THAT ITEM WILL BE AT OUR AT OUR FEBRUARY MEETING, SO THAT THAT IS NOT SOMETHING THAT WE'LL HAVE THIS EVENING.

ICSC, SOME OF YOU I THINK ALL OF YOU ARE AWARE, SOME MAY BE MORE FAMILIAR, BUT WE ARE DEEP IN THE PLANNING FOR THE TRADE SHOW AT RED RIVER. IT'S GOING TO BE JANUARY 30TH AND 31ST OF THIS MONTH.

WE HAVE BEEN PLANNING AND SETTING UP VARIOUS APPOINTMENTS AND MEETINGS, AND WE HAVE A GREAT TEAM GOING DOWN THIS YEAR, INCLUDING OUR PLANNING DIRECTOR, WHICH I THINK GIVES US A HUGE ADVANTAGE WHEN WE'RE DOWN THERE MEETING WITH FOLKS.

BECAUSE IF THERE'S QUESTIONS ABOUT DEVELOPMENT, I CAN SAY, HERE'S THE PLANNING DIRECTOR WHO CAN ANSWER ANY ZONING RELATED QUESTIONS THAT YOU MIGHT HAVE. SO WE'RE WE'RE EXCITED TO BE THERE, HAVE SOME GOOD MEETINGS SET UP AND WE'RE NOT EVEN DONE SCHEDULING.

SO WE'LL BE QUITE BUSY AND EXCITED TO REPORT BACK ABOUT THAT TRADE SHOW.

THE COMPREHENSIVE PLAN. WE CONTINUE FORGING AHEAD WITH THE UPDATE TO THAT PLAN.

WE HAD A CHECK IN CALL WITH THE PLANNING CONSULTANTS ACTUALLY ON THE PHONE WITH THEM TODAY.

THEY'RE IN THE PROCESS OF TWEAKING OUR FUTURE LAND USE PLAN, AND WHAT WE EXPECT WILL BE A COMMUNITY SUMMIT TYPE MEETING.

WE'VE HAD A FEW KIND OF COMMUNITY OPEN HOUSES TO GAIN INPUT ON THE PLANNING PROCESS, AND THEN WE'LL HAVE ANOTHER ONE LIKELY AT SOME POINT IN FEBRUARY.

SO BE ON THE LOOKOUT FOR A DATE FOR A COMMUNITY SUMMIT FOR INPUT ON KIND OF WHAT WE'VE GOT SO FAR RELATIVE TO THE COMPREHENSIVE PLAN.

WE'RE MOVING ALONG ACCORDING TO THE TIMELINE.

SO CERTAINLY MORE TO COME THERE. THE PLANNING CONSULTANTS ARE DOING QUITE A BIT OF WORK, AND WE HAD A BIG MEETING LAST WEEK ABOUT HIGHWAY 78 SPECIFICALLY. I KNOW THAT'S BEEN A BIG KIND OF FOCUS AREA FOR YOU ALL.

SO THEY'RE STUDYING THAT CORRIDOR AND WE'RE LOOKING INTO THAT SPECIFICALLY.

SO MORE TO COME THERE. BUT WE'RE EXCITED ABOUT WHERE WE'RE AT SO FAR.

AND THEN OUR NEXT EDC BOARD MEETING IS GOING TO BE FEBRUARY 20TH, 2025.

WE'VE THE PURPOSE AND THE KIND OF OVERVIEW. WE'LL GET IT A LITTLE BIT OF BACKGROUND.

I KNOW EVERYBODY IS FAMILIAR AND KIND OF SOME OF THE SAME INFORMATION WAS INCLUDED IN THE PACKET THAT WENT OUT, BUT GIVE A POTENTIAL SCOPE OF WORK, WHICH IS REALLY THE BULK OF WHAT WE'LL BE DISCUSSING THIS EVENING.

A POTENTIAL TIMELINE KIND OF GO OVER WHAT THE PROCESS IS AND HIGHLIGHT SOME NEXT STEPS.

AND OF COURSE, AS ALWAYS, TAKE ANY QUESTIONS THAT YOU ALL HAVE.

WE PUT IT ALL OUT THERE AND WE'RE INVITING CANDIDATES THAT WOULD LIKE TO SUBMIT TO DO THIS WORK TO PROVIDE THEIR STATEMENT OF QUALIFICATIONS.

WE EVALUATE THOSE, AND THAT'S HOW WE BEGIN THE SELECTION PROCESS.

SO WHEN YOU SEE ME SAY RFQ, THAT'S WHAT I'M REFERRING TO.

SO QUICK HISTORY AND NONE OF YOU ALL WERE ON THE BOARD.

