AND IT'S AROUND THAT WHICH WE BUILT THESE KEY STRATEGIC INITIATIVES THAT I'LL DESCRIBE A LITTLE BIT MORE. UM, THANKS TO, UH, MS. NASH AND THE REST OF HER TEAM, UH, FOR THE, THE VISION THAT THEY HAVE DESCRIBED THROUGHOUT THIS PROCESS FOR CARRYING OUT THE CITY COUNCIL'S GOAL OBJECTIVES. UM, IT'S BEEN A REAL PLEASURE TO WATCH MS. NASH WORK WITH HER TEAM AND, UH, LEARN FROM HER PARTICULAR, UH, LEADERSHIP STYLE AND HOW EFFECTIVE THAT IS. AND I ALSO WANNA SEND A, A QUICK THANKS TO YOUR DEPARTMENT DIRECTORS WHO, TO A PERSON TOOK THIS PROCESS VERY SERIOUSLY AND ARE VERY EAGER TO USE THEIR EXPERTISE AND THEIR OPERATIONAL EXPERIENCE AND KNOWLEDGE TO BRING YOUR GOALS TO LIFE. AND, UM, AND I'M CONVINCED THAT THEY ARE ALL VERY FULLY COMMITTED TO DOING EXACTLY THAT. JUST A QUICK WORD ABOUT WHAT STRATEGIC THINKING IS THIS, THIS PLAN, I BELIEVE IS A DIRECT RESULT OF ONGOING STRATEGIC THINKING. UH, NUMBER ONE, UH, BEING [00:35:01] STRATEGIC MEANS THAT IT'S COMPREHENSIVE, WHICH MEANS IT'S NOT SOLELY, YOUR THINKING ISN'T SOLELY BASED ON, UH, WHAT IS URGENT IN THE MOMENT. UH, IT MEANS THE THINKING ISN'T MYOPIC, IT'S NOT TERRITORIAL, AND IT'S NEVER BASED ON INSUFFICIENT INPUT FROM THE PUBLIC OR OTHER MEMBERS OF YOUR TEAM ON LONG TERM. YOUR GOALS HAVE A LONG-TERM FOCUS. THEY ARE VERY DIRECTLY CONNECTED TO YOUR RECENTLY, UM, YOUR, YOUR RECENTLY APPROVED COMPREHENSIVE PLAN AND NOT LINKING YOUR THINKING TO THE POLICY. AND THE PRACTICAL AND THE HISTORICAL AND FINANCIAL CONTEXT LEADS TO ERROR AND THINK AND LEADS TO HAVING PLANS THAT ULTIMATELY AREN'T IMPLEMENTABLE. SO YOUR, YOUR, YOUR POLICY DECISIONS ARE REFLECTED IN THOSE GOALS. AND YOUR STAFF TEAM, AGAIN, WITH THEIR EXPERIENCE, ARE ABLE TO BRING PRACTICAL AND HISTORICAL AND FINANCIAL REALITIES INTO THE MIX. AND AS IT SAYS ON YOUR SLIDE, THIS IS ULTIMATELY EVERYONE'S JOB, EVEN THOUGH WE RECOGNIZE THAT NOT EVERYONE'S JOB IS EXACTLY THE SAME. SO MS. NASH NOW WILL GO THROUGH A BIT OF THE PROCESS. YES. SO JUST REAL QUICKLY, UM, THIS ACTUALLY PREDATES PAUL HOFFMAN, UH, BEFORE HE CAME ON THE BERKELEY TEAM, WHEN HE DID YOUR RETREAT THIS YEAR, DR. SCOTT BAKER AND DARREN COFFEY THAT HE REFERRED TO ACTUALLY DID YOUR GOAL SETTING RETREAT LAST YEAR, UH, MARCH 1ST, 2025, WHERE THE INITIAL GOAL SETTING OCCURRED, UH, WITH THE CITY COUNCIL. AND THEN IN OCTOBER, UM, PAUL JOINED IN WITH THE GROUP AND HELPED FACILITATE SOME INDIVIDUAL DEPARTMENT HEAD INTERVIEWS, REALLY UNDERSTANDING, UM, A LOT MORE OF THE DETAIL RELATIVE TO HOW WE WILL ACCOMPLISH SOME OF THE GOALS THAT THE COUNCIL SET OUT IN YOUR RETREAT IN MARCH OF 2025. UH, PAUL WORKED WITH MY TEAM OVER A COUPLE OF DAYS IN, UH, DECEMBER OF 2025 TO FACILITATE SOME MUCH MORE IN DEPTH STAFF WORK SESSIONS WHERE WE REALLY GOT INTO THE MEAT OF, UM, THE, THE PARTICULARS OF HOW WE WOULD ACHIEVE THE GOALS THAT THE COUNCIL SET OUT TO DO. AND THEN OF COURSE, THIS YEAR, UH, PAUL HELPED FACILITATE ALONG WITH DR. BAKER, THE COUNCIL'S RETREAT ON FEBRUARY 