TODAY IS MONDAY, DECEMBER 8TH, 2025 AND THE MEETING IS CALLED TO ORDER AT 7 P.M..

INVOCATION AND PLEDGE OF ALLEGIANCE. BETSY HAS BEEN ASKED TO OFFER THE INVOCATION, AND MEGAN HAS BEEN ASKED TO LEAD THE PLEDGES.

SO WE HAVE FOR YOUR CONSIDERATION TONIGHT THE UPDATED LIBRARY BEHAVIOR POLICY.

OKAY. OKAY. THANK YOU. SO TONIGHT WE CAN WE CAN VOTE ON THE UPDATED LIBRARY BEHAVIOR POLICY. SOME OF THE HIGHLIGHTS.

WE WANTED TO LIST SOME BEHAVIORS THAT WOULD BE PROHIBITED, BUT IT'S NOT INTENDED TO BE AN EXHAUSTIVE LIST OF ANYTHING THAT WOULDN'T BE PERMITTED IN THE LIBRARY, BUT WE DID WANT TO INCLUDE SOME OF THE MORE, MORE FREQUENT KIND OF TROUBLE POINTS THAT WE MIGHT HAVE TO GIVE US A KIND OF A SOMETHING TO POINT AT IN CASE WE ENCOUNTER KIND OF REPEATED ISSUES.

WE WANTED TO CHANGE SOME WORDING TO REFLECT OUR CURRENT OPERATIONS.

I THINK ONE THAT WE DISCUSSED WAS THE WE HAVE A COMMUNITY BULLETIN BOARD, AND THE OLD POLICY SAID, YOU'RE NOT ALLOWED TO POST ANY, ANY NOTICES OR ADVERTISEMENTS IN THE BUILDING, BUT WE HAVE A SPACE WHERE WE ALLOW THAT.

SO IT'S KIND OF REVISING THE LANGUAGE TO SAY THIS IS PERMITTED IN CERTAIN AREAS.

WE UPDATED THE SECTION ON AGE AND SUPERVISION TO BE CONSISTENT WITH THE COMMUNITY CENTER.

SO THAT KIND OF HELPS US MAINTAIN CONSISTENCY, ESPECIALLY SINCE WE'RE SO CLOSE.

IT HELPS FOR THOSE AGES TO BE CONSISTENT FOOD AND DESIGNATED AREAS, UPDATED PERSONAL BELONGINGS AND THE SECTION ON THE LOST AND FOUND. AND AND I THINK ALSO IMPORTANT IS THE APPEAL PROCESS.

SO THERE ARE, YOU KNOW, CONSEQUENCES POTENTIALLY INCLUDING SUSPENSION OF LIBRARY PRIVILEGES FOR INSTANCES WHERE IT MIGHT BE A SEVERE OFFENSE OR A REPEATED OFFENSE. BUT WE REALLY WANTED TO OUTLINE KIND OF WHAT HAPPENS IF SOMETHING LIKE THAT WERE TO OCCUR.

SO IF SOMEONE WERE TO BE SUSPENDED FROM THE LIBRARY FOR, LET'S SAY, YOU KNOW, A WEEK OR LONGER THEY HAVE THE OPPORTUNITY TO APPEAL TO THE LIBRARY MANAGER AND ULTIMATELY TO THE LIBRARY BOARD. SO THAT'S SOMETHING NEW, IS THEY HAVE THE OPPORTUNITY TO APPEAL A DECISION LIKE THAT, AND IT WOULD BE PRESENTED TO THE LIBRARY BOARD.

SO I THINK WE WANTED TO DO IS KIND OF HAVE SOME, GIVE IT A PROCEDURE OR A PROCESS FOR SOMEONE TO DISPUTE A SUSPENSION OF PRIVILEGES. AND SO I THINK IT'S JUST KIND OF ABOUT ACCOUNTABILITY.

AND THEN EVERYBODY KNOWING KIND OF WHERE THEY STAND FOR SURE.

