AND WHEREAS THE SACHSE PUBLIC LIBRARY PROVIDES AN ANNUAL SUMMER READING PROGRAM WITH A VARIETY OF SPECIAL ACTIVITIES FEATURING MUSIC, SCIENCE, ANIMALS, CRAFTS, GAMES, AND MUCH MORE FOR OUR RESIDENTS AND READERS OF ALL AGES.

WHEREAS THE THEME FOR THE 2026 SUMMER READING PROGRAM IS UNEARTH A STORY, WHETHER DIGGING INTO A GOOD BOOK, UNCOVERING HIDDEN HISTORIES, OR EXPLORING THE PAST, YOUR LOCAL LIBRARY IS A PLACE TO EMBRACE THE JOY OF DISCOVERY.

AND WHEREAS KIDS, TEENS, AND ADULTS ARE INVITED TO PARTICIPATE IN AGE-APPROPRIATE READING CHALLENGES, AND CAN EARN PRIZES AND ENTRIES INTO GRAND PRIZE DRAWINGS AFTER COMPLETING THE SUMMER READING CHALLENGE.

THE JOB THAT THESE GUYS AS A TEAM DO IS THAT YOU'LL NEVER KNOW.

NOT THAT THEY'RE BEHIND THE SHADOWS OR ANYTHING, BUT THEY REALLY ARE BECAUSE THEY'RE OUT THERE MAKING SURE OUR PARKS ARE AT THE LEVEL THEY NEED TO BE, THE LEVEL THAT, QUITE FRANKLY, OUR RESIDENTS DEMAND THAT THEY BE.

AND IT'S EVIDENCE FROM NOT JUST OUR NEW PARKS THAT WE'VE OPENED THE LAST COUPLE YEARS, BUT ALSO OUR PARKS WE'VE HAD FOR A LONG TIME.

THEY KEEP THEM GOING, KEEP THEM MAINTAINED, AND WE CAN LITERALLY CANNOT HAVE THE PARK SYSTEM WE HAVE WITHOUT THEM.

SO WE JUST WANT TO TAKE A MOMENT AND READ A PROCLAMATION INTO THE RECORD.

WHEREAS PARKS AND RECREATION SERVICES IN RICH COMMUNITIES NATIONWIDE.

INCLUDING THE CITY OF SACHSE, BY SUPPORTING HEALTH, WELLNESS, AND THE OVERALL QUALITY OF LIFE FOR RESIDENTS.

IT WILL HAVE ACCESS TO PARKS, TRAILS, AND RECREATIONAL OPPORTUNITIES TO FOSTER PHYSICAL ACTIVITY, ENHANCE MENTAL WELL-BEING, AND PROVIDE SPACE FOR SPORTS, FITNESS, OUTDOOR ADVENTURE, AND COMMUNITY GATHERING.

AND WHEREAS PARKS AND RECREATION PROGRAMS, SUCH AS OUT-OF-SCHOOL ACTIVITIES, YOUTH SPORTS, AND ENVIRONMENTAL EDUCATION PLAY A VITAL ROLE IN SUPPORTING CHILDHOOD DEVELOPMENT, LIFELONG LEARNING, AND MEANINGFUL ENGAGEMENT FOR RESIDENTS OF ALL AGES.

THE EFFECTIVENESS OF THIS LEGISLATION FROM 2025 TAKES EFFECT IN SEPTEMBER 1ST OF 2026.

TWO OF THOSE ISSUES WERE USED TO REFUND OR REFINANCE EXISTING DEBT, MUCH LIKE YOU'D REFINANCE YOUR HOME MORTGAGE.

THE OTHER TWO, THE SERIES 2022 AND 2024, TIE BACK TO THE NOVEMBER 2021 BOND ELECTION.

THAT WAS HELD FOR JUST OVER $54 MILLION.

AND SO THOSE PROVIDED...

VARIOUS PROJECT FUNDING FOR STREETS, ROADS, MUNICIPAL ANIMAL SHELTER, THINGS OF THAT NATURE, AND YOU STILL HAVE $8.7 MILLION LEFT FROM THAT NOVEMBER 2021 BOND ELECTION TO BE ISSUED.

THAT MEANS AN ANALYSIS OF TRAFFIC CONDITIONS IN A SPECIFIC AREA.