21ST, 2026, AGAIN, CONFIRMING THE GOALS THAT WERE SET OUT LAST YEAR, MAKING SURE WE'RE STILL ON TRACK TO DO THOSE, AND THEN DOING A FIRST REVIEW OF THOSE STRATEGIC INITIATIVES AS WORKED THROUGH WITH THE DEPARTMENT HEADS. AND SO PAUL'S HERE TONIGHT REALLY FOR YOU ALL TO CONSIDER ADOPTION OF THE PLAN, UM, THAT WAS INCLUDED WITH YOUR PACKET AND SOME IMPLEMENTATION CONSIDERATIONS, UM, THAT WILL BE IMPORTANT TO KEEP THIS ON TRACK MOVING FORWARD. AND SO THIS STRUCTURE, IT'S ALL BROKEN DOWN BY AN EXECUTIVE SUMMARY. AGAIN, A REFERENCE TO OUR CORE VALUES THAT, UH, WE HAVE EMBODIED WITHIN OUR ORGANIZATION, UM, UH, BASED ON THE DIRECTION THAT WE HAVE RECEIVED FROM COUNCIL, AS WELL AS, UM, A GRASSROOTS EFFORT FROM OUR EMPLOYEES THROUGH THE CULTURE COMMITTEE OF WHAT WE TRULY VALUE IN OUR ORGANIZATION AND WHAT MAKES US DIFFERENT. COUNCIL OUTLINED, THOSE GOAL AREAS OF STRATEGIC OUTCOMES, SOME VERY SPECIFIC STRATEGIC DIRECTION FOCUSED SPECIFICALLY ON AREAS OF ATTENTION. AND THEN WHAT DOES SUCCESS LOOK LIKE THROUGH OUR KEY OBJECTIVES AND WHAT ARE OUR STRATEGIC INITIATIVES MOVING FORWARD? WHAT ARE OUR PRIMARY MEANS FOR THE IMPLEMENTATION OF THOSE? AND THEN OF COURSE, WHAT ARE OUR ASSETS FOR US TO BE ABLE TO IMPLEMENT ALL OF THIS. I THINK WHAT'S IMPORTANT HERE TO NOTE IS THAT PLANS FOR IMPLEMENTATION ARE GOING TO REQUIRE COORDINATION WITH THE TEAM AND THE DEPARTMENT HEADS. AND WE WILL BE WORKING WITH THE, THE BERKELEY GROUP, UM, MUCH BEYOND THIS TO CONSIDER AND MAKE SURE THAT WE STAY ON TRACK AS THIS STRATEGIC PLAN SAYS THIS IS FOR 2026 TO 2032. SO WE STILL HAVE, UM, YEARS OF IMPLEMENTATION THAT WE WILL NEED TO MAKE SURE THAT WE'RE ON TRACK FOR. AND VERY GOOD. TURN BACK OVER TO YOU PAUL, AND THANK YOU. AND SO WHAT I'LL DO NOW IS PROVIDE A VERY HIGH LEVEL SUMMARY AND, AND THESE ARE HIGHLIGHTED IN BULLET FORM ON, ON YOUR SCREEN. AS MS. AND I MAKE A POINT OUT OF THAT BECAUSE I THINK THAT'S A HEALTHY SIGN ABOUT YOUR STRATEGIC PLAN, THAT NONE OF THESE GOAL AREAS LIVE ALONE BY THEMSELVES, BUT ALL REQUIRE SOME AMOUNT OF COORDINATION AMONGST YOUR DEPARTMENTAL TEAM. THAT IS, THAT IS CLEARLY THE CASE [00:40:01] WITH GOAL AREA ONE, WHICH SPEAKS TO CAPITAL NEEDS AND INFRASTRUCTURE AND THE EXTENT TO WHICH IT RELATES TO GOAL AREA FOUR ABOUT ECONOMIC DEVELOPMENT. AND I THINK A REALLY BIG PIECE OF GOOD NEWS THAT I'LL SHARE WITH YOU IS THE EXTENT TO WHICH YOUR ECONOMIC DEVELOPMENT, YOUR DEVELOPMENT SERVICES, YOUR FINANCE, AND YOUR CIP AND PUBLIC WORKS DIRECTORS ARE VERY TUNED INTO THE FACT THAT THERE IS A REALLY IMPORTANT RELATIONSHIP BETWEEN YOUR ECONOMIC DEVELOPMENT OBJECTIVES AND THE DECISIONS YOU MAKE ABOUT YOUR CAPITAL PROJECTS, HOW YOU PLAN FOR THEM, AND HOW YOU FUND THEM, WHICH IS FRONT AND CENTER BEHIND THE REASONS FOR CREATING THIS SUGGESTED CAPITAL PLANNING CROSS-FUNCTIONAL TEAM. UM, AND I, I WON'T GO INTO A WHOLE BUNCH OF DETAIL ABOUT THIS BECAUSE YOU HEARD A REALLY EFFECTIVE PRESENTATION FROM, UH, GINA AND ASSISTANT