STAFF MET WITH THE RAILROAD LAST FALL TO DISCUSS EXPECTATIONS AND COORDINATION RELATED TO THE MAINTENANCE OF THE RAILROAD EASEMENT, AND TO ENSURE A MORE PROACTIVE APPROACH FOR THE UPCOMING GROWING SEASON. REGARDING THE POUR IN PLACE SURFACE USED AT HERITAGE PARK PLAYGROUND, IT IS DESIGNED AND TESTED TO WITHSTAND TEMPERATURES IN THE RANGE OF APPROXIMATELY 140 TO 160 DEGREES, WHICH IS CONSISTENT WITH THE INDUSTRY STANDARDS FOR THIS TYPE OF RECREATIONAL SURFACING. THE DARK BLUE COLOR WAS INTENTIONALLY CHOSEN TO MATCH THE FLOOR AND PLACE SURFACING ON THE UPPER LEVEL OF THE PLAYGROUND, AS WELL AS THE EXISTING PLAYGROUND EQUIPMENT, HELPING MAINTAIN A CONSISTENT DESIGN THROUGHOUT THE PLAY AREA. I'VE ASKED STAFF TO REVIEW THESE STANDARDS AS PART OF A LARGER REVIEW OF THE CITY'S SUBDIVISION ORDINANCE. IT IS ANTICIPATED THAT THE INITIAL REVIEW WILL FIRST BE PRESENTED TO THE PLANNING AND ZONING COMMISSION AND THEN SUBSEQUENTLY TO THE CITY COUNCIL. LASTLY, THE COMMENTS FROM MR. HOLBOCK, THE BAILEY ROAD PROJECT AT THE TIME, MR. HOLBOCK STATED, QUOTE, YOU SPENT OVER $900,000 TO DESIGN IT. YOU HAD 16 MONTHS TO DO IT, AND YOUR CONTRACT MANAGEMENT AND PROCEDURES WERE SO GOOD THAT YOU HAD TO LET IT TWICE AND THEN HAD TO OVERPAY $500,000, END QUOTE. MR. HOLBOCK CONTINUES A PATTERN OF MISREPRESENTING THE FACTS. MR. HOLBOCK'S CLAIMED THAT THE CITY OVERPAID, IGNORES WHAT ACTUALLY HAPPENED IN THE PROCUREMENT PROCESS. THE FIRST ROUND OF BIDS WAS REJECTED BECAUSE THE SUBMISSIONS WERE INCOMPLETE AND RAISED SIGNIFICANT CONCERNS. THAT IS NOT POOR MANAGEMENT THAT IS RESPONSIBLE MANAGEMENT. THE CITY DIDN'T MOVE TO A BEST QUALIFIED PROCUREMENT APPROACH SO STAFF COULD EVALUATE NOT JUST PRICE, BUT ALSO EXPERIENCE, STAFFING, SCHEDULE AND PAST PERFORMANCE TO HELP ENSURE THE BEST RESULT FOR OUR RESIDENTS. REJECTING QUESTIONABLE BIDS AND REBIDDING THE PROJECT UNDER A BETTER EVALUATION METHOD IS NOT A FAILURE. IT IS EXACTLY WHAT GOOD CONTRACT MANAGEMENT LOOKS LIKE, SOMETHING THAT MR. HOLBOCK SHOULD KNOW AS A REGISTERED PROFESSIONAL CIVIL ENGINEER. MR. [00:10:02] HOLBOCK THEN STATED, QUOTE, WELL, IN 2025 WE HAD A NORMAL PRECIPITATION. SO EVEN THOUGH THESE ARE THE PARTICIPATING AGENCIES IN THIS SYSTEM, WE ARE CERTAINLY NOT LIMITED TO JUST TALKING TO THOSE PARTICULAR ENTITIES. AS WE HAVE SINCE WE BECAME A SUBSCRIBER TO THIS SYSTEM, WE PAY A PROPORTIONATE SYSTEM WIDE MAINTENANCE FEE TO MOTOROLA. PROPORTIONATE IS PERTAINING TO THE EQUIPMENT THAT WE OPERATE. NOT JUST POLICE, BUT POLICE, FIRE, AND VARIOUS OTHERS THAT HAVE RADIOS WITHIN THEIR INDIVIDUAL DEPARTMENT. I SHOULD HAVE ASKED CHIEF BAXTER, COME UP HERE AND RUN THIS THING. OKAY, SO WHAT ARE WE TALKING ABOUT? OUR DISPATCH CONSOLES, OUR PRIMARY INFRASTRUCTURE WITHIN THE SYSTEM AS A WHOLE IS ENDING SUPPORT LIFE IN 2028. THIS IS GENERALLY WHAT WE CAN EXPECT WITHIN SOME MODICUM OF ACCURACY GOING FORWARD. SO OURS ARE GOING TO GO UP, BUT ONLY PROPORTIONATELY RELATIVE TO OUR EQUIPMENT. WE'RE NOT PAYING MAINTENANCE COSTS FOR GARLAND, MESQUITE, ANYBODY ELSE.
