ALL RIGHT, WELL WHAT YOU'RE LOOKING AT IS OUR CULTURE COMMITTEE AND THEY HAVE DONE EXCELLENT WORK HERE AT THE CITY AND THEY HAVE BEEN INVOLVED WITH A LOT OF DIFFERENT PROGRAMS THAT THE CITY HAS INSTITUTED OVER THE YEARS AND I WOULD SAY THAT THEY NOT ONLY HAVE THEY BEEN A HIT AROUND HERE BUT THEY'VE BEEN A HIT AROUND THE NATION.

SO THANK YOU FOR TAKING THE TIME OUT OF Y'ALL'S BUSY DAY TO HELP MAKE THE ENVIRONMENT AND THE PROGRAMS THAT WE OFFER OUR CITY EMPLOYEES EVEN BETTER.

AND SO WITH THAT, I JUST WANT TO TAKE A MOMENT AND READ A PROCLAMATION RECOGNIZING AND CELEBRATING THE WORK THAT Y'ALL HAVE DONE.

WHEREAS SINCE 1985, PUBLIC SERVICE RECOGNITION WEEK HAS BEEN CELEBRATED ANNUALLY DURING THE FIRST WEEK OF MAY TO HONOR THE DEDICATED INDIVIDUALS WHO SERVE AS FEDERAL, STATE, COUNTY, LOCAL, AND TRIBAL GOVERNMENT EMPLOYEES AND VOLUNTEERS.

AND WHEREAS THESE PUBLIC SERVANTS CONTRIBUTE SIGNIFICANTLY TO THE STRENGTH, VITALITY, AND WELL-BEING OF OUR COMMUNITY BY PROVIDING ESSENTIAL SERVICES.

THAT ENHANCE PUBLIC SAFETY, SUPPORT LOCAL INFRASTRUCTURE, FOSTER CIVIC ENGAGEMENT, AND IMPROVE THE OVERALL QUALITY OF LIFE FOR OUR RESIDENTS.

AND WHEREAS THE COMMITMENT AND PROFESSIONALISM DEMONSTRATED BY PUBLIC SERVANTS ENSURE THAT GOVERNMENT REMAINS RESPONSIVE, EFFECTIVE, AND ACCOUNTABLE, AND THEIR WORK OFTEN CONTINUES WITHOUT RECOGNITION, DESPITE THE CRITICAL ROLE THEY PLAY IN SUSTAINING OUR DAILY LIFE.

WHEREAS THE CITY OF SACHSE PROUDLY RECOGNIZES THEIR DEDICATION, INTEGRITY, AND SERVICE OF ITS PUBLIC EMPLOYEES AND VOLUNTEERS WHO WORK DILIGENTLY TO SUPPORT THE NEEDS AND INTERESTS OF THE COMMUNITY.

WHEREAS FOR GENERATIONS, THE ECONOMIC DEVELOPMENT PROFESSION HAS CULTIVATED THRIVING NEIGHBORHOODS, CHAMPIONED SUSTAINABILITY, RESILIENCY, STRENGTHENED ECONOMIC PROSPERITY, ENHANCED QUALITY OF LIFE, AND BUILT ROBUST TAX BASES.

OKAY SO LEAH DOES AN AWESOME JOB FOR US AND PROBABLY THE THING THE QUESTION I GET A LOT FOR PEOPLE THAT AREN'T AS FAMILIAR WITH CITY GOVERNMENT IS YOU HAVE LIKE A SECRETARY FOR THE WHOLE CITY AND THAT'S NOT WHAT SHE DOES BY ANY STRETCH OF THE IMAGINATION BUT MS. GRANGER IS RESPONSIBLE FOR ALL OF OUR LAWS BEING PUBLISHED, HAVING GOOD ELECTIONS, ELECTIONS THAT ARE SMOOTH, OPEN RECORDS REQUESTS, BUT MORE IMPORTANTLY YOU'RE THE KEEPER OF THE RECORDS AND SHE HELPS KEEP ALL OF US IN LINE AND MAKE SURE WE BEHAVE.

