OKAY. SO I, WE WANT TO TAKE A MOMENT AND RECOGNIZE ALL THE HELP AND ASSISTANCE YOU'VE GIVEN US OVER THE YEARS.

AS MOST OF YOU KNOW, WE'VE HAD SOME TRANSITIONS OVER IN OUR ANIMAL SHELTER AND THE CITY OF GARLAND, WHO HAS ALWAYS BEEN A GRACIOUS NEIGHBOR OF OURS.

YOU KNOW, WE JUST APPRECIATE THE FACT THAT YOU WERE WILLING TO COME OUT HERE AND HELP US OUT.

IT'S NEVER LOST ON ME THAT YOU DON'T HAVE TO DO THAT IF YOU DON'T WANT TO.

AND AGAIN, THIS IS GIVEN TO MUNICIPALITIES THAT ACHIEVE THAT STANDARD.

AND I AM HAPPY TO SAY THAT THIS IS NOT THE FIRST TIME THAT OUR PLANNING DEPARTMENT, COMMUNITY DEVELOPMENT SERVICES DEPARTMENT HAS WON THIS AWARD.

AND YOU CAN TELL IT STARTED IN 2022, AND WE'RE GOING TO GET ANOTHER YEAR UP HERE FOR THE CITY OF SACHSE, WHICH IS GREAT. AND THIS INCLUDES EXCELLENCE IN ITEMS SUCH AS LONG RANGE PLANNING, COMPREHENSIVE PLANNING, ZONING, THINGS LIKE THAT. AND THIS IS SOMETHING THAT IS VERY WORTHY OF US TAKING A MOMENT TO APPRECIATE THIS, BECAUSE I THINK ANYBODY IN THIS ROOM WOULD WOULD KNOW THAT IF YOU WANT TO HAVE A GREAT CITY, PART OF THAT IS MAKING SURE IT'S PLANNED OUT CORRECTLY.

AND AS YOU CAN IMAGINE, LIKE WITH ANY PART OF CITY GOVERNMENT, SOMETIMES PEOPLE LIKE IT AND SOMETIMES THEY DON'T. BUT AT THE END OF THE DAY, WE WANT TO HAVE A WELL-ORDERED CITY. AND THESE GUYS RIGHT HERE AND THEIR TEAM HELP US ACCOMPLISH THAT.

AND A LOT OF TIMES, CHRISTINA, I'VE ALWAYS SAID EVEN WHEN I WAS IN THE PLANNING PROFESSION, I WOULD NOT WANT YOUR JOB. BUT BY THE SAME TOKEN, I'M SO GLAD THAT YOU TAKE YOU TOOK THE OPPORTUNITY TO COME TO SACHSE AND HELP US WITH THAT, BECAUSE AGAIN, IF WE DIDN'T HAVE OUR CODE ENFORCEMENT OFFICERS AND IT'S NOT JUST HER, BY THE WAY, IT'S HER DEPARTMENT THAT IF WE DIDN'T HAVE THOSE CODE ENFORCEMENT OFFICERS THAT WE'RE WILLING TO COME OUT AND DO IT IN THE RIGHT WAY, OF COURSE, TO HELP KEEP OUR COMMUNITY LOOKING GREAT. I PROMISE YOU THAT IF WE DIDN'T HAVE THAT KIND OF COMMITMENT HERE, YOU WOULD NOTICE. AND SO. AND I THINK CHRISTINA WOULD SAY THAT NOT EVERY CITY TAKES IT AS SERIOUSLY AS OTHERS.

AND SO BUT WE CERTAINLY DO THAT IN SACHSE. SO I JUST WANT TO TAKE A MOMENT AND MYSELF AND THE COUNCIL READ A PROCLAMATION INTO THE RECORD RECOGNIZING NATIONAL CODE COMPLIANCE MONTH. WHEREAS NATIONAL CODE COMPLIANCE MONTH WAS ESTABLISHED IN 2005 BY PRESIDENT GEORGE W BUSH IN THE WAKE OF HURRICANE KATRINA, TO RECOGNIZE THE IMPORTANCE AND IMPACT THAT CODE ENFORCEMENT HAS IN OUR COMMUNITIES.

AND WHEREAS CODE ENFORCEMENT OFFICERS OFTEN HAVE A CHALLENGING AND DEMANDING ROLE AND OFTEN DO NOT RECEIVE RECOGNITION FOR THE JOB THEY DO IN IMPROVING LIVING AND WORKING CONDITIONS FOR RESIDENTS AND BUSINESSES OF LOCAL COMMUNITIES.

CODE ENFORCEMENT. WHEREAS CODE ENFORCEMENT OFFICERS ARE DEDICATED, HIGHLY QUALIFIED PROFESSIONALS WHO SHARE THE GOALS OF PREVENTING NEIGHBORHOOD DETERIORATION, ENHANCING AND ENSURING SAFETY AND PRESERVING PROPERTY VALUES THROUGH KNOWLEDGE AND APPLICATION OF HOUSING, ZONING AND NUISANCE CODES AND ORDINANCES. AND WHEREAS CODE ENFORCEMENT OFFICERS ARE CALLED UPON TO PROVIDE QUALITY CUSTOMER SERVICE AND EXCELLENCE TO THE RESIDENTS AND BUSINESSES OF THE COMMUNITIES IN WHICH THEY SERVE. AND WHEREAS, THE CITY OF SACHSE AND THE AMERICAN ASSOCIATION OF CODE ENFORCEMENT WANT TO RECOGNIZE AND HONOR CODE ENFORCEMENT OFFICERS AND CODE PROFESSIONALS ALL ACROSS THE UNITED STATES AND BRING AWARENESS TO THE IMPORTANCE OF CODE ENFORCEMENT TO THE COMMUNITIES THEY SERVE.

