I'LL HIGHLIGHT SOME OF THE CHANGES FROM THE PREVIOUS BOARD MEETING.
HIGHLIGHT REVENUES AND EXPENDITURES, AND THEN, OF COURSE, THIS IS A REQUESTED ACTION ITEM, SO WE WILL BE REQUESTING A VOTE.
I'LL JUST SHOW YOU ALL THE BUDGET CALENDAR, JUST FOR REFERENCE.
THERE WERE A FEW CHANGES, HIGH LEVEL CHANGES FROM THE PREVIOUS BUDGET WORKSHEET THAT WAS INCLUDED IN THE PACKET ON 618.
YOU CAN SEE THAT THE REVENUES PROJECTION THAT OUR FINANCE TEAM DOES EACH YEAR WAS REDUCED BY $25,000.
JUST TRYING TO GET THAT PROJECTION AS CLOSE AS ACTUAL AS WE CAN, SO JUST LOOKING AT TRENDS OVER TIME.
THAT WAS REDUCED A LITTLE BIT.
FROM AN EXPENDITURE'S STANDPOINT, YOU CAN SEE THE SUMMARY OF CHANGES BELOW WITH THE BULLET POINTS HIGHLIGHTS THESE, SO I'LL FOCUS THERE ON THAT.
BUT WE DID REMOVE AND WE DISCUSSED THIS LAST TIME, BUT THE $23,233 TRANSFER OUT FOR THE VEHICLE PURCHASE, THAT WAS JUST ACCIDENTALLY INCLUDED PREVIOUSLY.
THAT VEHICLE HAS ALREADY BEEN PAID FOR. WE STRUCK THAT.
WE DID REMOVE $75,000 FOR THE WAY FINDING PLAN AS A TRANSFER OUT FOR CAPITAL PROJECTS.
THIS IS SOMETHING THAT WE HAD DISCUSSED MOVING A PORTION OF OUT INTO A SEPARATE FUND, AND WHAT WE DECIDED TO DO INTERNALLY IS WHEN WE DO WANT TO PURSUE THIS PROJECT, WE WOULD JUST APPROACH IT THROUGH A BUDGET LINE LIKELY JUST FOR THE FULL AMOUNT.
IF THERE WAS TO BE SOME COORDINATION WITH THE GENERAL FUND, WE WOULD ADDRESS THAT AS A BUDGET LINE, OR WE COULD JUST COME AND DO A BUDGET AMENDMENT TO USE FUND BALANCE.
THIS IS JUST SOMETHING WITH THE ECONOMIC DEVELOPMENT STRATEGIC PLAN.
GOING ON NOW, THERE'S PROBABLY NOT GOING TO BE CAPACITY FOR THAT IN FY '26 ANYWAY.
THIS IS BASICALLY JUST REMOVING THAT, SET ASIDE.
THE NEXT TWO RELATE TO THE COMPENSATION STUDY SUPPLEMENTAL REQUEST.
THE CITY OF SACHSE IN THE CITY MANAGER'S PROPOSED BUDGET INCLUDES ONE SUPPLEMENTAL REQUEST FOR A COMPENSATION STUDY OF WHICH A PORTION OF THAT WOULD IMPACT THE ECONOMIC DEVELOPMENT FUND IN TERMS OF THE LINE, I BELIEVE IT'S 41, THE WAGES AND SALARIES.
AS YOU INCREASE COMPENSATION, THERE'S OTHER INCREASES RELATIVE TO HEALTH CARE AND OTHER THINGS OF THAT SORT.
HOLISTICALLY, THAT IMPACT IS A LITTLE BIT DIFFERENT ABOUT $8,000, I BELIEVE, FROM WHAT WAS PREVIOUSLY SHOWN.
WE'VE GOTTEN INTO THIS IN THE PAST, BUT OUR ALLOCATED OVERHEAD IS ESSENTIALLY WHAT WE TRANSFER OUT TO ACCOUNT FOR OUR USE OF OTHER CITY SERVICES.
FOR EXAMPLE, THE FINANCE DEPARTMENT, HUMAN RESOURCES, THEY ALL HELP US WITH OUR DAY TO DAY THINGS, AND SO WE TRANSFER A PORTION OF OUR BUDGET EACH YEAR INTO ALLOCATED OVERHEAD, AND BECAUSE OF THE COMPENSATION STUDY, THERE WAS NATURALLY AN INCREASE TO THAT ALLOCATED OVERHEAD.