YEAH. SO IT'S WE WANTED STAFF TO FEEL KIND OF EMPOWERED TO ENGAGE WHEN THEY SEE ISSUES ARISE.

AND THEN ALSO FOR THE PUBLIC KNOW, YOU KNOW, THEY HAVE RECOURSE IF THEY DISAGREE WITH A DECISION.

SO IT'S KIND OF ON BOTH ENDS. SO WE CAN DISCUSS IF YOU ALL HAVE ANY QUESTIONS OR. I JUST HAD ONE. WHEN IT TALKS ABOUT THAT IT MAY RESULT IN A TEMPORARY SUSPENSION OF LIBRARY PRIVILEGES. IS IT ALREADY MAPPED OUT OF THE TIMEFRAME BASED ON THE SEVERITY OF IT, OR IS IT A CASE BY CASE OR I CHOSE TO LEAVE THAT OPEN ENDED. I DIDN'T WANT TO GET INTO IT.

WELL, YOU DID X, Y, Z, AND THAT MEANS I'M GOING TO CHOOSE.

NOW, THAT'S A SEVEN DAY. I'M REALLY TRYING TO LEAVE IT.

SO ANY INFRACTION THEN YOU'LL MAKE A DECISION ON STAFF WILL ADDRESS ISSUES AS THEY ARISE.

AND THEN I, I WANT THEM TO HAVE THE ABILITY TO SAY, I'M GOING TO HAVE TO ASK YOU TO LEAVE FOR THE DAY, OKAY? OR I'M GOING TO HAVE TO ASK YOU TO MAYBE NOT COME BACK AND NEED TO TAKE A BREAK AND COME BACK, YOU KNOW, INTO TWO DAYS. AND SO THAT'S GOING TO BE PART OF OUR TRAINING INTERNALLY IS KIND OF EXERCISING THAT JUDGMENT.

BUT I DIDN'T WANT TO MAP OUT EXACTLY LIKE FOR EVERY CONCEIVABLE OR POSSIBLE OFFENSE, THIS IS HOW MANY DAYS YOU COULD INCUR A BAN.

I THINK WHAT YOU WOULD ENCOUNTER MORE THAN ANY OTHER SUSPENSION SCENARIO IS LIKE, I'M GOING TO, YOU KNOW, I'M GOING TO NEED YOU TO LEAVE FOR THE DAY OR I'M GOING TO NEED YOU TO STEP OUT OF THIS PROGRAM.

RIGHT. SO WE'VE SEEN WE'VE SEEN SOME BEHAVIOR AND IT'S USUALLY CHILDREN OVER THE PAST YEAR.

AND IT'S LIKE, WE NEED TO HAVE SOMETHING IN PLACE WHERE WE CAN SAY, THIS POLICY GIVES US THE ABILITY TO SAY, I'M GOING TO HAVE TO ASK YOU TO LEAVE THE PROGRAM.

AND IT'S NOT SUSPENDING PRIVILEGES. SO MUCH AS, LIKE, WE'RE GOING TO HAVE TO ASK YOU TO LEAVE THIS EVENT.

YEAH. AND I THINK ANYTHING THAT'S GOING TO INVOLVE A SUSPENSION OF PRIVILEGES IS PROBABLY GOING TO INVOLVE A SCENARIO WHERE WE MAY BE ASKING THE POLICE FOR ASSISTANCE, YOU KNOW. SO THIS THIS WOULD BE SEVERE.

OKAY. REALLY UNUSUAL CIRCUMSTANCES. YEAH. WHAT'S THE PROCESS FOR DOCUMENTING ANY KIND OF ANYTHING THAT HAPPENS? IS THERE A PROCESS FOR DOCUMENTING THAT? HOW WILL YOU KIND OF KNOW WHAT HAPPENED OR BE ABLE TO REFER TO THAT IF SOMEBODY DOES COME TO YOU? SO WE STARTED AN INCIDENT LOG, AND WE HAVE BASICALLY A SPREADSHEET WHERE WE CAN DOCUMENT, OKAY, THIS WAS THE DAY THESE WERE THE INDIVIDUALS INVOLVED.