CITY MANAGER ROSE DURING THE FEBRUARY 21ST WORKSHOP ABOUT THEIR PLANS TO BUILD A ROBUST, THEIR WORD CAPITAL PLAN AND A ROBUST CAPITAL PLANNING, UM, MANAGEMENT AND REPORTING SYSTEM THAT PROVIDES AN EFFICIENT AND EFFECTIVE TOOL FOR MANAGING YOUR SEVERAL CAPITAL PROJECTS AND FOR, IN A VERY TRANSPARENT WAY, REPORTING TO COUNCIL AND THE PUBLIC PROGRESS ON THOSE PROJECTS. SO MOVING ON TO GOAL AREA TWO, EXCELLENT CITY SERVICES. UH, THIS GOAL AREA IS A ANOTHER OPPORTUNITY FOR THOUGHTFUL COLLABORATION AMONGST YOUR DEPARTMENTS. AND I'LL HIGHLIGHT WHAT I MEAN BY THAT. NUMBER ONE, YOUR WORKFORCE DEVELOPMENT TEAM. IT BECAME VERY APPARENT DURING THOSE DE EARLY DECEMBER WORKSHOPS THAT, UH, MS. NASH JUST MADE REFERENCE TO THAT ACROSS THE BOARD, AMONGST YOUR DEPARTMENT DIRECTORS, YOUR PUBLIC SAFETY DIRECTORS, UH, PUBLIC WORKS, INTERNAL AND EXTERNAL SERVICE PROVIDERS, THAT TWO-WAY PERSON, THEY HAVE A REAL SENSE OF HOW IMPORTANT IT IS TO BUILD AND SUSTAIN AN EXCELLENT STAFF TEAM SO THAT YOU CAN SUSTAIN A REPUTATION OF EXCELLENT CITY SERVICES. IT ALSO BECAME APPARENT DURING THOSE DISCUSSIONS, AND A LOT OF THIS DISCUSSION WAS LED BY YOUR EXCEPTIONAL HR DIRECTOR ABOUT HOW IMPORTANT IT IS TO COLLECTIVELY NOT JUST AS AN INDIVIDUAL DEPARTMENT, BUT COLLECTIVELY ACROSS THE, THE ORGANIZATIONAL SPECTRUM TO BE STRATEGIC ABOUT HOW YOU GO ABOUT RECRUITING AND SELECTING AND EVALUATING TRAINING AND COMPENSATING YOUR TEAM. AND SO THE WORKFORCE DEVELOPMENT TEAM, UH, WILL BUILD ON THE, THE CUES FROM YOUR VERY EFFECTIVE, UM, CULTURAL COMMITTEE. IT WAS COOL TO WATCH THAT, UH, BE HERE FOR THAT PROCLAMATION BECAUSE DURING THIS WHOLE PROCESS, WE HAVE HEARD SO MUCH ABOUT YOUR CULTURAL COMMITTEE AS A TEMPLATE FOR HOW THIS KIND OF CROSS-FUNCTIONAL THING CAN WORK. BUT WE'RE EXCITED ABOUT THE PROSPECTS OF THE WORKFORCE DEVELOPMENT TEAM. SIMILARLY WITH THE FACILITIES TEAM, UH, YOU ARE A GROWING CITY. YOU HAVE BEEN A GROWING CITY. AND WITH THAT, UH, SOME OF YOUR FACILITIES ARE, UH, VERY NATURALLY SHOWING A BIT OF THEIR AGE. AND RATHER THAN HAVE INDIVIDUAL DEPARTMENTS THINK INDIVIDUALLY ABOUT HOW TO STRATEGICALLY TAKE CARE OF THESE BUILDINGS, IT'S IMPORTANT TO AND FACILITIES, IT'S IMPORTANT TO HAVE SOME GENERAL AND CENTRAL AND COLLECTIVE THOUGHT AND PLANNING ABOUT HOW TO DO THAT ON THE PARKS MASTER PLAN, IT BECAME REAL OBVIOUS TO, UH, MY COLLEAGUES WITH THE BERKELEY TEAM JUST HOW WELL APPRECIATED THIS COMMUNITY. IT APPRECIATIVE THIS COMMUNITY IS OF THE EXCELLENT PARKS AND THE EVENTS. THERE'S ALSO AN ACKNOWLEDGEMENT OF, UH, OPPORTUNITIES FOR FUTURE WORK IN THAT. UH, DURING THOSE INTERVIEWS, IT WAS STRIKING TO HEAR JUST FROM HOW MANY DEPARTMENT DIRECTORS MENTIONED, UH, HOW MUCH THEY VALUE, UH, TECHNOLOGY, HOW MUCH THEY, UM, ARE, ARE LOOKING TO IMPROVE TECHNOLOGY, HOW MUCH THEY ARE LOOKING TO IMPROVE THE ABILITY TO USE [00:45:01] DATA IN THEIR DECISION MAKING. AND IF THERE'S, IF YOU'RE PERCEIVING A THEME HERE, THAT'S, THAT'S A GOOD THING, UH, THERE'S