MISTAKES DO HAPPEN, AND IN THIS CASE, CWD OWNED IT, AND THEY WERE VERY QUICK TO ISSUE A REIMBURSEMENT TO THE RESIDENT.
BUT WHAT WE DETECTED WAS THE NEIGHBOR PLACED OUT A BULK PILE THAT EXCEEDED OUR SET-OUT LIMITATIONS OF SIX CUBIC YARDS.
CWD CAME BY, THEY TAGGED THE PILE, TOOK WHAT THEY COULD, LEFT THE REST, AND THAT TAG INCLUDED INSTRUCTIONS ON HOW TO CONTACT FOR A SPECIAL COLLECTION.
THE RESIDENT DID EXACTLY WHAT SHE WAS SUPPOSED TO DO.
SHE CONTACTED CWD, PAID FOR A SPECIAL COLLECTION, AND THEY PUT HER ON THE SCHEDULE.
HOWEVER, WHAT WE LEARNED IS THAT THE RESIDENT WAS REALLY HOPING THAT CWD WOULD PUT HER LATER IN THE SCHEDULE SO THAT IF SHE WERE ABLE TO FIND SOMEONE TO COME HELP HER MOVE THE PILE, SHE WOULDN'T HAVE TO PAY FOR THE COLLECTION.
THAT DETAIL DID NOT GET TRANSLATED INTO THE CALL NOTES FOR OPERATIONS, AND SO CWD WENT BACK, THEY PULLED THE CALL WITH A RESIDENT, AND THEY DETECTED JUST ENOUGH CONFUSION TO WHERE THEY FELT LIKE A REFUND SHOULD BE ISSUED, AND THAT WAS ISSUED SHORTLY AFTER WE SPOKE TO HER.
I FOLLOWED UP WITH MR. COUCH DIRECTLY, AND HE'S AWARE THAT THE REFUND HAS BEEN ISSUED, SO NOT A GREAT SITUATION, BUT A GOOD EXAMPLE OF CWD BEING A GREAT COMMUNITY PARTNER AND WORKING WITH US WHEN WE DETECT A PROBLEM.
CONCERNED ABOUT THE BAILEY ROAD PROJECT.
WE HAD A RESIDENT COME UP LAST MEETING AND EXPRESSED SOME CONCERNS ABOUT A NUMBER OF FEATURES ARE RELATED TO THE PROJECT AND ASSOCIATED COMMUNICATIONS.
I MET WITH THEM OUT IN THE LOBBY, AND THEN IN THE LAST COUPLE OF WEEKS HAVE EXCHANGED A NUMBER OF EMAILS WITH THOSE RESIDENTS, ADDRESSING SOME OF THEIR CONCERNS.
IN RESPONSE TO ALL OF THIS, WE'VE LEARNED THAT THERE'S PROBABLY SOME CHANGES THAT WE COULD MAKE WITH HOW INFORMATION IS PRESENTED SO ESTHER AND I HAVE BEEN WORKING THE LAST COUPLE OF WEEKS TO REGEN THE WEBSITE, AND SHE DID A GREAT JOB OF REORGANIZING ALL OF THE MATERIAL FOR THE BOND PROJECTS, AND NOW THERE'S A DEDICATED PAGE FOR THE BAILEY ROAD PROJECT WHERE PEOPLE CAN SEE ALL THE DIFFERENT UPDATES OF WHAT'S GOING ON.
IN ADDITION, IN CONJUNCTION WITH THE SACHSE POLICE DEPARTMENT, WE ARE DEVELOPING A SPECIAL PACKAGE DELIVERY PROGRAM FOR THE RESIDENTS WHO ARE IMPACTED BY THE CONSTRUCTION.
THIS IS SIMILAR TO THE PROGRAM THAT WE OFFER AT CHRISTMAS FOR HOLIDAY PACKAGE DELIVERY.
RESIDENTS CAN SAFELY HAVE THEIR PACKAGES DELIVERED TO THE POLICE DEPARTMENT, THEY'LL HOLD THEM THERE, AND THEN THEY AVOID ANY ISSUES WITH THOSE DELIVERIES DELAYED DUE TO CONSTRUCTION.
THEN IN ADDITION, WE'VE ALSO BEEN CONDUCTING SOME ADDITIONAL WATER TESTING ON SITE. LAST ONE.

IT MET THE CITY'S ZONING, SO THERE WERE NO ADDITIONAL NOTIFICATIONS NEEDED.
THE CITY DOES REQUIRE PUBLIC NOTIFICATION.
THE ZONING SIGNS MAILED NOTICES AND NEWSPAPER ADS FOR REZONING REQUEST, THE SPECIAL USE PERMIT THAT I REFERENCED ABOVE, VARIANCES, CERTAIN RE-PLATS, AND SOME OTHER ITEMS. BUT THESE GO TO PROPERTIES WITHIN 200 FEET OF THE LOCATION OF THE PROPOSED PROJECT.

THE CHANGES THAT WE MADE ARE TO REFLECT WHERE IT HAD THAT COMPETITIVE PROCUREMENT OF $50,000.
WE CHANGED THAT TO $100,000 TO REFLECT THE SENATE BILL.
WE ALSO CORRESPONDINGLY ADJUSTED THE APPROVALS THROUGHOUT THE ORGANIZATION.
ANYTHING AT THE $100,000 LEVEL GOES TO COUNCIL, AND THEN DEPENDING ON THE LEVEL AS IT GETS LOWER, IT CAN BE APPROVED ELSEWHERE IN THE ORGANIZATION.