THIS IS WHAT HAPPENED. AND THIS IS WHAT ACTION THE STAFF MEMBER TOOK.

AND THEN, YOU KNOW, ONCE, ONCE THE LOG IS UPDATED, WHEN THAT HAPPENS, THEN WE CAN ALL GO BACK AND REFER TO THAT, WHICH IS HELPFUL BECAUSE WE'RE NOT ALL THERE ALL THE TIME.

SO I MIGHT HAVE AN INTERACTION WITH SOMEONE IN THE MORNING AND SOMEBODY ELSE MAY NOT SEE THEM, YOU KNOW, DAYS LATER. SO BY HAVING, I GUESS WE RECORD THAT IN A LOG AND COMMUNICATE WITH STAFF, AND THAT WAY WE CAN BE ON THE SAME PAGE WHEN THOSE THINGS HAPPEN.

AND THEN I THINK THAT KIND OF GOES BACK TO GETTING THAT CONSISTENCY.

YOU GET TO YOU CAN SEE A PATTERN. OKAY. THESE PEOPLE HAVE BEEN, YOU KNOW, THERE HAVE BEEN ISSUES WITH THIS PERSON, YOU KNOW, 2 OR 3 TIMES. THAT'S WHEN I WOULD REACH OUT AND SAY, HEY, YOU KNOW, IF THIS CONTINUES, WE MAY HAVE TO INVOKE SOME SORT OF SUSPENSION.

YEAH. SO I HAVE A QUESTION REGARDING SEVERE VIOLATIONS, LIKE, FOR EXAMPLE, WHEN WE SEE THINGS LIKE, YOU KNOW, AGGRESSIVE BEHAVIOR WHERE THEY'RE ARGUMENTATIVE, THEY'RE REFUSING TO LEAVE THE LIBRARY THINGS LIKE WATCHING INAPPROPRIATE MATERIAL, LIKE PORNOGRAPHY ON THE COMPUTERS. THOSE KIND OF GO INTO MORE OF A A VIOLATION THAT IS WITHIN THE REALMS OF THE LAW.

SO HAVE WE, WHEN CREATING OUR POLICIES. HAVE THE THE LIBRARY.

AS THE LIBRARY MANAGER. HAVE YOU CONTACTED OUR LOCAL SHERIFF AND LAW ENFORCEMENT DEPARTMENT TO SEE, YOU KNOW, IN TERMS OF, LIKE WHAT? THE SEVERITY IS BECAUSE TYPICALLY WHAT ENDS UP HAPPENING IS IF YOU WERE TO HAVE TO USE OUR SERVICES TO HAVE AN OFFICER ON SCENE YOU COULD ACTUALLY PUT IN PLACE A WHAT'S IT CALLED?

I THOUGHT ABOUT IT WHEN WE WERE TALKING. YOU CAN HAVE THEM REMOVED AND IT'S.

IT'S LIKE A CRIMINAL TRESPASS. YEAH, YOU CAN CRIMINALLY TRESPASS THEM.

AND SOMETIMES IT'S LIKE 30 DAYS. SOMETIMES IT'S 90 DAYS, DEPENDING ON THE SEVERITY.

BUT I'M NOT SURE IN TERMS OF LIKE WHAT IS OUR OUR JURISDICTION WITHIN OUR LOCAL LAW ENFORCEMENT? AND IF THERE'S A CONFLICT WITH THE LIBRARY LIKE STRUCTURE AND POLICY THAT WE'RE TRYING TO PUT IN PLACE FOR THE PROTECTIONS OF OUR PATRONS AND OUR LIBRARY VOLUNTEERS AND EMPLOYEES. YEAH. SO I THINK IF IT WERE A SCENARIO WHERE WE WERE LOOKING AT A CRIMINAL TRESPASS, IT WOULD BE WE'RE ALREADY IN COMMUNICATION WITH THE WITH THE POLICE.