ALSO SOME INSIGHT INTO THE IMPORTANCE OF, WELL, YEAH, LET THOSE DEPARTMENTS MAKE THE DECISIONS THAT THEY NEED TO MAKE ABOUT, UM, TECHNOLOGY APPLICATIONS. THERE'S A REAL BENEFIT WHEN YOU'RE THINKING ABOUT ALL THIS TO MAKE SURE YOU'RE ABLE TO SHARE TECHNOLOGY, YOU'RE ABLE TO SHARE INFORMATION ACROSS THE BOARD GOAL AREA THREE, FINANCIAL STEWARDSHIP. UM, I THINK A REALLY GOOD SUMMARY OF WHAT YOUR STRATEGIC INITIATIVES ARE UNDER THIS GOAL IS TO SAY THAT WHAT WE'RE LOOKING FOR HERE IN THIS STRATEGIC PLAN IS TO ENSURE THAT BUDGET DECISIONS ARE CLEARLY ALIGNED WITH WHAT THE CITY COUNCIL WANTS TO ACCOMPLISH. AND I'LL MOVE TO, UH, ECONOMIC DEVELOPMENT GOAL AREA FOUR IRA MADE A BRIEF COMMENT ON THAT. UH, YOU ARE AWARE THAT YOU HAVE DONE A LOT OF PLANNING ON THIS SUBJECT. UH, I, I KNOW THAT JUST RECENTLY YOUR NEW ECONOMIC DEVELOPMENT PLAN HAS BEEN APPROVED. THAT'S A SIGNIFICANT ACCOMPLISHMENT. I THINK IT'S ALSO NOTEWORTHY THE EXTENT TO WHICH YOU'RE NOT THAT LONG AGO. APPROVED COMPREHENSIVE PLAN MAKES REFERENCE TO ECONOMIC DEVELOPMENT. WHAT WE'RE TRYING TO DO IN THE STRATEGIC PLAN IS, IS, UM, EFFECTIVELY AND HELPFULLY BRING ALL OF THOSE INITIATIVES TOGETHER IN ONE PLACE THAT, UH, THE PUBLIC CAN, CAN EASILY FOLLOW. UM, SO PRIORITIZING THESE INFRASTRUCTURE DECISIONS, MANAGING STRONG RELATIONSHIPS WITH THE PRIVATE SECTOR, UM, MAINTAINING THAT COMMUNITY CHARACTER ARE ALL ELEMENTS OF THIS GOAL AREA. AND OF COURSE, DURING THAT FEBRUARY 21ST, UH, WORKSHOP, UH, THIS COUNCIL MADE IT VERY CLEAR WHAT A PRIORITY IT IS TO FINISH FIFTH STREET. AND AGAIN, THAT WAS CLEARLY STATED. THIS FINAL SLIDE, I THINK IS MY FAVORITE BECAUSE, UM, NO ONE WANTS TO APPROVE A PLAN THAT JUST GATHERS DUST AND SITS ON A SHELF. SO WE ARE PROVIDING A FEW THOUGHTS ON HOW TO KEEP THAT FROM HAPPENING. AND ALL OF THESE COMMENTS, ALL OF THESE THOUGHTS CAN BE UNDER THE, THE, THE HEADING OF REINFORCING A CULTURE OF STRATEGIC PLANNING. AGAIN, YOU, YOU HAVE THAT CULTURE HERE. UH, YOUR CULTURE COMMITTEE HAS BEEN A PART OF THAT. I, AGAIN, I THINK A GOOD TEMPLATE, UH, TO FOLLOW. UM, AND, AND, AND AGAIN, YOU'VE PROBABLY PICKED UP ON THIS THEME BOTH FROM FEBRUARY AND THIS EVENING. AND FROM YOUR OWN READING OF THE STRATEGIC PLAN, THERE'S A LOT ABOUT BEING CROSS-FUNCTIONAL AND COLLABORATIVE IN THE, IN THE THINKING HERE. AND IF I WILL, UH, UH, I'LL EQUATE THAT TO THOSE OF YOU WHO HAVE SOME EXPERIENCE WITH FARMING OR GARDENING. UH, I CAN EQUATE ORGANIZATIONAL SILOS TO WEEDS IN YOUR, IN YOUR GARDEN, RIGHT? AND WHAT I MEAN BY THAT IS THAT THEY, THEY'RE NATURAL. THEY NATURALLY OCCUR. THERE'S NOT MUCH YOU CAN DO TO FOREVER PREVENT THEM. YOU CAN SPRAY THEM, YOU CAN PULL THEM, THEY WILL ALWAYS COME BACK. AND JUST BECAUSE THE SILOS POP UP IN YOUR ORGANIZATION ISN'T A REFLECTION OF, OF, UM, OF EMPLOYEES NOT DOING THEIR JOB. IN FACT, I THINK IT'S ACTUALLY A REFLECTION OF, UH, PEOPLE ON YOUR TEAM TAKING THEIR JOBS VERY SERIOUSLY, AND THEY WANNA BE SELF-RELIANT AND THEY