AGENDA FOR RECONSIDERATION. AND IF STAFF STILL HAS A GENERAL CONCERN ABOUT NEARBY DAY CARE CENTERS ADJACENT TO ANOTHER ONE, THEY SHOULD BE INSTRUCTED TO DEFINE THOSE CONCERNS AND TELL US WHAT THEY MEAN.

SO YOU WON'T MEET THEM AT THE SHELTER. BUT BOTH ARE READY FOR LOVING HOMES. AS YOU SEE, ROCKY ON YOUR SCREEN IS A ONE YEAR OLD BOY WHO SURVIVED HEARTBREAKING NEGLECT.

FIRST ARRIVED HE WAS SCARED AND EVEN GENTLE VOICES MADE HIM COWER.

NOW HE IS HE PLAYS WITH OTHER DOGS, LOVES TO CUDDLE AND GIVE KISSES, ALL THOSE GOOD THINGS.

HE DOES HAVE AN AUTOIMMUNE DISEASE THAT IS BEING MANAGED WITH STEROIDS. AND HE'S CURRENTLY ON HIS FIRST TREATMENT TRIAL. DOESN'T STOP HIM FROM BEING LIVING LIFE TO THE FULLEST OR FROM DREAMING OF HIS FOREVER FAMILY. AND LUCY SHE WAS ABANDONED WHILE PREGNANT AND BRAVELY RAISED HER PUPS BEFORE STARTING HER OWN JOURNEY TO TRUST.

SHE'S SHY, BUT MAKING PROGRESS EVERY DAY. SHE ENJOYS WALKS, PETS AND CURLING UP IN HER LAP.

LOOKING AT A ROLLING 12 LOSS RATIO, SINCE WE HAVEN'T MOVED CARRIERS ON THE DENTAL SIDE, WE'RE AT 108% SO AND COLLECTED $119,000 IN PREMIUMS AND PAID OUT $129,000 IN IN CLAIMS. AGAIN, HERE IS OUR PLAN DESIGN WITH DENTAL. WE ARE NOT PROPOSING ANY CHANGES TO THE PLAN DESIGN.

WE'RE LOOKING AT A 13% INCREASE IN PREMIUMS, AND IT IS OUR RECOMMENDATION THAT WE DO NOT CHANGE OUR EMPLOYER CONTRIBUTION, AND THAT THAT 13% IS SHARED WITH EMPLOYEES WITH THE HIGHEST IMPACT BEING ABOUT $6.11 PER PAY PERIOD FOR THE PREMIUM CADILLAC EMPLOYEE FAMILY PLAN. ON THE ANCILLARY BENEFITS SIDE, EVERYTHING OTHER THAN DENTAL WAS EITHER IN RATE GUARANTEE OR RECEIVED A FLAT RENEWAL. SO WE ARE RECOMMENDING RENEWAL ON ALL THOSE LINES.

AND THAT DOES INCLUDE VISION, AFLAC, OUR EMPLOYEE ASSISTANCE PROGRAM, LEGAL SHIELD AND LIFE AND DISABILITY INSURANCE.

SO OUR RECOMMENDATION IS FOR YOU TO AUTHORIZE A CITY MANAGER TO RENEW WITH ALL EXISTING GROUP INSURANCE CARRIERS, EFFECTIVE JANUARY 2026, TO ABSORB THE 9.9% INCREASE TO MEDICAL INSURANCE PREMIUMS AND SHARE THE INCREASE IN DENTAL INSURANCE PREMIUMS. AND I WOULD BE HAPPY TO ANSWER ANY QUESTIONS.

AS YOU KNOW, THAT IS A FUND THAT WE KEEP A BALANCE IN IN ORDER TO BE ABLE TO NORMALIZE THE EFFECTS OF HEALTH INSURANCE CHANGES ON OUR EMPLOYEES. AS YOU ALL KNOW, AND AS THE THE PUBLIC THAT HAS BEEN FOLLOWING THIS KNOWS THE COUNCIL MADE A SIGNIFICANT INVESTMENT IN OUR EMPLOYEES THIS COMING YEAR WITH A SUBSTANTIAL CHANGE TO OUR PAY PLAN.

AND BY BEING ABLE TO DO THAT WITH ESSENTIALLY ABOUT A $1.5 MILLION COMPENSATION INFUSION INTO OUR EMPLOYEES.

WHAT I, I DID NOT WANT TO DO IN RECOMMENDATION TO THE COUNCIL IS TO GIVE EMPLOYEES THAT PAY INCREASE AND THEN TAKE IT AWAY WITH INCREASING THEIR HEALTH INSURANCE.

OTHERWISE, THEY WOULD NEVER GET AHEAD IN TERMS OF THE WORK THAT THE COUNCIL REALLY MADE AN INVESTMENT IN BY SAYING THAT THEY WANTED TO BE A LEAD OR A MATCH MARKET. AND WE'RE ABLE TO DO THAT BY TAKING ON THAT INCREASE THROUGH THE HEALTH INSURANCE FUND.

SO THAT'S FIRST. SECOND, IN TERMS OF THE DENTAL PREMIUMS, WE DID WANT THE EMPLOYEES TO HAVE TO TAKE ON A PORTION OF THIS.