BUT BACK IN 2021, THE COUNCIL AND THE EDC WORKED TOGETHER WITH THE FACILITATOR, DEVELOPED SOME GOALS AND OBJECTIVES.

YOU ALL HAVE SEEN THOSE GOALS. THOSE WERE ADOPTED IN 21.

WE REACHED OUT TO SOME FIRMS, AS A RESULT OF THAT EFFORT TO DO A TARGET SECTOR CLUSTER ANALYSIS.

THAT WAS ONE OF THE GOALS IN THAT INITIAL DOCUMENT.

THE BOARD AT THE TIME ASKED US TO KEEP THAT IN HOUSE, SO WE KIND OF DID OUR OWN SORT OF TARGET INDUSTRY ANALYSIS, WHICH IS ON THE WEBSITE. YOU CAN FIND IT NOW IN 2023.

SOME OF YOU MIGHT BE MORE FAMILIAR WITH THIS, BUT WE CAME, WE BROUGHT THE GOALS BACK TO YOU, DID A REPRIORITIZATION EXERCISE. THEY WERE ADOPTED BY BOTH THE EDC AND THE COUNCIL, AND THAT'S WHAT'S OUT THERE NOW.

IT'S OUR CURRENT STRATEGIC GUIDING FRAMEWORK.

IT'S ON OUR WEBSITE. I THINK I THINK ALL OF YOU HAVE WERE EITHER INVOLVED OR HAVE CERTAINLY SINCE SEEN THOSE GOALS.

WE TALKED IN EARLY 2024 ABOUT THE GOALS AND OBJECTIVES, AND I THINK SOME OF THE COMMENTS WERE TO FURTHER FOCUS AND GET SOME PRIORITY DISCUSSING. WE DISCUSSED USING A CONSULTANT, WHICH IS THE DIRECTION THAT WE'RE HEADING.

WE BROUGHT FORWARD KIND OF A SCOPE AT THE TIME.

AND THEN OF COURSE, ONE OF THE GOALS BEING TO ENSURE ALIGNMENT BETWEEN THE ECONOMIC DEVELOPMENT STRATEGIC PLAN AND THE COMPREHENSIVE PLAN. AS YOU KNOW, WE'RE SET FOR PLAN ADOPTION PROBABLY SOMETIME MAY JUNE.

AND LOOKING TO KICK THIS PLAN OFF? APRIL. MAY POSSIBLY.

SO THE TIMELINE SYNC UP, WHICH IS KIND OF WHY WE HELD OFF A LITTLE BIT, WHY WE BROUGHT THIS TO YOU ALL THIS EVENING.

THERE'S FUNDING IN OUR BUDGET FOR THIS STRATEGIC PLAN THAT HAS BEEN SET ASIDE.

SO SEPTEMBER PROVIDED A STATUS UPDATE. AGAIN, WE TALKED ABOUT ALIGNING THE TIMELINES FOR THE ECONOMIC DEVELOPMENT PLAN AND THE COMPREHENSIVE PLAN DECIDED LOOK, LET'S REFINE THE SCOPE, BRING IT BACK TO YOU ALL, AND THEN WE'LL ISSUE THE RFQ AT THE BEGINNING OF 2025.

SO THAT IS WHAT WE'RE PROPOSING TO DO A SIMILAR PROCESS FOR SELECTING THE COMPREHENSIVE PLAN CONSULTANT.

WE I MANAGED THAT EFFORT. IT WAS A GOOD A GOOD PROCESS.

AND YOU GET YOU GET FOLKS THAT MAYBE YOU WOULDN'T HAVE THOUGHT OF THAT WANT TO APPLY.

AND WE'VE CERTAINLY DEVELOPED RELATIONSHIPS WITH GROUPS THAT WE'D BE ABLE TO ALSO SAY, HEY, THIS RFQ IS OPEN.

IF YOU'D LIKE TO APPLY, HERE'S HOW YOU CAN DO THAT. WE WOULD ADVERTISE IT IN VARIOUS CHANNELS AND SO FORTH.

AND WE ESSENTIALLY KIND OF KIND OF SCORE THE SUBMITTALS THAT WE RECEIVE.

SO THE SCOPE OF WORK ESSENTIALLY IS OUTLINING THE KINDS OF THINGS THAT WE WOULD LIKE TO SEE ADDRESSED WITHIN THE RFQ AND STATEMENT OF QUALIFICATIONS SUBMITTALS. WE THINK IT WOULD GIVE US A GOOD KIND OF STRATEGIC PLAN TO ADDRESS THE NEXT 3 TO 5 YEARS.