WANNA WORK HARD AND GET THINGS DONE. AND ALL OF THAT CHARACTERIZES YOUR, YOUR, YOUR ORGANIZATION. AND SO IT IS THEN LEADERSHIP'S JOB, WHICH THEY ARE COMPLETELY ATTUNED TO, TO EVERY ONCE IN A WHILE, YANK THOSE SILOS OUT BY THE ROOTS. AND ONE WAY TO DO THAT IS TO STRUCTURALLY BUILD THESE CROSS-FUNCTIONAL TEAMS WHERE YOU'RE PURPOSELY SAYING TO A GROUP OF PEOPLE, IT IS YOUR JOB TO COLLABORATE. AND, AND WE'RE GOING TO EXPECT YOU TO DO THAT. AND YOU'RE GONNA BE COGNIZANT OF WHEN A PROJECT IS ENHANCED BECAUSE THE RIGHT PEOPLE ARE IN THE RIGHT ROOM AND ARE TALKING TO EACH OTHER AND COLLABORATING ON DRIVING THE BUDGET PROCESS. AGAIN, COUNSEL, WHAT YOU GET TO DO IS ASK, UH, REALLY GOOD QUESTIONS AND SEE, AND TO SEE EVIDENCE OF HOW RESOURCE ALLOCATION DECISIONS ARE BEING MADE TO [00:50:01] MAKE SURE THEY CONNECT WITH THE STRATEGIC INITIATIVES AND THE OUTCOMES DESCRIBED IN THIS PLAN. UH, THIS PLAN IS NOT A STATIC THING. YOU ARE A VERY PLANNING ORIENTED ORGANIZATION, WHICH IS TERRIFIC. WELL RUN ORGANIZATIONS' PLAN WELL. AND SO YOU'VE GOT MULTIPLE, UH, PROJECT OR SUBJECT SPECIFIC PLANS GOING ON. I MADE MENTION OF THE ECONOMIC, THE RECENT ECONOMIC DEVELOPMENT PLAN. I THINK YOU'LL BE LOOKING AT CREATING A FACILITIES PLAN, FOR EXAMPLE, AS THOSE PLANS ARE DEVELOPED, UH, BEST PRACTICE IS FOR YOU TO TAKE THE TIME TO INCORPORATE THE OUTCOMES OF THOSE PLANS INTO YOUR STRATEGIC PLAN. TREATING THE STRATEGIC PLAN AS A FORMAL POLICY DIRECTION MIGHT, MAY SOUND SIMPLE AND NOT WORTH TALKING ABOUT IT, BUT I'LL TALK ABOUT IT JUST FOR A MINUTE. AND THAT'S A RESULT OF GROWTH PATTERNS AND THE EXTENT TO WHICH THIS COMMUNITY IS BUILT OUT, WHICH IS AN UNFORTUNATE BUT NATURAL OCCURRENCE THAT HAPPENS WITH RAPIDLY GROWING CITIES THAT DON'T HAVE AN ABILITY TO EXPAND THEIR GEOGRAPHIC TERRITORY. AND SO, AS WE DEVELOPED THIS PARK, WE WANNA MAKE SURE THAT WAS A PRIORITY ON THE LIST TO GET A SAND VOLLEYBALL COURT FOR OUR YOUTH IN THE AREA. UM, LARGE TEENS, UH, LIKE MS. NASH MENTIONED, LARGE TEEN AND YOUNG ADULT GATHERS GATHERINGS HAVE CREATED CONCERNING ISSUES FOR NOT ONLY RESIDENTS, BUT ALSO, UH, OFFICERS OR PUBLIC SAFETY OFFICERS. IN SEVERAL INCIDENTS, OFFICERS HAD TO SHUT OFF PARK LIGHTING TO CLOSE THE AREA WHEN INDIVIDUALS REFUSE TO DISPERSE. UH, I'M SURE SOME OF YOU'RE FAMILIAR WITH THAT, AS YOU'VE SEEN, UH, A LOT OF THOSE CONCERNS AT THE PARK. SIMILAR SAFETY CONCERNS HAVE OCCURRED AT THE COMMUNITY CENTER, UM, WHERE TEENS HAVE GATHERED, UH, MAINLY ON THIS NORTH SIDE OF THE BUILDING AND WHERE IT'S POORLY LIT. AND, UH, THERE'S NO SECURITY CAMERAS ON THE OUTSIDE OF THE, OF THAT AREA. ANTICIPATED INCREASE IN SIMILAR ACTIVITY DURING THE SUMMER MONTHS HIGHLIGHTED THE NEED TO, TO ADDRESS SOME OF THESE SAFETY CONCERNS. SO, LEISURE SERVICES, UH, SAXE POLICE DEPARTMENT, AND ALSO THE CITY MANAGER'S OFFICE TO IDENTIFY SOME OPPORTUNITIES TO STRENGTHEN SECURITY AT THE PARKS AND ALSO THE COMMUNITY CENTER. UM, SO WE TOOK A TWO-PRONG APPROACH WITH THIS