CARS I HAD NEXT ITEM ON THE AGENDA IS ON THE COUNCIL STAFF REPORT AND UPDATES ITEM ONE REPORT ON PUBLIC COMMENT FROM THE APRIL 20TH 2020 26 CITY COUNCIL MEETING THERE WAS ONE COMMENT SUBMITTED, OR EXCUSE ME, ONE QUESTION ASKED, I SHOULD SAY, BY MS. LOLA SMITH AT THAT MEETING THAT I WOULD LIKE TO ADDRESS AT THIS TIME.

REGARDING THE PROPOSED AGAPE BAPTIST CHURCH DEVELOPMENT AT 1540 BLACKBURN ROAD, CITY STAFF HAS CONFIRMED THAT THIS PROJECT IS CURRENTLY STILL UNDER REVIEW IN THE CIVIL ENGINEERING AND AMENDING PLAT REVIEW STAGE, AND NO APPROVALS HAVE BEEN GRANTED AT THIS TIME.

MS. SMITH ALSO RAISED CONCERNS ABOUT DEED RESTRICTIONS AND WHETHER THE PROPERTY SHOULD HAVE REVERTED TO THE ORIGINAL OWNER'S FAMILY OR TO THE CITY FOR PARK SPACE.

CITY STAFF DID NOT FIND LANGUAGE IN THE DEED STATING THAT THE PROPERTY WOULD REVERT TO THE ORIGINAL OWNER, FAMILY, OR TO THE CITY OF SACHSE.

PRIVATE DEED RESTRICTIONS ARE GENERALLY PRIVATE LEGAL MATTERS BETWEEN PARTIES INVOLVED AND ARE NOT ENFORCED BY THE CITY.

THE PROPOSED USE AS A PLACE OF WORSHIP IS PERMITTED BY RIGHT UNDER THE CITY'S ZONING REGULATIONS AND STAFF WILL CONTINUE TO REVIEW THIS PROJECT CAREFULLY WITHIN THE AUTHORITY THE CITY HAS.

IN TOTAL, MORE THAN 155 VOLUNTEERS ACROSS 18 GROUPS COLLECTED 1,290 POUNDS OF TRASH, WHICH WAS AN INCREDIBLE EFFORT BY OUR COMMUNITY.

AS YOU KNOW, THIS IS A PARTNERSHIP BETWEEN THE FIRE DEPARTMENT AND CITY OF SACHSE AS TO IF AN ANIMAL IS FOUND, TRYING TO RETURN THEM BACK TO THEIR RIFLE OWNERS QUICKER BY MICROCHIPPING THEM, AND THEY HAVE A COUPLE OF DIFFERENT READERS AT THE DIFFERENT FIRE STATIONS.

SO THAT'S A VERY QUICK SUMMARY, BUT A LOT MORE INTO IT.

HUGO AND BRIAN BOTH TOOK THAT PROGRAM FROM CONCEPT TO REALITY, COORDINATING THE ROLLOUT OF THE MICROCHIP SCANNERS ACROSS OUR FIRE STATIONS AND PLANNING AND EXECUTING SATURDAY'S MICROCHIPPING CLINIC, ALONG WITH OUR PARTNERS AT FRIENDS OF RESCUE ANIMALS, FROS.

AND SAXY FIRE RESCUES.

THE RESULT IS A PROGRAM THAT GIVES RESIDENTS ACCESS TO MICROCHIP LOOKUP SERVICES AROUND THE CLOCK AND NOT JUST DURING ANIMAL SERVICES HOURS.

SO AGAIN, THIS IS A GREAT EXAMPLE OF WHAT IS POSSIBLE WHEN DEPARTMENTS WORK TOGETHER WITH A SHARED GOAL OF SERVING OUR COMMUNITY.

ON LONG-TERM, YOUR GOALS HAVE A LONG-TERM FOCUS.

THEY ARE VERY DIRECTLY CONNECTED TO YOUR RECENTLY...

YOUR RECENTLY APPROVED COMPREHENSIVE PLAN AND NOT LINKING YOUR THINKING TO THE POLICY AND THE PRACTICAL AND THE HISTORICAL AND FINANCIAL CONTEXT LEADS TO ERROR AND LEADS TO HAVING PLANS THAT ULTIMATELY AREN'T IMPLEMENTABLE.

