIFFERENT CONFLICTS WITH THE PROJECT THAT ALL NEED TO BE WORKED OUT.

WE'VE BEEN WORKING MONTHLY WITH ALL THE UTILITY COMPANIES SINCE MAY IN ORDER TO GET THEIR DESIGNS DONE. WE'RE VERY CLOSE WITH THREE OF THEM.

ONCOR, FARMERS ELECTRIC AND ATMOS HAVE ALL SENT US BASICALLY THEIR PRE-FINAL RELOCATION DRAWINGS.

WE'RE COORDINATING POLE LOCATIONS AND ELEVATIONS AND THINGS TO MAKE SURE THAT THEY CAN START WORK AS SOON AS POSSIBLE.

WE DEFINITELY WANT TO GET THE ELECTRIC STUFF DONE OVER THE WINTER.

NO ONE'S GOING TO TAKE POWER DOWN DURING THE SUMMER.

SO WE'RE CAUTIOUSLY OPTIMISTIC THAT THEY'LL SUBMIT FOR PERMITS.

THEY'LL GET THEIR PERMITS APPROVED AND START DOING WORK IN DECEMBER OR AT THE VERY LATEST JANUARY.

AS FAR AS SCHEDULE UPDATE AND TIMELINES AGAIN.

SO WE BELIEVE WE CAN REVISE THE PLANS AND SUBMIT 90% DRAWINGS TO TXDOT AND CITY OF SACHSE IN FEBRUARY. I SUSPECT THAT WOULD BE EARLY FEBRUARY.

WE'LL GET COMMENTS BACK FROM BOTH THE STATE AND THE CITY.

HOPEFULLY ADDRESS THOSE IN APRIL AND THEN SUBMIT FINAL PLANS IN JUNE OF 2025 FOR APPROVAL.

THAT WOULD BE WHEN TXDOT WOULD ISSUE THEIR LETTER OF AUTHORITY, ALLOWING THE CITY TO ADVERTISE THE PROJECT FOR BIDS.

AND WE DON'T ANTICIPATE THAT UNTIL PROBABLY SEPTEMBER OF 2025 AT THIS POINT.

THIS IS JUST A TIMELINE.

WE UNFORTUNATELY THE OF THE REMAINING TASKS THERE.

THE ONE I HAVEN'T SPOKEN OF IS THE REEVALUATION.

THE ORIGINAL APPROVAL OF THE ENVIRONMENTAL DOCUMENTS EXPIRES IN AFTER THREE YEARS.

SO THAT DID EXPIRE.

WE ARE IN THE PROCESS RIGHT NOW OF FILLING OUT FORMS TO GET A, QUOTE, REEVALUATION COMPLETED.

I DON'T ANTICIPATE ANY PROBLEMS WITH THAT.

WE DO HAVE TO DO SOME ARCHEOLOGICAL WORK ON THE PROPERTIES WHERE WE WERE DENIED ACCESS ORIGINALLY, BECAUSE THEY JUST WOULDN'T LET US ON THE SITE.

SO THAT'S GOING ON THERE.

WE DO HAVE A CORE 404 PERMIT.

IT'S A NATIONWIDE PERMIT, SO WE'RE NOT ANTICIPATING ANY PROBLEMS WITH THAT OR EXTENDED DELAYS.

THE INCOMING ADMINISTRATION'S MORE THAN LIKELY GOING TO MAKE IT EASIER, NOT HARDER, TO GET THAT DONE.

SO HOPEFULLY THAT DOESN'T PRESENT ANY KIND OF PROBLEM.

AND THAT'S JUST KIND OF I MEAN, DENNIS DID A GOOD JOB OF KIND OF SUMMARIZING ALL THE OBSTACLES THAT WE'VE ENCOUNTERED ALONG THE WAY.

WE HAVE A PLAN FORWARD TO ADDRESS THESE ISSUES, BUT IT DOES TAKE A LITTLE BIT OF EXTRA EFFORT ON HIS HALF.

SO. AGAIN, THIS ALSO TAKES INTO SORRY INTO CONSIDERATION THE ELEMENTS THAT TEXT THAT HAS TO DO BECAUSE WE STILL ARE ONLY TECHNICALLY AT A 30% PLAN SET.

WE HAVE 90% PLANS READY TO GO TO TXDOT.

BUT WE DO HAVE TO REVISE THE DRAINAGE COMPONENTS THAT THE USDA HAS REQUIRED.

AGAIN, WE DO HAVE TO DO A LITTLE BIT OF ADDITIONAL ARCHEOLOGICAL SURVEY ON THE PROPERTIES WE COULDN'T GET TO.

I THINK JUST A LOT OF THINGS THAT WE DIDN'T ANTICIPATE OR COULDN'T HAVE ANTICIPATED.

I THINK I REMEMBER THE VERY ONE OF THE VERY FIRST DELAYS ON THIS PROJECT BEING THE 20, WHAT, 20 EARLY 2018 GOVERNMENT SHUTDOWN AT THE FEDERAL LEVEL THAT DELAYED US.

TXDOT DID NOT REVIEW PLANS FOR ALMOST NINE MONTHS.

YEAH. THAT IS JUST LIKE EVERY TIME WE SEEM TO GET OUT OF OUR CONTROL AND HAVE TO DEAL WITH ANOTHER GOVERNMENT ENTITY.

IT WASN'T JUST 30 DAYS OR 60 DAYS.

IT WAS SIX MONTHS, NINE MONTHS, 18 MONTHS, 11 MONTHS.

YOU KNOW, THE WATER BOARD COULDN'T HAVE A QUORUM FOR A YEAR AND A HALF, AND THEY DIDN'T TELL US THAT THEY DIDN'T HAVE A QUORUM, AND THEY DIDN'T TELL US THAT THEY DIDN'T.

WELL, THAT GOT MR. SATRY UP.

WELL, AGAIN, I'M GETTING FIRED UP NOW.

IF THE ONLY THING THAT YOU REALLY COULD HAVE DONE.

AGAIN, WE'RE DEALING WITH THE FEDERAL GOVERNMENT AND A LOT OF TURNOVER AND AGAIN, THE WHOLE COVID THING AND BUT, YOU KNOW, UNFORTUNATELY, IF YOU HAD PAID FOR EVERYTHING YOURSELF, IT WOULD HAVE GONE MUCH FASTER.

AND THE FEDERAL GOVERNMENT'S GOING TO PAY FOR 80% OF IT.

GENERALLY AS AS PART OF THE DEAL.

AND IT'S JUST YOU TAKE THEIR MONEY, YOU TAKE THEIR DELAYS OR THEIR TIMETABLE, AND WE WORK AROUND THEM AS BEST WE CAN.

BUT AGAIN, IT'S IT IT IS DIFFICULT AND FRUSTRATING AT TIMES.

I THINK WE'RE I THINK YOU'RE FRUSTRATED AND YOU'RE FRUSTRATED AND I'M FRUSTRATED AND THE COUNCIL IS FRUSTRATED, AND THE FOLKS THAT LIVE ON THAT USE THAT ROAD ARE FRUSTRATED, AND THE PEOPLE THAT USE THE INTERSECTION, THAT SACHSE ROAD ARE FRUSTRATED.