THE CITY MANAGER'S PROPOSED BUDGET WILL GO TO CITY COUNCIL.
THE COMPENSATION STUDY WAS THE ONE SUPPLEMENTAL THAT WAS INCLUDED, AND SO NOT BEEN ADOPTED YET, BUT WE'RE STILL SEEKING ACTION FROM YOU ALL AS THOUGH THAT SUPPLEMENTAL REQUEST WERE GOING TO BE APPROVED.
THIS IS JUST AN UPDATE TO A SLIDE WE SAW LAST TIME.
AGAIN, JUST THE REVENUES AND EXPENDITURES SHOWING YOU THE '23 ACTUALS, '24 ACTUALS, AND THEN WHAT WAS PROJECTED FOR FY 2026, AND THEN WHAT IS ACTUAL THROUGH FY 2026.
YOU CAN SEE FROM A REVENUE STANDPOINT THERE, WHAT'S INCLUDED, AGAIN, SALES TAX, THE GIST GRANT, AND THEN INTEREST INCOME IS STILL PROJECTED TO BE PRETTY HIGH.
THE REVENUES, LESS EXPENDITURES, YOU CAN SEE THAT THAT DELTA IS MINUS 297,628.
AGAIN, THIS IS LIKELY OR MOSTLY DUE TO THE FACT THAT WE BUDGET FOR OUR INCENTIVES.

THERE WAS A ADOPTED GOAL THAT INCLUDED A RECOMMENDATION TO RE-EVALUATE TARGET INDUSTRIES AND SECTORS, WHICH IS SOMETHING THAT WE'RE DOING WITH THIS PLAN NOW.
AGAIN, IN 2024, THE BOARD DISCUSSED GOALS AND OBJECTIVES FURTHER DISCUSSED UTILIZING A CONSULTANT, AND THEN WE BROUGHT FORWARD A SCOPE.
THEN WE WANTED TO, OBVIOUSLY, WITH THE COMPREHENSIVE PLAN SHAPING SACHSE GOING ON, ENSURE THAT THERE WOULD BE ALIGNMENT BETWEEN THE COMPREHENSIVE PLAN AND THE STRATEGIC PLAN.
THE COMPREHENSIVE PLAN WAS ADOPTED IN MAY OF THIS YEAR, AND AT THE SAME MEETING THAT THAT PLAN WAS ADOPTED, CITY COUNCIL AUTHORIZED US TO MOVE FORWARD WITH AN AGREEMENT WITH CIVIC SOLUTIONS TO BEGIN DEVELOPMENT OF THE ECONOMIC DEVELOPMENT STRATEGIC PLAN.
AGAIN, WHERE WE'RE AT IN THE PROCESS, WE'VE HAD PLAN KICKOFF, AND DEVELOPMENT IS WELL UNDERWAY.
THE CONSULTANTS HAVE BEEN VERY BUSY DOING ALL SORTS OF RESEARCH AND ANALYSIS, AND SOME OF THAT WILL BE PRESENTED.
I'M NOT GOING TO STEP ON THEIR TOES, BUT NEXT STEPS, OF COURSE, WOULD BE EVENTUALLY SEEKING A RECOMMENDATION OF APPROVAL BY THIS BOARD AS WELL AS FINAL APPROVAL BY THE CITY COUNCIL.
JUST TO GIVE AN UPDATE, PHASE 1 AND PHASE 2 ARE REALLY THE THINGS THAT HAVE BEEN FOCUSED ON, LAYING THE GROUNDWORK AND MAPPING SACHSE ECONOMY.
THERE'S A NUMBER OF DIFFERENT THINGS THAT THE CONSULTANTS WILL SPEAK TO RELATIVE TO SOME COMPETITIVE BENCHMARKING THAT WAS DONE.
WE DID UTILIZE OUR ADOPTED BENCHMARK CITIES, THE SAME CITIES THAT THE COUNCIL ADOPTED, AND WE BENCHMARKED AGAIN FOR BUDGET PURPOSES.