YEAH. OKAY. AND SO IF WE'RE WITNESSING A BEHAVIOR OR AN ACTION THAT'S SEVERE, LIKE, YOU KNOW, CRIMINAL. AND I'VE TOLD STAFF, IF YOU SEE SOMETHING LIKE THAT, CALL DISPATCH, OKAY? CALL THE POLICE, BECAUSE WE JUST WANT TO MAKE SURE THAT THE CRIMINAL TRESPASS CANNOT BE SUPERSEDED BY COMING TO THE BOARD WITH AN APPEAL.

SO HAVE YOU ALL THOUGHT ABOUT THAT? RIGHT. THERE'S A THEY COULD APPEAL, LET'S SAY, THEIR SUSPENSION OF PRIVILEGES.

BUT IF THEY'RE ISSUED A CRIMINAL TRESPASS, THAT WILL SUPERSEDE.

YEAH. OKAY. JUST WANT TO DOUBLE CHECK AND MAKE SURE.

I'M NOT GREAT LIKE THAT. BUT IN THE EVENT THAT WHATEVER LAW IS BROKEN, THAT'LL SUPERSEDE ANY LIBRARY POLICY, I KIND OF SEE THEM AS SEPARATE. LIKE, IF IT'S THAT BAD AND WE'RE DOING A CRIMINAL TRESPASS, LIKE I'M PROBABLY I'M NOT GOING TO BOTHER SAYING, WELL, YOU'RE NOT GOING TO BE ABLE TO BORROW ANY BOOKS.

NOW YOU'RE SUSPENDED FOR TWO WEEKS. YEAH. I GUESS I'M THINKING MORE OF LIKE VISITING THE LIBRARY AND BEING ON THE PREMISES.

THEY'RE GOING TO HAVE A WHOLE DIFFERENT SET OF REPERCUSSIONS AND GUIDELINES.

AND I THAT'S A SCENARIO WHERE WE'RE NOT EVEN THERE'S NOT GOING TO BE AN APPEAL TO THE LIBRARY BOARD.

IT'S BETWEEN IT'S NOW, YOU KNOW, A LEGAL ISSUE.

YEAH. AND OUTSIDE OF GOING TO BE OUTSIDE OF LIKE OUR JURISDICTION AS FAR AS ISSUING A SUSPENSION.

AND I JUST WANT TO KNOW, HAVE YOU HAD ANY CONCERNS OF SOMEONE WITH A POTENTIAL AGGRESSIVE BEHAVIOR SINCE YOU'VE BEEN OUR DIRECTOR? I FORTUNATELY, NO, NO, I HAVE NOT HAD CONCERNS OF AGGRESSIVE BEHAVIOR.

YEAH. AND AGAIN, I THINK KIND OF LOOKING AT THIS, IT'S MORE MORE I SEE IT AS MORE PREEMPTIVE THAN REACTIVE.

IT'S LIKE, HOPEFULLY WE WON'T EVER, EVER NEED TO, YOU KNOW, USE THE APPEAL PROCESS OR SUSPEND PRIVILEGES.

AND I THINK OUR MOST OF, MOST OF WHAT WE ENCOUNTER ON A DAY TO DAY IS RESOLVED WITH A SIMPLE HEY, WOULD YOU MIND TURNING OFF YOUR SPEAKERPHONE INSIDE THE LIBRARY? YOU KNOW. HEY, NO RUNNING IN THE BUILDING. USE YOUR WALKING FEET.

YEAH. SO MOST MOST OF YOU KNOW, 90, 99%. BUT THIS KIND OF HELPS US HAVE A PLAN OR A, YOU KNOW, A FALLBACK WHEN IT'S LIKE, WELL, I'VE SPOKEN TO YOU ABOUT THIS ISSUE.

YEAH. YEAH. AND IN THAT CASE, WE DIDN'T THERE WASN'T ANY TYPE OF SUSPENSION.