SO YOUR POLICY DECISIONS ARE REFLECTED IN THOSE GOALS AND YOUR STAFF TEAM, AGAIN, WITH THEIR EXPERIENCE.

PAUL WORKED WITH MY TEAM OVER A COUPLE OF DAYS IN DECEMBER OF 2025 TO FACILITATE SOME MUCH MORE IN-DEPTH STAFF WORK SESSIONS WHERE WE REALLY GOT INTO THE MEAT OF THE PARTICULARS OF HOW WE WOULD ACHIEVE THE GOALS THAT THE COUNCIL SET OUT TO DO.

AND THEN, OF COURSE, THIS YEAR, PAUL HELPED FACILITATE, ALONG WITH DR.

BAKER, THE COUNCIL'S RETREAT ON FEBRUARY 21ST OF 2026.

AGAIN, CONFIRMING THE GOALS THAT WERE SET OUT LAST YEAR, MAKING SURE WE'RE STILL ON TRACK TO DO THOSE, AND THEN DOING A FIRST REVIEW OF THOSE STRATEGIC INITIATIVES AS WORKED THROUGH WITH THE DEPARTMENT HEADS.

AND SO PAUL'S HERE TONIGHT REALLY FOR YOU ALL TO CONSIDER ADOPTION OF THE PLAN THAT WAS INCLUDED WITH YOUR PACKET AND SOME IMPLEMENTATION CONSIDERATIONS THAT WILL BE IMPORTANT TO KEEP THIS ON TRACK MOVING FORWARD.

AND SO THIS STRUCTURE, IT'S ALL BROKEN DOWN BY AN EXECUTIVE SUMMARY.

FOCUSED SPECIFICALLY ON AREAS OF ATTENTION, AND THEN WHAT DOES SUCCESS LOOK LIKE THROUGH OUR KEY OBJECTIVES, AND WHAT ARE OUR STRATEGIC INITIATIVES MOVING FORWARD? WHAT ARE OUR PRIMARY MEANS FOR THE IMPLEMENTATION OF THOSE? AND THEN, OF COURSE, WHAT ARE OUR ASSETS FOR US TO BE ABLE TO IMPLEMENT ALL OF THIS? I THINK WHAT'S IMPORTANT HERE TO NOTE IS THAT PLANS FOR IMPLEMENTATION ARE GOING TO REQUIRE COORDINATION WITH THE TEAM AND THE DEPARTMENT HEADS, AND WE WILL BE WORKING WITH THE GROUP.

AND I THINK A REALLY BIG PIECE OF GOOD NEWS THAT I'LL SHARE WITH YOU IS THE EXTENT TO WHICH YOUR ECONOMIC DEVELOPMENT, YOUR DEVELOPMENT SERVICES, YOUR FINANCE, AND YOUR CIP AND PUBLIC WORKS DIRECTORS ARE VERY TUNED IN TO THE FACT THAT THERE IS A REALLY IMPORTANT RELATIONSHIP BETWEEN YOUR ECONOMIC DEVELOPMENT OBJECTIVES AND THE DECISIONS YOU MAKE ABOUT YOUR CAPITAL PROJECTS, HOW YOU PLAN FOR THEM, AND HOW YOU FUND THEM, WHICH IS FRONT AND CENTER BEHIND THE REASONS FOR CREATING THIS SUGGESTED CAPITAL PLANNING CROSS-FUNCTIONAL TEAM.

IT BECAME VERY APPARENT DURING THE EARLY DECEMBER WORKSHOPS THAT MS. NASH JUST MADE REFERENCE TO THAT ACROSS THE BOARD AMONGST YOUR DEPARTMENT DIRECTORS, YOUR PUBLIC SAFETY DIRECTORS, PUBLIC WORKS, INTERNAL AND EXTERNAL SERVICE PROVIDERS, THAT TWO-WAY PERSON, THEY HAVE A REAL SENSE.

OF HOW IMPORTANT IT IS TO BUILD AND SUSTAIN AN EXCELLENT STAFF TEAM SO THAT YOU CAN SUSTAIN A REPUTATION OF EXCELLENT CITY SERVICES.

