TRAFFIC CONGESTION INCREASED TRAFFIC ON RESIDENTIAL STREETS, CREATING POTENTIAL SAFETY HAZARDS. PUBLIC SAFETY RISKS, EMERGENCY VEHICLE ACCESS CONCERNS DUE TO PARKED VEHICLES, NARROWING PASSAGEWAYS AND PROPERTY IMPACTS, POTENTIAL DEVALUATION OF HOMES DUE TO PARKING AND TRAFFIC ISSUES. SO REALLY WHAT I WANTED TO FOCUS ON IS THE ACTUAL PARKING AND TRAFFIC CONCERNS. I SPOKE WITH CHIEF WADE, OUR FIRE CHIEF, WHO REVIEWED THE CONCERNS AND NOTED THAT TO DATE, THERE HAVE BEEN NO REPORTED DELAYS OR INABILITY TO RESPOND TO EMERGENCIES DUE TO ANY ILLEGAL PARKING OR CONGESTION. ANY INSTANCES OF VEHICLES PARKED IN FRONT OF FIRE HYDRANTS HAVE BEEN APPROPRIATELY ADDRESSED AT THE TIME THAT THEY OCCUR. AND THEN FROM THE POLICE DEPARTMENT, IN MY CONVERSATIONS WITH CHIEF SYLVESTER, THEY REALLY THEIR OBSERVATIONS WERE PARKING ISSUES OCCUR PREDOMINANTLY DURING HIGH VOLUME FRIDAY SERVICES AND SPECIAL EVENTS. AND THIS IS RELATED TO THE ETHIOPIAN ORTHODOX CHURCH THAT'S ACROSS THE STREET FROM THE APPLICANT'S PROPERTY. AND DURING A PRIOR EVENT, AN OFFICER WAS CONTACTED TO ASSIST WITH TRAFFIC AND WAS ABLE TO ENFORCE PARKING LAWS EFFECTIVELY. BEN DAVIS ROAD DOES ALLOW FOR CURBSIDE PARKING ON BOTH SIDES, WHILE MAINTAINING AT LEAST ONE OPEN LANE IN EACH DIRECTION FOR EMERGENCY RESPONSE. SOUTHRIDGE DRIVE AND HIGH RIDGE DRIVE ARE WIDE ENOUGH TO ALLOW PASSAGE OF EMERGENCY VEHICLES, EVEN WITH LEGAL PARKING ON BOTH SIDES, THOUGH, THIS CAN CREATE AN OCCASIONAL CONGESTION. AND AS I MENTIONED, THE ETHIOPIAN CHURCH AT 5505 BEN DAVIS MAY ALSO SOMETIMES CONTRIBUTE TO SOME OVERFLOW PARKING CONCERNS. THE PROPOSED DEVELOPMENT, WHICH WOULD ENCOMPASS A LARGER FACILITY DESIGNED FOR GROWTH, WILL SIGNIFICANTLY INCREASE THIS EXISTING CONGESTION, LEADING TO INCREASED COMMUTE TIMES FOR RESIDENTS, INCREASED NOISE POLLUTION, SAFETY CONCERNS DUE TO INCREASED TRAFFIC FLOW. EMERGENCY VEHICLE ACCESS DIFFICULTIES. THIS IS A CRUCIAL POINT. SOUTHRIDGE DRIVE. AS IT STANDS, ALREADY PRESENTS CHALLENGES FOR LARGER VEHICLES DURING PEAK TRAFFIC AND WORSHIP TIMES. AND TONIGHT, I'M GOING TO GIVE YOU A BRIEF OVERVIEW OF THE ACFR, DISCUSS THE AUDIT PROCESS, PRESENT OUR AUDIT RESULTS, AND TOUCH ON SOME FINANCIAL HIGHLIGHTS. SO TO GO AHEAD AND GET STARTED WITH A BRIEF OVERVIEW OF THE CFR. SO ON THIS SLIDE I'M NOT GOING TO GO INTO TOO MUCH DETAIL, BUT THERE ARE SEVERAL DIFFERENT COMPONENTS OF THE ACT FOR THE FINANCIAL STATEMENTS. AND OUR OPINION RELATES TO THE BASIC FINANCIAL STATEMENTS AS DESCRIBED OVER HERE. THAT WAS REALLY ALL I HAD TO SAY ABOUT THAT. MOVING ON TO THE AUDIT PROCESS. SO HOW DO WE ARRIVE AT OUR CONCLUSIONS THAT ARE THEN DISCLOSED IN THE OPINION LETTER? SO