IN THE SENIOR ACTIVITY CENTER, WE HAVE CHANGED THE ANNUAL MEMBERSHIP FEES FOR RESIDENTS AND NONRESIDENTS.
A RESIDENT RIGHT NOW PAYS $6 ANNUALLY,

IN THE COMMUNITY CENTER, WE'VE CHANGED THE DAILY DROP IN RATE FOR NON-RESIDENTS FROM $2-$5, AND THIS CHANGES IN ALIGNMENT WITH CITY PRACTICE TO CHARGE NON-RESIDENTS DOUBLE THE RESIDENT RATE.
FOR BUILDING PERMITS, WE'VE ADDED BUILDING ENFORCEMENT AND SUBDIVISION ORDINANCE FINES.
WE'VE ALSO CORRECTED A COST PER SQUARE FOOT FOR RESIDENTIAL ACCESSORY BUILDINGS FOR SPACES THAT ARE 399 SQUARE FEET AND GREATER.
BASICALLY, WE'RE CORRECTING A TYPO.
THEN WE'VE ADDED A TEMPORARY PUBLIC AMUSEMENT SALES FEE OF $550.
THEN MANY WATER METER COSTS HAVE BEEN ADJUSTED, AND THAT'S JUST TO REFLECT OUR COSTS.
FOR REFUSE SERVICES, WE'VE ADDED IN THE MASTER FEE SCHEDULE JUST THE FACT THAT THERE'S A 8.25% SALES TAX BECAUSE WE'RE COLLECTING IT ON BEHALF OF CWD, SO THAT'S JUST ADDING FOR CLARITY.
THEN WE'VE UPDATED CWD ANNUAL RATE INCREASES FOR RESIDENTIAL AND COMMERCIAL.

WE WOULD RECOMMEND SOME ZONING RESTRICTIONS TO COMMERCIAL AND INDUSTRIAL AREAS ONLY TO FURTHER LIMIT HOW THESE CAN BE PLACED THROUGHOUT THE COMMUNITY.
WE WOULD ALSO LIKE TO PROPOSE SOME SETBACK REQUIREMENTS, SO 75 FEET FROM INTERSECTIONS AND FIRE LANES TO CREATE ANY BLOCKAGES, AND THEN 250 FEET FROM PARKS AND SCHOOLS TO NOT CREATE MESS FOR KIDS TO POTENTIALLY DIG THROUGH AS THEY'RE TRYING TO WALK AROUND THE COMMUNITY.
WE'D ALSO PROPOSE ONE BIN PER PARCEL WITH THE EXCEPTION OF LARGER PARCELS, AND THAT COULD BE FURTHER DELINEATED IN THE ORDINANCE, IF THAT'S COUNCIL'S DESIRE.
THEY WOULD HAVE TO MAINTAIN TO AVOID OVERFLOW IN THE PHOTOS YOU SAW, THERE IS A MIX.
WE HAVE SOME THAT OVERFLOW CONTINUOUSLY, AND THEN SOME THAT ARE MORE REGULARLY MAINTAINED, BUT THIS WOULD SET A MINIMUM STANDARD FOR ALL.
WE WOULD REQUIRE THAT THEY DISPLAY THEIR CONTACT INFORMATION, THEIR SERVICE SCHEDULE, AND DONATION INSTRUCTIONS.
YOU'D BE SURPRISED SOME OF THEM DON'T HAVE THAT INFORMATION LISTED.

THIS IS CONSISTENT WITH OTHER PUBLIC HEALTH ISSUES THAT WE DEAL WITH ACROSS THE CITY.
WE HAVE THE ABILITY TO PUT A QUICKER TURNAROUND ON THOSE ISSUES, ESPECIALLY WHEN IT'S SUCH A NUISANCE IN THE PROPERTY.
WE'D PROPOSE THAT THE PERMIT BE REVOKED AFTER TWO VIOLATIONS WITHIN A 12 MONTH TIME FRAME.
OF COURSE, COUNCIL OBVIOUSLY HAS THE DISCRETION TO MAKE THAT MORE OR LESS SEVERE.
WE WOULD RECOMMEND IMPOUNDMENT AFTER NONCOMPLIANCE, INCLUDING A $200 IMPOUNDMENT FEE PLUS 30 DAYS FOR STORAGE OF THE MATERIALS.
THEN WE WOULD PRESUME ABANDONMENT AFTER 10 DAYS WITH NO CONTACT.
OUR IMPLEMENTATION PLAN, SHOULD COUNCIL WISH TO GO FORWARD IS TO PROVIDE A 60 DAY GRACE PERIOD FOR CURRENT OPERATORS TO COMPLY.
WE WOULD OF COURSE, PROVIDE ADEQUATE NOTICE SO THEY WERE AWARE OF THE CHANGING STANDARDS AND THEN COULD COME INTO COMPLIANCE.
THEN WE WOULD BEGIN ENFORCEMENT AFTER THE TRANSITION PERIOD DEPENDING ON COUNCIL'S DIRECTION.
BASED ON THE INFORMATION I PROVIDED YOU ALL, IT IS OUR RECOMMENDATION THAT WE IMPLEMENT REGULATIONS TO GOVERN THESE BINS BECAUSE THEY ARE PROVING TO BE QUITE AN ISSUE AND A SOURCE OF FRUSTRATION FOR OUR COMMUNITY.
BUT WE WOULD LIKE TO USE A FAIR FRAMEWORK THAT OUTLINES WHAT THE EXPECTATIONS ARE.