IT ALSO BECAME APPARENT DURING THOSE DISCUSSIONS, AND A LOT OF THIS DISCUSSION WAS LED BY YOUR EXCEPTIONAL HR DIRECTOR, ABOUT HOW IMPORTANT IT IS TO COLLECTIVELY, NOT JUST...

AS AN INDIVIDUAL DEPARTMENT, BUT COLLECTIVELY ACROSS THE ORGANIZATIONAL SPECTRUM TO BE STRATEGIC ABOUT HOW YOU GO ABOUT RECRUITING AND SELECTING AND EVALUATING, TRAINING, AND COMPENSATING YOUR TEAM.

AND SO THE WORKFORCE DEVELOPMENT TEAM WILL BUILD ON THE CUES FROM YOUR VERY EFFECTIVE CULTURAL COMMITTEE.

SO PRIORITIZING THESE INFRASTRUCTURE DECISIONS, MANAGING STRONG RELATIONSHIPS WITH THE PRIVATE SECTOR, MAINTAINING THAT COMMUNITY CHARACTER ARE ALL ELEMENTS OF THIS GOAL AREA.

AND OF COURSE, DURING THAT FEBRUARY 21ST WORKSHOP, THIS COUNCIL MADE IT VERY CLEAR.

WHAT A PRIORITY IT IS TO FINISH FIFTH STREET.

THIS FINAL SLIDE, I THINK, IS MY FAVORITE BECAUSE NO ONE WANTS TO APPROVE A PLAN THAT JUST GATHERS DUST AND SITS ON A SHELF.

SERIOUSLY, AND THEY WANT TO BE SELF-RELIANT, AND THEY WANT TO WORK HARD AND GET THINGS DONE, AND ALL OF THAT CHARACTERIZES YOUR ORGANIZATION.

AND SO IT IS THEN LEADERSHIP'S JOB, WHICH THEY ARE COMPLETELY ATTUNED TO, TO EVERY ONCE IN A WHILE YANK THOSE SILOS OUT BY THE ROOTS.

AND ONE WAY TO DO THAT IS TO STRUCTURALLY BUILD THESE CROSS-FUNCTIONAL TEAMS WHERE YOU'RE PURPOSEFULLY SAYING, TO A GROUP OF PEOPLE, IT IS YOUR JOB TO COLLABORATE.

CREATING THE STRATEGIC PLAN IS A FORMAL POLICY DIRECTION MAY SOUND SIMPLE AND NOT WORTH TALKING ABOUT IT, BUT I'LL TALK ABOUT IT JUST FOR A MINUTE JUST TO GENTLY REMIND YOU THAT AS TIME GOES ON AND PRIORITIES COME UP AND NEW INITIATIVES COME UP, NEW IDEAS COME UP, THOSE ARE ALL GOOD THINGS AND THOSE NEW IDEAS MAY ABSOLUTELY BE SOMETHING YOU STOP WHAT YOU'RE DOING AND INCORPORATE INTO YOUR PLAN.

MY SUGGESTION IS YOU DON'T DO THAT WITHOUT CONSIDERATION ABOUT THE PLAN.

THIS PLAN IS HELPFUL FOR YOUR STAFF TEAM BECAUSE NOW THEY KNOW WHAT THEIR MARCHING ORDERS ARE AND IT'S SIMPLY THAT.

AND IF IT'S NOT IN THE PLAN, THEY'RE NOT GOING TO ALLOCATE RESOURCES TO IT.

THEY'RE NOT GOING TO PUT A STAFF EFFORT INTO IT.

AND SO IT'S UP TO COUNCIL ULTIMATELY TO MAKE SURE YOU ARE UP TO DATE IN YOUR PRIORITY MESSAGE TO YOUR STAFF TEAM.

COUNCILMEMBER FRANK SANCHEZ WAS ONE OF OUR ORIGINAL MEMBERS ON THE YOUTH ADVISORY COMMITTEE, OR ONE OF OUR YOUTH ADVISORS ON THE PARKS AND RECREATION BOARD, AND ALMOST EVERY MEETING HE WANTED A SAND VOLLEYBALL COURT.

AND SO AS WE DEVELOP THIS PARK, WE WANT TO MAKE SURE THAT WAS A PRIORITY ON THE LIST TO GET A SAND VOLLEYBALL COURT FOR OUR YOUTH IN THE AREA.