OUR AUDIT PROCESS, WE LIKE TO THINK OF IT IN TWO DIFFERENT PHASES THE PLANNING PHASE AND THE FIELDWORK PHASE. DURING THE PLANNING PHASE, WE ARE ASSESSING INTERNAL CONTROLS. SO PERFORMING INTERNAL CONTROL INTERVIEWS, DOING SOME PRELIMINARY INTERNAL CONTROL TESTING, PERFORMING A RISK ASSESSMENT. SO THAT PRETTY MUCH GUIDES OUR AUDIT PLAN FOR WHEN WE RETURN FOR FINAL FIELDWORK, WHICH IS WHEN WE TEST MATERIAL BALANCES AND TRANSACTIONS IN THE FINANCIALS AND DO SOME COMPLIANCE TESTING, ESPECIALLY AS IT RELATES TO YOUR MAJOR FEDERAL PROGRAMS. MOVING ON TO OUR AUDIT RESULTS, WE DISCLOSE OUR RESULTS IN FOUR SEPARATE LETTERS TO YOU. AND I'M GOING TO TOUCH ON EACH OF THEM BRIEFLY. SO FIRST WE HAVE OUR INDEPENDENT AUDITOR'S REPORT OR OUR OPINION LETTER. IN THIS REPORT WE DEFINE BOTH OUR ROLES AS THE AUDITORS AND MANAGEMENT'S ROLES AS THEY RELATE TO THE FINANCIAL STATEMENTS. TO REITERATE, THESE ARE MANAGEMENT'S FINANCIAL STATEMENTS. THEY TAKE OWNERSHIP OF THEM, AND WE'RE JUST ENGAGED TO ISSUE AN OPINION ON WHETHER WE BELIEVE THEY'RE FREE OF MATERIAL MISSTATEMENT DUE TO FRAUD OR ERROR. [01:30:06] AND WITH THAT, WE DID ISSUE AN UNMODIFIED OPINION OR CLEAN OPINION, WHICH IS THE HIGHEST LEVEL OF ASSURANCE THAT WE CAN PROVIDE, MEANING WE DIDN'T FIND ANYTHING MATERIALLY INCORRECT OR ANYTHING THAT COULD MATERIALLY AFFECT YOUR DECISION MAKING AS MEMBERS OF THE COUNCIL OR THAT OF ANY OTHER USERS OF THE FINANCIAL STATEMENTS. NEXT LETTER THAT WE'RE REQUIRED TO ISSUE IS BECAUSE WE ARE PERFORMING AN AUDIT IN ACCORDANCE WITH GOVERNMENT AUDITING STANDARDS. WE ARE REQUIRED TO PERFORM SOME LIMITED TESTING OVER INTERNAL CONTROLS AS IT RELATES TO VARIOUS AREAS OF THE FINANCIAL STATEMENTS. AND WE'RE NOT OPINING ON THE EFFECTIVENESS OF THE INTERNAL CONTROLS, BUT RATHER, IF WE COME ACROSS ANY INSTANCES OF NONCOMPLIANCE AND OUR LIMITED TESTING, WE WOULD DISCLOSE IT HERE. WE DID COME ACROSS A TWO FINDINGS, BUT THEY ARE DISCLOSED IN FURTHER DETAIL IN THE SINGLE AUDIT REPORT. AND IF YOU READ THROUGH THE NARRATIVE, IT WAS A WEIRD, LIKE, ONE OFF SITUATION. IN BOTH INSTANCES, AND WE DIDN'T FIND THE ISSUES TO BE ANYTHING PERVASIVE OR ANYTHING THAT WOULD INDICATE THAT THE REST OF THE FINANCIAL STATEMENTS ARE MATERIALLY MISSTATED, AS IS EVIDENCED BY OUR AUDIT OPINION STILL ISSUED A CLEAN, UNMODIFIED OPINION. NEXT LETTER THAT WE'RE REQUIRED TO ISSUE IS THIS REQUIRED COMMUNICATION WITH GOVERNANCE? THE SEPARATE LETTER THAT YOU HAVE IN FRONT OF YOU? IT'S PRETTY STANDARD VERBIAGE THAT WE'RE REQUIRED TO DISCLOSE SINCE WE'RE WORKING WITH TAXPAYER MONEY. BUT REALLY THE HIGH POINTS HERE ARE WE CONDUCTED OUR AUDIT IN ACCORDANCE WITH ALL ETHICS AND INDEPENDENCE