THE CITY NOW REQUIRES THAT A TRAFFIC IMPACT ANALYSIS, A TIA, BE COMPLETED BY A PROFESSIONAL ENGINEER.

AS PART OF ANY MAJOR DEVELOPMENT TO UNDERSTAND THE TRAFFIC IMPACTS OF A FORTHCOMING DEVELOPMENT.

THAT IS A REQUIREMENT THAT YOU ALL RECENTLY ADOPTED WHEN WE UPDATED OUR ENGINEERING DESIGN MANUALS.

HOWEVER, WHEN THE STATION WAS APPROVED, WE DID REQUIRE THEM TO DO A TRAFFIC STUDY AS A PART OF THAT DEVELOPMENT.

IT'S ABBREVIATED, BUT HONESTLY, THE ACRONYM IS ALMOST JUST AS LONG.

THIS IS A STANDARD DOCUMENT THAT CITIES USE ACROSS THE STATE.

AND IT MAKES A LOT OF SENSE, BUT MOST OF US DON'T THINK ABOUT THAT.

THIS STANDARDIZES SIGNS, SIGNALS, PAVEMENT MARKINGS, AND THE LIKE.

IT APPLIES TO ALL STREETS, HIGHWAYS, BIKEWAYS, PEDESTRIAN FACILITIES, AND SITE ROADWAYS, OPEN TO PUBLIC TRAVEL IN TEXAS.

THIS DOCUMENT'S REALLY IMPORTANT BECAUSE WHAT IT DOES IS IT ENSURES CONSISTENCY AMONG TRAFFIC CONTROL DEVICES, SO AS YOU TRAVEL FROM COMMUNITY TO COMMUNITY, YOU'RE NOT EXPERIENCING TOTALLY DIFFERENT CONTROL DEVICES, TOTALLY DIFFERENT SIGNALS.

ETC.

THIS STANDARDIZES ALL OF THAT.

IT'S NOT ONLY GOOD FOR CONSISTENCY PURPOSES, BUT IT IS ALSO IMPORTANT FOR ENFORCEMENT PURPOSES.

SO OUR PUBLIC SAFETY TEAM HAS TO ENFORCE THESE TRAFFIC CONTROL DEVICES.

THEY'RE CONSISTENT ACROSS THE BOARD, AND THERE ARE UNIFIED STANDARDS ACROSS THE BOARD.

THE BEST EXAMPLE TO THINK OF IS A STOP SIGN.

IF THE STOP SIGN IS PLACED AT AN INTERSECTION AND IT IS NOT WARRANTED BY THE UNIFORM MANUAL, THAT COULD CREATE ISSUES AS FAR AS ENFORCEMENT GOES, AND IF SOMEBODY WANTED TO CONTEST THAT, THEY COULD LEGALLY BECAUSE IT'S NOT CONSIDERED WARRANTED BY THE MANUAL.

SO A TRAFFIC STUDY LOOKS AT A COUPLE OF THINGS.

IT DOES LOOK AT EXISTING TRAFFIC OPERATIONS AND SAFETY, ROADWAY AND INTERSECTION CONDITIONS, AND ALSO POTENTIAL IMPROVEMENTS.

A LITTLE HISTORY ON THE STATION.

IT'S HARD TO BELIEVE THAT WE'RE TALKING ABOUT THIS IN TERMS OF HISTORICAL NATURE, BUT WHEN THE STATION WENT IN, THE CITY REQUIRED THE DEVELOPER TO COMPLETE TRAFFIC STUDIES PRIOR TO THE ACCEPTANCE OF EACH DEVELOPMENT PHASE.

STUDIES WERE COMPLETED IN JANUARY OF 2021, JUNE OF 2022, AND SEPTEMBER OF 2022.

THE STUDIES INCLUDED TURN LANE SIGNAL NEEDS, STOP CONTROL ANALYSIS, SPEED ANALYSIS, AND LEVEL OF SERVICE ANALYSIS, THAT TERM I MENTIONED TO YOU ON A PRIOR SLIDE.

SO THE PURPOSE OF TONIGHT'S STUDY...

SINCE THE DEVELOPMENT BEGAN IN 2020, THE RESIDENTIAL AREAS OF THE STATION HAVE BEEN FULLY BUILT OUT, THE COMMERCIAL SPACES ARE FILLING UP, AND RENOVATIONS TO HERITAGE PARK ARE COMPLETE.

IT IS A VERY BUSY AND ACTIVE AREA.