LARGE TEAMS, LIKE MS. NASH MENTIONED, LARGE TEEN AND YOUNG ADULT GATHERS.

GATHERINGS HAVE CREATED CONCERNING ISSUES FOR NOT ONLY RESIDENTS BUT ALSO OFFICERS OR PUBLIC SAFETY OFFICERS.

IN SEVERAL INCIDENTS, OFFICERS HAD TO SHUT OFF PARK LIGHTING TO CLOSE THE AREA WHEN INDIVIDUALS REFUSED TO DISPERSE.

I'M SURE SOME OF YOU ARE FAMILIAR WITH THAT AS YOU'VE SEEN A LOT OF THOSE CONCERNS AT THE PARK.

SIMILAR SAFETY CONCERNS HAVE OCCURRED AT THE COMMUNITY CENTER WHERE TEENS HAVE GATHERED, MAINLY ON THIS NORTH SIDE OF THE BUILDING WHERE IT'S POORLY LIT.

THERE'S NO SECURITY CAMERAS ON THE OUTSIDE OF THAT AREA.

ANTICIPATING INCREASE OF SIMILAR ACTIVITY DURING THE SUMMER MONTHS HIGHLIGHTED THE NEED TO ADDRESS SOME OF THESE SAFETY CONCERNS.

SO LEISURE SERVICES, THE SACHSE POLICE DEPARTMENT, AND ALSO THE CITY MANAGER'S OFFICE TO IDENTIFY SOME OPPORTUNITIES TO STRENGTHEN SECURITY AT THE PARKS AND ALSO THE COMMUNITY CENTER.

SO WE TOOK A TWO-PRONGED APPROACH WITH THIS.

ONE, WE NEEDED TO LOOK AT CHANGING THE HOURS OF OUR PARKS.

AND BALL FIELDS.

CURRENTLY RIGHT NOW IN OUR ORDINANCE, THE PARK IS CLOSED FROM MIDNIGHT TO 6 A.M.

SO WE LIKE TO CHANGE THOSE HOURS FROM CLOSE FROM 11 P.M.

TO 6 A.M.

AND ADDITIONAL WE WOULD ALSO LIKE TO ADD ADDITIONAL SECURITY ENHANCEMENTS CAMERAS AND LIGHTING TO JK SACHSE PARK AND TO THE COMMUNITY CENTER USING THE CITY MANAGERS CONTINGENCY FUND.

STAFF HAS MET WITH VENDORS TO OBTAIN SOME OF THE COSTS FOR THESE ADDITIONS, BOTH FOR THE COMMUNITY CENTER AND AT JK SACHSE PARK.

STAFF REVIEWED THE ORDINANCE AND IDENTIFIED SECTIONS THAT NEEDED TO BE AMENDED TO ADJUST THE NIGHTLY PARK AND BALL FIELD CLOSING TIMES.

SO OUR RECOMMENDATION IS TO AMEND THE CODE OF ORDINANCES, SECTION 7-2E1G AND ALSO 7-2E2C TO PROHIBIT PERSONS IN CITY PARKS AND THE USE OF LIGHTS EXCEPT FOR THOSE SECURITY LIGHTS THAT WE MAY NEED.

THEY ALSO ARE VERY GOOD AT RIGHT TYPING VEHICLES SO PERHAPS A HYBRID VEHICLE WOULD BE A BETTER OPTION FOR A NEIGHBORHOOD SERVICES CAR THAT'S RUNNING ALL OVER TOWN INSTEAD OF A DIESEL VEHICLE, ETC.

AND THEN WE WOULD MONITOR USAGE ON ENTERPRISE'S DASHBOARD, WHICH I'LL GET TO IN JUST A SECOND.

VEHICLE SELECTION, THIS WAS A BIG ONE FOR OUR DEPARTMENT HEADS.

CERTAINLY SOME OF OUR EMPLOYEES, OUR POLICE IN PARTICULAR, HAVE A PREFERRED VEHICLE THAT THEY LIKE TO DRIVE.

THEY WILL STILL HAVE THE OPTION TO INCLUDE THAT SPECIFICATION AS PART OF THIS PROCESS.