ONE. WE NEEDED TO LOOK AT CHANGING THE HOURS OF OUR PARKS, UH, AND BALL FIELDS. CURRENTLY RIGHT NOW IN OUR ORDINANCE, UH, AS A, UH, THE PARK IS CLOSED FROM MIDNIGHT TO 6:00 AM UM, SO WE LIKE TO CHANGE THOSE HOURS FROM CLOSE, FROM 11:00 PM TO 6:00 AM AND ADDITIONAL, UH, WE'D ALSO LIKE TO ADD ADDITIONAL SECURITY ENHANCEMENTS, CAMERAS AND LIGHTING TO JK SAXY PARK AND TO THE COMMUNITY CENTER USING THE CITY MANAGER'S CONTINGENCY FUND STAFF HAS MET WITH VENDORS TO OBTAIN SOME OF THE COSTS FOR THESE ADDITIONS, BOTH FOR THE COMMUNITY CENTER AND AT JK SAXY PARK STAFF REVIEWED THE ORDINANCE, UH, AND IDENTIFIED SECTIONS THAT NEEDED TO BE AMENDED TO JUST THE NIGHTLY, UH, PARK AND BALLFIELD CLOSING TIMES. THE VER F, WHICH IS A GREAT FUND AND A GREAT PROGRAM THAT YOU ALL ESTABLISHED MANY YEARS AGO THAT REALLY ONLY ADDRESSES FUNDING THAT DOESN'T ADDRESS THE MANAGEMENT OF THE VEHICLES AND THE EQUIPMENT. AND I THINK THE IMPORTANT THING RIGHT NOW TO NOTE, AND PROBABLY THE BIGGEST UH, POINT OF EMPHASIS IN THIS PRESENTATION RIGHT NOW, WE RESELL VEHICLES BASED ON END OF USEFUL LIFE FOR US. AND THEY HAVE A PRETTY GOOD CLUE ON WHAT'S GOING ON IN THE MARKET, GIVEN THEIR SHARE OF THE MARKET, UM, AND HELP US REDUCE OUR FLEET AGE AND OUR MAINTENANCE COST. AS YOU CAN IMAGINE, AS WE'RE DRIVING VEHICLES INTO THE GROUND, MAINTENANCE COSTS GO UP, FUEL COST GOES UP, ESPECIALLY AS NEW TECHNOLOGY IS IDENTIFIED, UM, AND NOT NECESSARILY ACTUALIZED IN OUR FLEET. SO THEY OFFER QUITE A BIT, UM, OF SERVICES THAT WE'RE JUST NOT ABLE TO CAPTURE RIGHT NOW IN OUR LARGELY DECENTRALIZED PROCESS. I SHOULD NOTE THIS. FLEET MANAGEMENT APPLIES TO LIGHT AND MEDIUM DUTY VEHICLES, NOT HEAVY DUTY IN OUR APPARATUS. SO THE CITY WILL CONTINUE TO SET ASIDE FUNDS USING OUR VER THAT'S HOW WE WILL PAY FOR THIS. UM, WE WILL WORK WITH ENTERPRISE STAFF TO IDENTIFY THE RIGHT VEHICLES FOR FUNCTIONS. ONE OF THE THINGS THAT THEY SPECIALIZE IN IS RIGHT SIZING FLEETS TO MAKE SURE, UH, USING TELEMATICS AND SOME OF THE OTHER TOOLS IN THEIR TOOLKIT THAT, UH, VEHICLES ARE DRIVEN, BEING DRIVEN APPROPRIATELY AND DISTRIBUTED APPROPRIATELY ACROSS THE ORGANIZATION. UM, THEY ALSO ARE VERY GOOD AT RIGHT TYPING VEHICLES. SO PERHAPS, UM, A HYBRID VEHICLE WOULD BE A BETTER OPTION FOR A NEIGHBORHOOD SERVICES CAR THAT'S RUNNING ALL OVER TOWN INSTEAD OF A A DIESEL VEHICLE, ET CETERA. AND THEN WE WOULD MONITOR USAGE ON ENTERPRISES DASHBOARD, WHICH I'LL GET TO IN JUST A SECOND. ENTERPRISE WOULD STEP IN AND HELP US WITH SOME OF THE PURCHASING AND ACQUISITION RESPONSIBILITY, THE LEASING COMPONENT OF IT. THEY'LL HANDLE THE MAINTENANCE SCHEDULES, THE PAYMENTS AND THE INVOICING. THEY WILL WORK WITH THE CITY ON RESALE TIMING BASED ON MARKET FACTORS. UH, THEY'LL HANDLE ALL ASSOCIATED PAPERWORK, INCLUDING TITLE LICENSING AND REGISTRATION. WE CAME UP WITH SOME QUESTIONS WE THOUGHT YOU MIGHT ASK US. SO, UM, I'M GONNA LIST THOSE HERE ON THIS SLIDE. SO THE VER THIS WILL CONTINUE IN ITS CURRENT