THESE CHANGES HAVE ALTERED THE TRAFFIC FLOW FROM THE ESTIMATES THAT WERE GATHERED EARLY ON AS THE DEVELOPMENT WAS COMING ONLINE.

IT IS CUSTOMARY TO PERIODICALLY STUDY TRAFFIC FLOWS IN AREAS AS DEVELOPMENT CHANGES, AS USE CHANGES, AS PEOPLE...

BEGIN TO OCCUPY THE SPACES.

IT IS IMPORTANT TO NOTE THAT THIS IS NOT THE ONLY TRAFFIC STUDY WE WILL DO OUT HERE.

THERE ARE LIKELY MORE FORTHCOMING IN THE FUTURE AS MERRITT ROAD CONSTRUCTION IS COMPLETED AND AS THE HIGHLY ANTICIPATED CHICK-FIL-A COMES ONLINE.

THAT WILL ALTER TRAFFIC PATTERNS AND THOSE WILL ALL NEED TO BE STUDIED.

AND AT THIS POINT I WILL TURN IT OVER TO COREY.

ABOVE HERE IS THE INTERSECTIONS THAT WE STUDIED, AND THIS IS KIND OF A GENERAL MAP.

WE'LL GET INTO MORE SPECIFICS AS WE GO FORWARD, BUT THIS IS THE STUDY AREA THAT WE EVALUATED HERE.

I'LL TALK A LITTLE BIT ABOUT METHODOLOGY.

WE DID TRAFFIC COUNTS.

THAT INCLUDES VEHICLES, PEDESTRIANS, AND BICYCLES.

THERE WERE A FEW BICYCLES OUT THERE.

WE DID 24-HOUR WEEKDAY COUNTS AT 14 OF THESE INTERSECTIONS.

WE ALSO DID FIELD OBSERVATIONS.

WE ACTUALLY HAD AN ENGINEER OUT THERE COUNTING VEHICLES AND OBSERVING TRAFFIC MOVEMENT, TRAFFIC PATTERNS.

THEY DID SPEED STUDIES WITH TUBES AND CAMERAS AND ACTUALLY WITH RADAR NOW, NEW TECHNOLOGY.

WE USED CRASH DATA ANALYSIS THAT WE HAD FROM THE POLICE DEPARTMENT.

WE EVALUATED CAPACITY LEVELS OF SERVICE, AND THEN WE ALSO EVALUATED ALL-WAY STOP CONTROL WARRANT ANALYSIS FOR THE TMUTCD.

AND AGAIN, THE EXISTING CONDITIONS THAT WERE EVALUATED.

WE LOOKED AT THIS IS A WALKABLE AREA, THERE'S RESTAURANTS, THERE'S APARTMENTS.

SO WE EVALUATED THE PEDESTRIAN

INFRASTRUCTURE AND ACCESSIBLE ROUTES.

WE LOOKED AT SIDEWALKS, TRAILS, ADA RAMPS.

WE EVALUATED THE STREET NETWORK AND CORRIDORS, TRAFFIC SIGNALS, BIKE LANES.

WE LOOKED AT TRAFFIC STREET MARKINGS AND SIGNAGE.

WE EVALUATED AND LOOKED AT ON-STREET PARKING, AND THEN WE ALSO LOOKED AT THE LANDSCAPING THROUGHOUT THE CORRIDOR.

ONE THING THAT WE ALSO DID WAS THE TRAFFIC OPERATIONS ANALYSIS.

AGAIN, THIS IS TRAFFIC VOLUME DATA THAT WAS COLLECTED DURING A.M.

AND P.M.

PEAK HOURS AT THE 14 INTERSECTIONS.

MOST OF THESE STUDIES INCLUDED.

OUR STUDIES RESULTED IN LEVELS OF SERVICE OF A OR B, WHICH IS VERY EFFICIENT INTERSECTIONS, AND ALMOST ALL OF THEM WERE C OR D OR BETTER.

SO, AGAIN, LEVEL OF SERVICE, THAT'S THE INDICATION OF HOW EFFICIENT THE TRAFFIC SIGNALS AND INTERSECTIONS ARE OPERATING.

AND, AGAIN, NETWORK IS OPERATING CORRECTLY IN EFFICIENCY.

HOWEVER, THERE ARE SOME AREAS FOR IMPROVEMENTS.