SO WE'RE NOT SAYING THAT THEY CAN'T GET THE VEHICLES THAT THEY WANT.

AND THEN LIKE I MENTIONED EARLIER, THEY CAN SERVE IT AS AN ADVISOR ON THE RIGHT TYPING FOR THE FLEET.

SO IDENTIFYING OPPORTUNITIES TO GET A BETTER VEHICLE DEPENDING ON THE TYPE OF SERVICE NEEDED.

BUT IT ALSO DEALT WITH OUR IN-CAR CAMERA FOR THAT CLOUD STORAGE, AND THAT'S THE ONLY PART OF THIS CONTRACT THAT DEALT WITH THE IN-CAR CAMERAS THAT WE CURRENTLY HAVE.

THERE WAS WIRELESS DOWNLOADING.

THAT WIRELESS DOWNLOADING ONLY INVOLVES GOING TO THE STATION.

AND THEN WE ALSO HAD SOME SOFTWARE FUNCTIONS, A WARRANTY, AND THERE WAS ALSO A MID-YEAR CONTRACT REFRESH FOR OUR BODY-WORN CAMERAS, NOT THE IN-CAR, JUST THE BODY-WORN CAMERAS.

SO OUR CURRENT CONDITIONS...

WE ARE CURRENTLY IN THE WINDOW FOR MID CONTRACT REFRESH FOR OUR BODY WORN CAMERAS.

OUR ANNUAL CONTRACT OUTLAY IS $28,560 AND THIS CONTRACT EXPIRES IN 2028.

EXISTING IN-CAR SYSTEMS ARE NO LONGER SUPPORTED.

THEY ARE 8 YEARS OLD AND THEY'RE NOT UNDER WARRANTY.

MOTOROLA ALSO ACKNOWLEDGED A CLIENT HISTORY, MULTIPLE PLATFORMS, AND INFRASTRUCTURE VIA PRICING PROPOSAL.

AS YOU'LL SEE THAT WHEN I PRESENT WHAT THEY'VE OFFERED US, SOME OF THE DISCOUNTS ARE VERY EXTREME.

SO WE'RE BUILDING A DETENTION POND.

WE'RE DOING A BUNCH OF GRADING, AND ALL THAT HAS TO BE REVIEWED BY THE CORPS FOR THEIR BLESSING ON THAT PORTION.

ALSO FROM THE FEDS WE HAVE FEMA PERMITS THAT HAVE TO BE OBTAINED RIGHT NOW.

WE'RE WORKING FOR A CONDITIONAL LETTER OF REVIT MAP REVISION HALF HAS UPDATED MODELS AND WE'RE SUBMITTING THAT TO FEMA FOR

THEY'VE BEEN EXTREMELY HELPFUL IN GETTING A HOLD OF CERTAIN FRANCHISE PROVIDERS AND REPRESENTATIVES TO GET THESE THINGS EXPEDITED AGAIN, I CAN'T SAY NOTHING GOOD THINGS ABOUT DALLAS COUNTY ON THAT PROJECT AND JUST ONE THING THAT TEXT THAT DOES REQUIRE TO HAVE A LETTER OF CLEARANCE BEFORE THEY WILL AUTHORIZE LETTING OF THE PROJECT AND SO THAT'S A BIG THING HERE.

I'LL TALK ABOUT THAT IN A SECOND WE HAVE SIX OF THE FRANCHISE RELOCATIONS HAVE BEEN COMPLETED AND HAVE SUBMITTED A LETTER OF CLEARANCE.

AND LIKE NORTH TEXAS, GARLAND POWER AND LIGHT, THEY STILL HAVE TO SUBMIT ONE, EVEN THOUGH WE'RE NOT ASKING THEM TO RELOCATE ANY FACILITIES.

IT'S BASICALLY SAYING THAT WE'VE ACKNOWLEDGED IT, OR THEY'VE ACKNOWLEDGED OUR PROJECT, AND THERE'S NO COMPLEX.

AND SO WE'RE WORKING ON THOSE RIGHT NOW.

BASICALLY, ENCORE AND SPECTRUM ARE THE TWO THAT WE'RE WAITING ON.

ENCORE HAS BEEN WORKING FOR THE LAST...