FORM, BUT WILL LIKELY REQUIRE LESS RESOURCES OVER TIME AS WE START TO REALIZE THINGS LIKE BETTER RESALE OF OUR VEHICLES, LOWER FUEL COST, ET CETERA. MAINTENANCE, MAINTENANCE CAN, WILL STILL BE HANDLED HERE IN SSI. SO WE'LL STILL BE TAKING THEM TO LOCAL SHOPS AS WE CURRENTLY DO. UM, IT WILL JUST BE COORDINATED AND PAID THROUGH ENTERPRISE V HAS VEHICLE SELECTION. THIS WAS A BI THIS WAS A BIG ONE FOR OUR DEPARTMENT HEADS. CERTAINLY SOME OF OUR EMPLOYEES, UH, OUR POLICE IN PARTICULAR HAVE A PREFERRED VEHICLE THAT THEY LIKE TO DRIVE. THEY WILL STILL HAVE THE OPTION TO, UH, INCLUDE THAT SPECIFICATION AS PART OF THIS PROCESS. SO WE'RE NOT SAYING THAT THEY CAN'T GET THE VEHICLES THAT THEY WANT. UM, AND THEN, LIKE I MENTIONED EARLIER, THEY CAN SERVE IT AS AN ADVISOR ON THE RIGHT TYPING FOR THE FLEET. SO IDENTIFYING OPPORTUNITIES TO GET A BETTER VEHICLE DEPENDING ON THE TYPE OF SERVICE NEEDED, UH, COST. UM, SO ENTERPRISE GETS PAID FROM ITS RELATIONSHIPS WITH DEALERSHIPS, LENDING MANAGEMENT MANAGEMENT FEES AND VEHICLE DISPOSAL FEES. AND ALL OF THESE ARE BUILT INTO THE COST OF THE VEHICLE. SO THERE ARE NO SURPRISES ALONG THE WAY. UM, AND THEN EXIT STRATEGY, WORST CASE SCENARIO, THAT'S MY ROLE IN THE ORGANIZATION JUST TO THINK ABOUT EVERYTHING BAD THAT COULD HAPPEN. SO SAY THIS DOESN'T END UP BEING A PROSPEROUS RELATIONSHIP BETWEEN THE CITY AND ENTERPRISE. WE OF COURSE HAVE AN EXIT STRATEGY. WE WOULD JUST HAVE TO WITHDRAW FROM THE ARRANGEMENT, PAY OFF OUR LEASES AND RESUME OPERATIONS AS WE CURRENTLY DO. AGAIN, THIS IS AN IDEAL OPPER OPTION FOR, UH, ORGANIZATIONS OUR SIZE. UM, IT TRANSITIONS FLEET OPERATIONS TO A LEADER IN THE INDUSTRY THAT'S A, A NAME BRAND'S ALL RECOGNIZABLE. UM, AND IT, AND IT MOVES FROM A FULL OUT PURCHASE OF A VEHICLE TO MORE OF A LEASE BASED MODEL. UH, THIS IS CURRENTLY UTILIZED AND RECOMMENDED BY, UH, SEVERAL NORTH TEXAS CITIES, INCLUDING TWO OF OUR COMPARATORS AS A REFERENCE POINT, MURPHY AND ANNA. SO THIS TRUCK IS A GOOD ILLUSTRATIVE. SO THE PURCHASE PRICE ON A GOVERNMENT FACTOR, THE ORDER IS 38,000. UM, ON A 2022 CHEVY SILVERADO WITH ABOUT 15,000 MILES. THE AVERAGE RESALE, UH, USING ENTERPRISES MODEL WOULD BE ABOUT 35,000. SO WE'RE STILL ABLE TO CAPTURE A LOT OF THAT VALUE AND THEY'RE ABLE TO TELL US THE IDEAL TIME TO GET THAT VEHICLE BACK INTO THE RESALE MARKET. WE DON'T HAVE THAT RIGHT NOW. WE RUN THE VEHICLES UNTIL THEY NO LONGER WORK FOR US. AND THEN WE TRY TO TINKER WITH THEM A LITTLE BIT MORE TO SEE IF WE CAN GET A LITTLE MORE MILEAGE OUT OF 'EM A LITTLE MORE. AND THEN WE SELL THEM FOR A LOT LESS ON THE AUCTION BLOCK. THIS IS JUST A, A GRAPHIC THAT DEMONSTRATES, UH, WHAT I'VE DESCRIBED TO YOU. WE'RE GETTING THE LOWEST AMOUNT THAT WE CAN, UM, AFTER MANY, MANY YEARS OF USE. THIS ALSO HELPS US IMPROVE THE AGE OF OUR FLEET, REDUCING THE LIFECYCLE FROM 12 YEARS TO ABOUT FIVE YEARS. SO SOME FINAL IMPORTANT NOTES. UM, WE'VE BEEN WORKING WITH ENTERPRISE FOR QUITE A WHILE TO UNDERSTAND