AGAIN, WE ALSO DID A TRAFFIC STUDY.

YOU CAN SEE THIS IS THE AREA SPECIFICALLY STUDIED.

STATION BOULEVARD, WE DID A TRAFFIC STUDY, AND THE EXISTING SPEED LIMIT IS APPROPRIATE BASED ON THE FEDERAL SOFTWARE THAT WE USED FOR THAT.

THERE'S NO CHANGE RECOMMENDED.

THE COMMONS PARKWAY, WE DID EVALUATE THAT.

THE EXISTING SPEED LIMIT IS 30 MILES PER HOUR.

AGAIN, THE VEHICLE SPEED STUDY DATA COLLECTED.

THE FEDERAL SOFTWARE'S US LIMITS, TOO, IS WHAT IT'S CALLED.

BASED ON THOSE RESULTS, A RECOMMENDATION OF A SPEED LIMIT OF 25 SHOULD BE CONSIDERED FOR THIS ROADWAY AND THE AREAS IN BLUE.

AGAIN, CRASH DATA ANALYSIS WAS ALSO REVIEWED AS PART OF THE STUDY.

THERE WERE 87 ACCIDENTS OVER THE LAST THREE YEARS.

SIXTY-FOUR OF THEM WERE PROPERTY DAMAGE ONLY WHERE THEY HIT A STOP SIGN OR LANDSCAPING OR SOMETHING.

THERE WERE TWO SEVERE CRASHES, ONE FATAL.

AND 71% OF THE CRASHES HAPPENED AT INTERSECTIONS.

THE MAJORITY OF THE CRASHES THAT OCCURRED ON MERRITT AND THE STATION BOULEVARD, AGAIN, YOU CAN SEE THE DATA, 21.

IN 2003, 20, OR 36, SORRY, IN 2023, 21 ACCIDENTS IN 2024, 26 IN 2025, AND SO FAR THIS YEAR WE'VE ONLY HAD FOUR.

AGAIN, THE MAIN FACTORS CONTRIBUTING TO SOME OF THESE ACCIDENTS ARE DRIVER INATTENTION, FAILING TO YIELD, NOT PAYING ATTENTION AT STOPLIGHTS, AGAIN, RUNNING A RED LIGHT, STUFF LIKE NORMAL TRAFFIC INFRACTIONS.

AND AGAIN, WE ALSO EVALUATED THE ADT IS ANNUAL DAILY TRAFFIC ON ALL THE MAJOR ROADS.

AS MENTIONED, WE DID REVIEW SOME OF THOSE INTERSECTIONS FOR ALL-WAY STOP CONTROL.

THERE ARE SEVERAL INTERSECTIONS IN THE SUBDIVISION THAT DO NOT HAVE IT.

AGAIN, THOSE WERE EVALUATED BY THE TCD CRITERIA.

TWO INTERSECTIONS DID MEET THE CRITERIA FOR LIMITED SITE VISIBILITY, AND THAT WAS UG STREET AT THE COMMONS PARKWAY AND THEN THE COMMONS PARKWAY AT PARKSIDE TRAIL.

AND AGAIN, WE DID LOOK AT PEDESTRIAN VOLUMES AS WELL.

THERE ARE 137 DAILY PEDESTRIANS AT THE COMMONS AND UNION STREET, 30 OF THEM DURING THE PEAK PM.

OUR SECOND HIGHEST LEVEL OF ACTIVITY WAS THE STATION BOULEVARD AND NASH.

WE HAD 123 DAILY PEDESTRIANS AND 25 DURING THE PEAK HOUR.

THIS DATA HELPS TO IDENTIFY AREAS WHERE HIGHER ACTIVITY AND WHERE PERIODS OF PEDESTRIAN ACTIVITY ARE MOST ACTIVE.

AGAIN, PEDESTRIAN SAFETY COUNTERMEASURES.

SO AGAIN, WE PERFORMED A STUDY ON SEVEN OF THESE INTERSECTIONS TO IDENTIFY ANY ADDITIONAL PEDESTRIAN TREATMENTS.

BASED ON THIS ANALYSIS, THE PEDESTRIAN, NO MAJOR INFRACTIONS ARE REQUIRED, SO YOU'LL SEE HERE IN THE NEXT FEW SLIDES WHAT WE'RE RECOMMENDING FOR THOSE IMPROVEMENTS.

AND AGAIN, THIS IS OUR LOCATION MAP.