SO I'VE GOT THE NEXT COUPLE OF SLIDES ESSENTIALLY DIVE INTO THOSE BROADER CATEGORIES THAT WE WOULD ASK FOR THE RESPONDENTS TO ADDRESS.

WE ESSENTIALLY WOULD EVENTUALLY GET AND WE'D DO INTERVIEWS WITH THE AFTER SOME SCORING AND WE'D MAKE A SELECTION.

SOME OF THIS OBVIOUSLY HAS HAS BEEN DONE THROUGH THE COMPREHENSIVE PLANNING EFFORT.

WITH REGARD TO EXISTING CONDITIONS, BUT CERTAINLY LOOKING AT OUR OUR CONTEXT AND FUTURE PROJECTIONS WHERE WE ESSENTIALLY CAN EXPECT TO BE IN THE NEXT FEW YEARS. ALL OF THIS, OF COURSE, THROUGH THE LENS OF ECONOMIC DEVELOPMENT SPECIFICALLY, RIGHT. SO A SWOT ANALYSIS LOOKING AT STRENGTHS, WEAKNESSES, OPPORTUNITIES, THREATS, LOOKING AT, YOU KNOW, THE ECONOMIC DEVELOPMENT LANDSCAPE IN SACHSE.

OF COURSE THIS THE RETAIL LEAKAGE PIECE AND SATURATION BEING A CRITICAL PIECE OF THIS.

WE'VE GOT THE PLACE FOR DATA AND INFORMATION THAT WE CAN KIND OF LOOK AT, BUT WOULD LOVE SORT OF A ROBUST STUDY INTO SOME OF THIS AND WHERE

THOSE HAVEN'T REALLY BEEN ADDRESSED SINCE I'VE BEEN HERE.

WE'VE KIND OF KEPT THE SAME. I THINK THAT THEY'RE GOOD, BUT IS IT WORTH LOOKING AT THOSE LOOKING AT SOME BEST PRACTICES? IDENTIFICATION OF ANY TOOLS AND RESOURCES. AGAIN, WE'VE TALKED IN THE PAST ABOUT CRM TOOLS AND THE DESIRE TO PURSUE ONE OF THOSE. BUT MAYBE THERE'S OTHER GAPS, RIGHT, THAT WE SHOULD HAVE THINGS OR RESOURCES TO DISPATCH TO, TO MAKE US KIND OF THE BEST WE CAN BE. OF COURSE, TARGET INDUSTRY AND CLUSTER ANALYSIS.

SO WE'VE DONE THE INTERNAL TARGET INDUSTRY ANALYSIS AGAIN THINGS WE'VE IDENTIFIED NICHE AND BOUTIQUE RETAIL, THE LIFE SCIENCES TYPE OFFICE PRODUCT, THINGS OF THAT NATURE.

BUT REALLY HAVING SOMEBODY DO A DEEPER DIVE, A MORE ROBUST.

LOOK AT WHERE OUR BEST OPPORTUNITIES FOR SPECIALIZATION MIGHT BE.

WHERE WE COULD BE MOST COMPETITIVE. SORT OF STUDYING WORKFORCE AND TALENT.

OF COURSE, WE KNOW IF A BUSINESS IS LOOKING. SITE SELECTORS ARE LOOKING FOR, YOU KNOW, A COUPLE MOST IMPORTANT THINGS OR BEING ABLE TO HIRE PEOPLE AND, YOU KNOW, TALENTED PEOPLE THAT CAN DO THE WORK, OF COURSE, WHICH IS A GREAT ADVANTAGE FOR DFW.

AND THEN JUST, YOU KNOW, JOB CREATION. SO CLUSTERING WHAT WE'RE TALKING ABOUT IS KIND OF YOU HAVE THE TELECOM CORRIDOR IN RICHARDSON, YOU HAVE THIS CLUSTER OF KIND OF TECH TYPE USES.

AND SO WE WOULD LOOK AT HOW CAN WE AS SACS CAPITALIZE ON THAT.

AND SO WE CERTAINLY KNOW WE'RE NOT EXCEEDING THAT AMOUNT.

BUT WHAT I WOULD BE ASKING FOR IS SOMETIME BETWEEN CONSULTANT SELECTION AND ACTUALLY EXECUTING AN AGREEMENT, THERE'S THAT THAT FURTHER REFINEMENT OF WHAT THEY'LL DO AND THEIR KIND OF THEIR TIMELINES AND GANTT CHARTS AND ALL THAT SORT OF THING.

AND WE'D COME BACK AND ASK FOR APPROVAL TO EXECUTE A CONTRACT.

SO THIS IS VERY SIMILAR TO HOW THE PLAN, THE COMPREHENSIVE PLAN PROCESS WENT.