THIS PROGRAM AND DETERMINE IF THIS IS REALLY A GOOD MATCH FOR US. UH, THIS PROGRAM WOULD NOT REPLACE OUR, THE WILL STILL CONTINUE IN IT EXISTENCE. IT'S THE FUNDS WILL BE APPLIED DIFFERENTLY USING ENTERPRISE. UM, AND THEY WOULD STEP IN AS A FLEET MANAGER AND OBVIOUSLY WE WOULD RETAIN THE ULTIMATE DECISION MAKING POWER RELATIVE TO COST AND TYPES OF VEHICLES. IT WAS JUST THIS WHOLE SYSTEM. SO IN 2016, WHEN WE SIGNED THIS OR GOT THIS GRANT, WE WENT WITH WATCHGUARD, WHICH IS NOW MOTOROLA, UH, EQUIPMENT. UH, BUT IT ALSO DEALT WITH OUR IN-CAR CAMERA FOR THAT CLOUD STORAGE. AND THAT'S THE ONLY PART OF THIS CONTRACT THAT DEALT WITH, UH, THE IN-CAR CAMERAS THAT WE CURRENTLY HAVE. THERE WAS WIRELESS DOWNLOADING THAT. WIRELESS DOWNLOADING ONLY INVOLVES GOING TO THE STATION. UH, AND THEN WE ALSO HAD SOME SOFTWARE FUNCTIONS, A WARRANTY, AND THERE WAS ALSO A MID-YEAR CONTRACT REFRESH FOR OUR BODY-WORN CAMERAS. NOT THE INCAR, JUST THE BODY-WORN CAMERAS. UM, THEY ACTUALLY GOT A PERMIT FROM THE, FROM NORTH, UH, NORTH TEXAS AND FROM GARLAND TO BORDER IN THEIR RIGHT OF WAY, EARN THEIR EASEMENT. AND SO THEY'VE WORKED, THEY'RE WORKING THROUGH THAT RIGHT NOW. PERMITS HAVE BEEN ISSUED AND THEY ACTUALLY HAVE STARTED THE FIELD WORK LAST WEEK. SO AGAIN, SPECTRUM IS KIND OF THE TAIL END OF THAT. THEY WAIT FOR ENCORE TO GET THEIR STUFF DONE SO THEN THEY CAN, UH, ATTACH THEIR STUFF TO THE POLES AND STUFF LIKE THAT. BUT THEY DO HAVE SOME BOARDS AND STUFF THAT THEY'RE WORKING ON. BUT AGAIN, ENCORE SPECTRUM IN THE LAST TWO THAT ARE, ARE ACTIVELY WORKING IN THAT, IN THAT CORRIDOR. UH, WE TALKED ABOUT THIS AT THE, UH, ADVANCED FUNDING AGREEMENT MEETING LAST FALL. UH, I JUST WANTED TO RECAP THE FUNDING AND THE PARTICIPATION AMOUNTS FROM EACH EACH, UH, ORGANIZATION. UH, ONE THING TO NOTE THAT WE DID, UH, WE DID, UH, SPECIFY THE $7 MILLION IN TAX NOTES TO, TO COME UP WITH THAT DEFICIT OF, TO REACH THAT $42 MILLION AMOUNT. UM, AGAIN, THE FINAL NUMBERS CAN'T BE DETERMINED UNTIL THE ACTUAL BIDS GET SUBMITTED. I WILL STAY. OVER THE LAST SIX MONTHS, WE HAVE SEEN ROADWAY PRICING COME DOWN DRAMATICALLY. UM, AND SO THE WEST CREEK CONTRACT AND THE WOODBRIDGE CONTRACT, THOSE PROJECTS WERE, WERE WELL UNDER OUR ESTIMATED COST. AND SO I THINK THAT'S A POSITIVE SIGN MOVING FORWARD. BUT AGAIN, WE WON'T KNOW THAT FINAL NUMBER UNTIL THAT PROJECT ACTUALLY GETS BID. SO HERE'S OUR, HERE'S OUR TIMELINE MOVING FORWARD, RIGHT? UH, THIS SPRING FRANCHISE RELOCATIONS ARE UNDERWAY. THE CORPS OF ENGINEERS OF FEMA WILL BE REVIEWING OUR PROJECT, UM, AGAIN, SUMMER. SO AGAIN, ENCORE SAYS SIX TO EIGHT WEEKS. SO HOPEFULLY THIS SUMMER WE GET ALL THAT RESOLVED AND THEN WE CAN TURN IN FINAL PLANS, SPECIFICATIONS AND BID DOCUMENTS TO TEXT OUT FOR THE REVIEW. UM, AND THEN ALL THINGS CONSIDERED, WE WOULD LET THIS PROJECT IN THIS FALL, UH, AGAIN, NEXT STEPS. WE HAVE SENT COMMENTS TO TDOT FOR FINAL PLAN SETS. UM, WE'RE JUST WAITING ON THEM TO FINALIZE RESULT FINALIZED DESIGN.