THIS WOULD NOT INCLUDE THE STATION BOULEVARD.

AGAIN, MORE NON-INTERSECTION SPECIFIC.

AGAIN, WE'VE ALREADY WORKED WITH P&B, THE STATION DEVELOPER, ON MAINTAINING SOME OF THE SITE VEGETATION WITHIN THE CORNERS.

ANYTHING LESS THAN 24 INCHES SHOULD BE, LANDSCAPING SHOULD BE LESS THAN 24 INCHES.

AND I THINK WE TALKED ABOUT THAT.

AGAIN, THE SIGNAGE SHOULD BE SEVEN FEET ABOVE THE ROADWAY.

AND AGAIN, RECOMMENDATIONS FOR LOCATION ONE, THIS IS MILES AND STATION BOULEVARD.

THE ONLY RECOMMENDATION FOR THE STUDY IS TO REVIEW THE TRAFFIC SIGNAL TIMING AND PHASES TO REDUCE CRASHES.

LOCATION 2 IS THE AMBERLYNN APARTMENTS DRIVEWAY TRINITY DRIVE INTERSECTION.

AGAIN, THIS IS THE ONLY RECOMMENDATION FOR LIMITING PARKING ON THE STATION BOULEVARD.

THERE'S ONE SPACE CLOSEST TO THE DRIVEWAY THAT NEEDS TO BE, WE'LL JUST BASICALLY RESTRIPE IT TO MAINTAIN VISIBILITY FOR THAT INTERSECTION.

WE'RE ALSO GOING TO INCREASE THE THERMOPLASTIC DESTRIPING AT THOSE INTERSECTIONS THERE TO PROVIDE BETTER VISIBILITY FOR THE CROSSWALK AND THEN WE'LL INSTALL AN ADVANCED STOP HERE FOR PEDESTRIAN SIGNS.

EASTBOUND AND WESTBOUND DIRECTION.

LOCATION 3 IS NASH BOULEVARD AND THE STATION BOULEVARD INTERSECTION.

AGAIN THE RECOMMENDATIONS HERE ARE TO REFRESH THE EXISTING PAINT STRIPING AND THEN THERE'S A MISSING SOUTHBOUND STOP LINE AT THIS INTERSECTION.

WE WILL ADD ALL-WAY STOP PLAQUES TO EACH STOP SIGN SO ALL DRIVERS KNOW THAT EACH INTERSECTION IS AN ALL-WAY STOP.

WE ALSO WILL MODIFY MARKINGS AGAIN WHEN THE FIRST PHASE OF THE DEVELOPMENT CAME IN THERE WAS AGAIN ADJUSTING CROSSWALK MARKINGS STOP BARS THEY'LL HAVE VISIBILITY PAINT THE STATION BOULEVARD AT THE COMMONS PARKWAY AGAIN MAINTAIN STOP SIGN VISIBILITY AND PAVEMENT MARKINGS.

SO OUR SPECIALTY DRUG SPEND THERE FOR INFLAMMATORY CONDITIONS, THAT'S RHEUMATOID ARTHRITIS, PSORIATIC ARTHRITIS, ARE CONTINUING TO INCREASE THAT COST.

AND THEN LARGE CLAIMANTS.

AGAIN, THE CITY OF SACHSE ACTUALLY HAD ABOUT 14 LARGE CLAIMANTS IN 2025.

A LARGE CLAIMANT IS DEFINED AS ANYBODY WHO HAS OVER $50,000 OF MEDICAL AND PHARMACY SPEND IN ANY GIVEN YEAR.

2025 WAS ABOUT 131.7%.

WE SAW ACTUALLY A DECREASE IN PHARMACY.

THE MEDICAL CLAIM INCREASE MADE UP FOR THAT AND HAD ABOUT AN 8.7 INCREASE LOSS RATIO COMPARED TO 2024.

I MENTIONED A LITTLE BIT OF LARGE CLAIMANTS THERE, SO THERE'S SOME MORE INFORMATION.

A FEW OF THE THINGS THAT THE BENEFITS TEAM AND I HAVE DISCUSSED IS IN ADDITION TO THIS UPCOMING RFP PROCESS THAT ALLOWS FOR COMPETITIVE PROPOSALS, WE WANT TO EXPAND THE POTENTIAL POSSIBILITY OF HOW YOU ACTUALLY FUND.