REQUIREMENTS. ALL THE MATERIAL MISSTATEMENTS OR ANY CORRECTIONS THAT WE IDENTIFIED, MANAGEMENT, MADE THOSE CORRECTIONS. AND JUST TO THROW IN SOMETHING FANCY FOR YOU, WE DID ADOPT TWO NEW ACCOUNTING STANDARDS THIS YEAR, AND THAT'S JUST REFLECTED IN THE PRESENTATION OF THE FINANCIALS. THE LAST LETTER THAT WE'RE REQUIRED TO ISSUE RELATES TO INTERNAL CONTROLS AND COMPLIANCE OVER YOUR MAJOR FEDERAL PROGRAMS. SO IN THIS SCREEN OVER HERE IS A BRIEF SUMMARY OF THE SCHEDULE OF EXPENDITURES OF FEDERAL AWARDS, OR THE CFR, WHICH WE'VE IDENTIFIED ALL OF YOUR MAJOR FEDERAL PROGRAMS AND ALL OF THE FEDERAL GRANT EXPENDITURES THAT THE CITY INCURRED DURING THE YEAR. HERE IS A BRIEF SUMMARY OF OUR AUDITORS RESULTS AS IT RELATES TO OUR SINGLE AUDIT. SO HERE YOU CAN SEE THE TWO INTERNAL CONTROL FINDINGS THAT WE HAD DOCUMENTED. BUT WE DIDN'T FIND ANY ISSUES OF COMPLIANCE AS IT RELATES TO YOUR MAJOR FEDERAL PROGRAMS. AND HERE'S AN ADDITIONAL PIECE OF THE SCHEDULE OF FINDINGS AND QUESTIONED COSTS. BUT HERE WE IDENTIFY THE TWO PROGRAMS THAT WE TESTED AS PART OF OUR SINGLE AUDIT, THE ARPA MONEY THAT YOU SPENT, AND THEN TXDOT HIGHWAY PLANNING AND CONSTRUCTION. I THINK THAT WAS FOR THE MERRITT ROAD IMPROVEMENTS, BUT. SO JUST TO TOUCH ON SOME FINANCIAL HIGHLIGHTS HERE IN THIS CHART, WE'VE KIND OF BROKEN OUT THE FUND BALANCE OF YOUR GOVERNMENTAL FUNDS. SO YOU CAN SEE THE BIGGEST CHUNK IS ATTRIBUTED TO CAPITAL PROJECTS. BUT GENERAL FUND BALANCE IS ABOUT 12.6 MILLION. LOOKING AT GENERAL FUND BALANCE SPECIFICALLY SO IT'S MY UNDERSTANDING THE CITY TRIES TO MAINTAIN AT LEAST 25 TO 35% OF UNASSIGNED GENERAL FUND BALANCE AVAILABLE TO BE SPENT ON OPERATING EXPENDITURES IN THE FUTURE. SO LAST YEAR, THAT PERCENTAGE WAS ABOUT 69.6%, AND THIS YEAR IT WAS ABOUT 32%. BUT IN REVIEWING YOUR BUDGET, THAT WAS A PLANNED REDUCTION IN FUND BALANCE. SO EVEN THOUGH THAT DECREASED THAT SHOULDN'T BE OF ANY CONCERN NECESSARILY. AND THEN JUST LOOKING AT YOUR UTILITY FUND. SO THIS FUND IS A SELF-SUSTAINING. SO WHAT ARE THE RESULTS OF THOSE OPERATIONS. WELL YOUR REGULAR OPERATING INCOME WAS ALMOST 4 MILLION. SO THAT'S JUST FROM WATER SEWER SALES AND YOUR NORMAL OPERATING EXPENDITURES OPERATING EXPENSES. BUT IN ADDITION TO THAT, THERE WERE SOME CAPITAL CONTRIBUTIONS WHICH INCREASED YOUR OVERALL UTILITY FUND NET POSITION BY ALMOST $6 MILLION. SO THAT 59.3 MILLION IN UTILITY FUND ENDING NET POSITION IS SPLIT BETWEEN ABOUT $35.7 MILLION IN NET INVESTMENT IN CAPITAL ASSETS. SO THAT EQUITY IS JUST TIED UP IN YOUR FIXED ASSETS IN THAT FUND. AND THEN ABOUT 23.6 MILLION IS AVAILABLE TO BE SPENT ON OTHER OPERATIONS OF THE UTILITY FUND. [01:35:04] THAT WAS ALL I HAD.
